SPECIAL MEETING
BOARD OF MAYOR AND BURGESSES
JANUARY 10, 2017
1. Mayor “Pete” Hess called the special meeting to order at 6:00 p.m. with the following in
attendance:

DEPARTMENT HEADS:
R. Butler, Jr., Controller E. Murray, Fire Chief
J. Lawlor, Human Resources Director
2. Burgess Jackson led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully to recess to Executive Session at 6:02 p.m. for discussion
on the following: Personnel (Deputy Fire Chief, Fire Marshal) and
Pending Litigation (Heart and Hypertension Claim, Tax Appeals)
inviting in Human Resources Director J. Lawlor, Controller R. Butler, Jr.
and Fire Chief E. Murray.
Mayor Hess reconvened the meeting at 6:25 p.m.
4. Motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor
and Burgesses permit Stokes Counseling Services to sublease office space on the second
floor of 13 Scott Street.
Motion withdrawn and amended.
VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess
Jackson that the Board of Mayor and Burgesses permit Stokes Counseling
Services to sublease office space on the second floor of 13 Scott Street,
subject to approval by the borough attorney.
5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses transfer real
property consisting of .04 acres to Ronald and Jackie Nitowski reserving
unto the Borough of Naugatuck the right to pass and repass across said
land in order to gain access to other land of the Borough of Naugatuck on
Rubber Avenue.

6. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by
Burgess Scully that the Board of Mayor and Burgesses accept a deed in
lieu of real property taxes for property located on Union City Road,
Parcel #019-4500.
7. The following motion emanated from Executive Session.
Motion by Burgess Vitale and seconded by Burgess Scully that the Board of Mayor and
Burgesses authorize Mayor Hess to enter into a five year employment agreement for the
position of Deputy Fire Chief with Paul Russell.
D. Wisniewski and R. Neth opposed.
L. Jackson abstained.
8. VOTED: Unanimously on a motion by Burgess Scully and seconded by Burgess
Burns to adjourn the special meeting at 6:31 p.m.
