MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JULY 5, 2017 1. Mayor “Pete” Hess called the regular meeting to order at 6:02 p.m. with the following in attendance: BURGESSES: PRESS: R. Neth L. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the minutes of the regular meeting of June 6, 2017 and the special meeting of June 20, 2017. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the monthly reports of June. Each member received copies for review. 5. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson to recess to Executive Session at 6:05 p.m. for discussion on the following: Real Estate Negotiations (Chemtura, Industrial Park Property Acquisition), Personnel (Town Planner/ZEO) and Pending Litigation. No one was invited into executive session. Mayor Hess reconvened the meeting at 6:40 p.m. and recessed until 7:04 p.m. Mayor Hess reconvened the meeting at 7:04 p.m. Mayor Hess asked everyone to join him in a moment of silence in honor of a wonderful statesman, Kevin M. DelGobbo, who passed away this week. -2- Minutes – Board of Mayor and Burgesses Regular Meeting – July 5, 2017 6. There were no motions emanating from Executive Session. 7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses authorize Mayor Hess to enter into an agreement with the Waterbury Development Corporation and Michael DeVino to acquire land at 0 Great Hill Road, Naugatuck, CT 06770 to be utilized as a future Industrial Park in conjunction with the Waterbury Development Corporation and the City of Waterbury. 8. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses recess to the Firemen’s Pension Plan “C” Board at 7:10 p.m. Mayor Hess reconvened the meeting at 7:12 p.m. 9. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses recess to the Retirement Board at 7:13 p.m. Mayor Hess reconvened the meeting at 7:14 p.m. 10. Public Comment Parks Commission Chairwoman Linda Ramos spoke to the board regarding the project the Wingman Group was doing at Gunntown Passive Park and Nature Preserve. The Parks Commission gave the organizers of the project permission to utilize Gunntown Park. She said the Wingman Project will no longer be at Gunntown Park because there was too much of a struggle with certain individuals not associated with the Wingman Group or the Parks Commission. The Parks Commission has decided to take a more active role in promoting and overseeing the use of Gunntown Park. They will be organizing a Facebook page promoting the use of the park and events being held there. Mayor Hess said the Conservation Commission wants to take control of all open space. There is currently one burgess liaison to the Conservation Commission. There are four burgess liaisons to the Parks Commission. The mayor appointed Burgess Donald Wisniewski and Burgess Patrick Scully as liaisons to the Conservation Commission. He wants both commissions to meet with this board to discuss their plans for Gunntown Passive Park and Nature Preserve and the Andrew Mountain land. 11. Mayor Hess appointed David Cronin (D), 75 Damson Lane, Naugatuck, CT 06770 as a regular member of the Zoning Board of Appeals, filling the unexpired term of Basiliza MacCalmon, term to expire July 1, 2020. Mayor Hess swore in David Cronin as a regular member of the Zoning Board of Appeals. -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2017 12. Mayor Hess reappointed Joseph Richard (R), 25 Counselor Drive, Naugatuck, CT 06770 as a regular member of the Code of Ethics Commission, term to expire July 1, 2019. 13. Mayor Hess reappointed Cathy Zuzick, 39 Brighton Road, Naugatuck, CT 06770 as a regular member of the Blight Citation Hearing Board, term to expire July 1, 2020. 14. Mayor Hess approved the reappointment of the following members to the Day Care Board of Directors, terms to expire April 1, 2018: Michelle L. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the appointment of Venessa R. Napoli (D), 7 Baldwin Street, Naugatuck, CT 06770 as an alternate member of the Planning Commission, filling the unexpired term of D. Sletner, term to expire September 1, 2017. 16. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “High Visibility Double Yellow Traffic Markings – Naugatuck Police Department” to Atlantic Pavement Marking, Inc., 15 Industrial Road, Prospect, CT 06712 as per bid as recommended by Detective Lieutenant Ronald Hunt. 17. Motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for the “New Flooring – Fire Headquarters” to Valley Floor Covering, 562 Rubber Avenue, Naugatuck, CT 06770 not to exceed the budgeted amount of $14,491 as recommended by Fire Chief Ellen Murray. Deputy Mayor Neth opposed. 18. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses amend the action of the board made on January 3, 2017, item #21, to correct the name of the leasing company to First American Equipment Financing and to add that -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – July 5, 2017 the capital equipment to be leased is two F550 trucks with plow and sander, one F350 truck with plow and sander, one Bobcat skid steer snow blower and accessories for the Public Works Department in the amount of $271,690 over a three year period at 1.78% and authorize Controller Robert W. Butler, Jr. to execute all contracts and related documents. 19. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Jackson that the Board of Mayor and Burgesses approve the Paving Program as set forth on the following paving schedule for fiscal year 2017-2018 as recommended by Public Works Director James Stewart. Public Comment – None 34. Burgess Comments/Sub-Committee Reports Burgess Donovan said she received a lot of positive comments regarding the fireworks display. Burgess Herb said the Planning Commission sent a letter to the Zoning Commission concerning Parcel C. The Conservation Commission wants to be in charge of all passive land. Burgess Hoff said the Greater Waterbury Transit District will be holding an emergency meeting to discuss the transfer of power to the Council of Governments. Kevin DelGobbo was a family friend. She never saw anyone so unselfish and respectful of people. He was always patient with people when he was approached even if they were angry about an issue. He will truly be missed. -19- Minutes – Board of Mayor and Burgesses Regular Meeting – July 5, 2017 Burgess Vitale attended the Jazz Trio Concert at the library. He said it was a very enjoyable and relaxing event. He said the Dog Park Grand Opening was wonderful. He thanked the mayor for attending and being part of the leash cutting ceremony. There was a drug sniffing dog presentation by the City of Orange. He thanked everyone who attended. Burgess Jackson told the mayor she was sorry about the passing of his father-in-law. She said Kevin DelGobbo will truly be missed; he was a friend to everyone. She said the Dog Park Opening was fun. She said an incredible amount of people attended the fireworks. The police department let people drive over the Maple Street Bridge in the opposite direction away from downtown. Burgess Jackson thanked the police department for a great idea that went very well getting people on their way quickly. Burgess Burns brought to the mayor’s attention a nuisance letter that was sent to him. Mayor Hess said the fireworks show was great. There will be a second fireworks show at the end of the Summer Festival on August 12t.h. He gave Sandy Ribeiro credit for getting a grander finale and a second fireworks show. Mayor Hess said there was no one on the planet whose opinion he valued on issues as much as Kevin DelGobbo. He will be missed. 35.
