MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES OCTOBER 3, 2017 1. Mayor “Pete” Hess called the regular meeting to order at 6:34 p.m. with the following in attendance: BURGESSES: PRESS: R. Each member received copies for review. 5. Mayor Hess reappointed Maria Fidalgo, 29 Woodruff Avenue, Naugatuck, CT 06770 as a member of the Naugatuck Housing Authority, term to expire October 1, 2022. 10. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the reappointment of Mary Ann Reilly, 170 Meadow Street, Naugatuck, CT 06770 as a regular member of the Human Resource Development Board, term to expire October 1, 2020. 13. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses adopt the following resolution as recommended by Fire Chief Ellen Murray, as if read: WHEREAS, the Borough of Naugatuck CT is committed to ensuring the safety and security of all those living in and visiting Naugatuck; and WHEREAS, U.S. fire departments responded to 365,500 home fires in 2015, according to the National Fire Protection Association (NFPA); and WHEREAS, U.S. home fires resulted in 2,560 civilian deaths in 2015, representing the majority (78 percent) of all U.S. fire deaths; and WHEREAS, newer homes are built with lightweight materials that burn faster than older home constructions; and WHEREAS, many of today’s products and furnishings produce toxic gases and smoke when burned, making it impossible to see and breathe within moments; and  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – October 3, 2017 WHEREAS, these conditions contribute to a much smaller window of time for people to escape a home fire safely, with people having as little as one to two minutes to escape from the time the smoke alarm sounds; and WHEREAS, a home fire escape plan provides the skill set and know-how to quickly and safely escape a home fire situation; and WHEREAS, a home fire escape plan includes two exits from every room in the home; a path to the outside from each exit; smoke alarms in all required locations; and a meeting place outside where everyone in the home will meet upon exiting; and WHEREAS, home fire escape plans should be developed by all members of the household; and WHEREAS, practicing a home fire escape plan twice a year ensures that everyone in the household knows what to do in a real fire situation; and WHEREAS, Naugatuck’s first responders are dedicated to reducing the occurrence of home fires and home fire injuries through prevention and protection education; and WHEREAS, Naugatuck’s residents are responsive to public education measures and are able to take personal steps to increase their safety from fire, especially in their homes; and WHEREAS, the 2017 Fire Prevention Week theme, “Every Second Counts: Plan 2 Ways Out!” effectively serves to educate the public about the vital importance of developing a home fire escape plan with all members of the household and practicing it twice a year; THEREFORE, I, N. Warren “Pete” Hess III, Mayor of the Borough of Naugatuck do hereby proclaim October 8-14, 2017, as Fire Prevention Week throughout this community. I urge all the people of Naugatuck to develop a home fire escape plan with all members of the household and practice it twice a year, and to participate in the many public safety activities and efforts of Naugatuck’s fire and emergency services during Fire Prevention Week. 14. Mayor Hess said there is a serious problem with Past Due Parking Tickets. There are approximately 4,600 past due parking tickets going back a long while. It states on the ticket that the Borough of Naugatuck has the right to take the offender to Superior Court to collect. In the past, the borough had an attorney handling cases. It’s no longer cost effective to hire an attorney for outstanding parking tickets. The mayor said Controller Allyson Bruce is looking to see if it’s feasible to work with the Department of Motor Vehicles. A person would then be unable to register their motor vehicle if they had outstanding parking tickets. Chief Christopher Edson thinks the only long-term effective way is for the borough to partner with DMV. It may be possible to make the department’s software compatible to DMV, similar to the way the Tax Department reports whether taxes are paid. Chief Edson said DMV’s regulations state that after accumulating five outstanding parking tickets, a vehicle will be denied reregistration until the town notifies DMV that the debt has been paid. It has to be determined what consequence, if any, for less than five outstanding tickets. There were also questions regarding the use of a vehicle boot. More information is needed before a decision is made.  -4- Minutes – Board of Mayor and Burgesses Regular Meeting – October 3, 2017 15. Mayor Hess met with a group of Naugatuck residents wanting to establish a Nature Center at Andrew Mountain Park or Gunntown Park. It would be patterned after the Ansonia Nature Center or Flanders Nature Center in Woodbury. They would start gradually and expand over time. They submitted pamphlets of programs they would host at the Nature Center. A meeting in the Mayor’s Office is planned for the residents to meet with representatives from the Park Commission and Conservation Commission. Mayor Hess will invite the group to make a presentation before this board at the special meeting this month. 16. Mayor Hess said there is a difference of opinion between the Park Commission and the Conservation Commission over the use of borough land. He wants both commissions to come before this board to give a presentation regarding what they want to do at each site and who would be in charge. The board decided to hold a special meeting of the Board of Mayor and Burgesses on October 19th at 6:15 p.m. for executive session and presentations at 7 p.m. He will instruct the Park Commission and the Conservation Commission to make a presentation not to exceed forty-five minutes regarding their intentions for Andrew Mountain Park and Gunntown Park. 17. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts and related documents for “36 Firefighters Escape System” to Northeast Rescue Systems, 280 Milton Street, Dedham, MA 02026 in the amount of $10,152 as recommended by Fire Chief Ellen Murray. 18. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses waive the bid process and authorize Mayor Hess to execute all contracts and related documents for “Repair of the Transmission for Engine 6” to Stewart & Stevenson- Atlantic Detroit Diesel-Allison, 300 Smith Street, Middletown, CT 06457 in the amount of $8,282.80 as recommended by Fire Chief Ellen Murray. 19. Mayor Hess asked the board if there were any items they would like purchased from the funds accumulated in the Town Clerk’s Department for the Acquisition of Capital Items pursuant to Section 7-535 C.G.S. etseq. Items on the list are an irrigation system for the green, a cleaning machine for the floors at the Naugatuck Event Center, a public address system for festivals and a blower attachment for the brush cut mower. Sandy Ribeiro will report back to the board with figures to purchase the items. 24. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Borough Departments to utilize CT State Contract Vendors for Purchasing of Goods and Services as needed and authorize Mayor Hess to execute all contracts and related documents. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Borough Departments to utilize GSA (Government Services Administration) for Purchasing of Goods and Services as needed and authorize Mayor Hess to execute all contracts and related documents. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Borough Departments to utilize CRCOG (Capital Region Council of Governments) for Purchasing of Goods and Services as needed and authorize Mayor Hess to execute all contracts and related documents. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Hess to execute all documents regarding the “Findings of Violation and the Order for Compliance on Consent” as recommended by Public Works Director James Stewart and the Water Pollution Control Authority. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses authorize Mayor Hess to execute all documents regarding the Consent Decree with the United States of America regarding claims by the United States of America against Veolia North America and the Borough of Naugatuck relating to the Operation of the Sludge Incinerator and Improvements to the Sludge Incinerator as recommended by the borough attorney. Mayor Hess said people have been asking for a new location for a Goodwill Truck since it was removed from the Naugatuck Train Station parking lot after the station was sold. A few possible locations are behind the Genesis Building on Rubber Avenue, in the Park Department parking lot or on Parcel B along the side of Nardelli’s Grinder Shop. The mayor suggested letting Goodwill decide which location they think would be best. 31. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Scully that the Board of Mayor and Burgesses add to the agenda a discussion with possible action regarding tax bills. Burgess K. Donovan was not present for the vote. 32. Controller Allyson Bruce discussed the possibility of obtaining Advertisements for Tax Bills to offset the cost of printing the bills. Some towns already put advertisements with their bills. She would like to pursue the idea and come back to the board for final approval of the advertisements. A suggestion was to print the advertisements on the bill. She doesn’t like the idea because she thinks it’s important to maintain an official bill. 33. Burgess Comments/Sub-Committee Reports Burgess Vitale congratulated John DeBisschop on his promotion to 2nd Assistant Fire Chief. Burgess Jackson congratulated John DeBisschop. She had a wonderful time at the Fall Festival. She said the Park Department’s hayride was a success. Youth Services acquired a $125,000 grant for drug awareness education. The Housing Authority is remodeling kitchens. Burgess Jackson said Senior Center Director Harvey Frydman did an excellent job on the Senior Fair. Burgess Scully congratulated John DeBisschop. He complimented Mayor Hess and his team for a wonderful Fall Festival. Burgess Burns commended the mayor for the Fall Festival. Everyone had a good time. Burgess Herb said the George Pinho Trophy has been retained by Naugatuck. Burgess Wisniewski said there was a great turn out for Mission 22. It was for a great cause. Burgess Hoff said the Arts Commission is holding a Meet and Greet on October 16th at the Milestone Inn. The Council of Governments is handling the administration for the Greater Waterbury Transit District. The United Way is holding their kick off campaign tomorrow. Burgess Hoff thanked her colleagues for serving together on this board over the past two years. Deputy Mayor Neth said the downtown festival was another great event. He especially liked the Welcome Home Vietnam Veterans Ceremony. He will be holding a meeting to discuss the Hop Brook Pool Building Roof. He wished everyone good luck on the upcoming election. This is their last official meeting together. The deputy mayor said it’s important for people to come together and work as one for the community. Mayor Hess said he has enjoyed working as a board. The votes were always a mix. Partisan politics was not on this board. He thanked the burgesses for doing what was right. He said the Fall Festival was great and patriotism was very strong. Mayor Hess believes Naugatuck is the most patriotic community in the state. 36. VOTED: Unanimously on a motion by Burgess Scully and seconded by Deputy Mayor Neth to adjourn the meeting at 9:32 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
