MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES JUNE 4, 2019 1. Deputy Mayor Taf Jackson called the regular meeting to order at 6:30 p.m. in the absence of Mayor “Pete” Hess (arrived 7:43 p.m.) with the following in attendance: BURGESSES: PRESS: L. Taf Jackson D. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the monthly reports of May. Each member received copies for review. 4. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko to recess to Executive Session at 6:33 p.m. for discussion on the following: Pending Litigation (Claim of Sebastiano Fazzino and Stephen Rimkus) inviting in Human Resources Director John Lawlor and Attorney Edward Fitzpatrick. Deputy Mayor Taf Jackson reconvened the meeting at 7:00 p.m. 5. There were no motions emanating from Executive Session. 6. Mayor Hess was not present for the vote. 9. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the appointment of Jan Joseph Mizeski (R), 106 Woodbine Street, Naugatuck, CT 06770 as a regular member of the Board of Finance, filling the expired term of A. Bottinick, term to expire June 1, 2022. Mayor Hess was not present for the vote. 10. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the appointment of Kenneth Hanks (U), 19 Hillcrest Avenue, Naugatuck, CT 06770 as a regular member of the Board of Finance, filling the expired term of S. Euvino, term to expire June 1, 2022. Mayor Hess was not present for the vote. 11. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the appointment of Scott Lapham (D), 29 Pilgrim Lane, Naugatuck, CT 06770 as a regular member of the Board of Finance, filling the expired term of R. Burke, term to expire June 1, 2022. Mayor Hess was not present for the vote. 12. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Dr. Doylre A. Anderson (D), 187 Auburn Street, Naugatuck, CT 06770 -3- Minutes – Board of Mayor and Burgesses Regular Meeting – June 4, 2019 as an alternate member of the Planning Commission, term to expire June 1, 2023. Mayor Hess was not present for the vote. 13. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Edith C. Sletner, 192 Quinn Street, Naugatuck, CT 06770 as a member of the Naugatuck Valley Health District, term to expire June 1, 2022. Mayor Hess was not present for the vote. 14. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve the reappointment of Matthew A. McColl (R), 57 Wildwood Circle, Naugatuck, CT 06770 as a regular member of the Golf Course Commission, term to expire June 1, 2022. Mayor Hess was not present for the vote. 15. Mayor Hess approved the reappointment of Valerie Dunn, 268 Hunters Mountain Road, Naugatuck, CT 06770 to the Naugatuck Day Care Board of Directors, term to expire April 1, 2020. 16. Mayor Hess approved the reappointment of Evelyn Roman, 740 Field Street, Naugatuck, CT 06770 to the Naugatuck Day Care Board of Directors, term to expire April 1, 2020. 17. Malone, term to expire April 1, 2020. 20. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to sign an authorization letter for the Naugatuck Park and Recreation Department to apply for a Walmart Community Grant as recommended by Recreation Director Kim Eyre. Mayor Hess was not present for the vote. 21. VOTED: Unanimously on a motion by Burgess Neth and seconded by Burgess Bronko that the Board of Mayor and Burgesses approve a payment to the City of Waterbury for the “Waterbury Police Athletic League 2019 River Brigade” in the amount of $3,600 to supplement the efforts to clean up the Naugatuck River as recommended by Environmental Liaison Kevin Zak. Mayor Hess was not present for the vote. 22. Burgess Rocky Vitale is the chairman of the Litter Task Force Committee. He and his committee revised the current Litter Ordinance. He gave the board an overview of the changes that the committee is recommending. He asked the board to contact him or the deputy mayor with any questions or concerns. The next step is a public hearing before the board can vote to adopt the proposed ordinance. 23. He attended the opening of Blossoms and the Fit Factory plus the reopening of the recently remodeled McDonald’s Restaurant on New Haven Road. The Historical Society will be holding a trivia night at Jesse Camille’s Restaurant. There will be a rainbow event this weekend on the green. The high school graduation will be held on June 10th. Second Assistant Fire Chief John DeBisschop was recognized for his service to his country and community. Burgess DeOliveira passed out a copy of the public service announcement pamphlet the students at City Hill Middle School produced from their project on the harmful effect energy drinks have on minors. The McDonald’s Restaurant on Rubber Avenue is scheduled to be renovated next year. He said the spring festival was great. Burgess Herb said the Planning Commission sent a negative referral to the Zoning Commission regarding the recycling center move to the property off School Street Extension. He said there were many concerns. The Memorial Day Parade was fantastic. Deputy Mayor Taf Jackson said longtime school custodian Jim Healy passed away and his wake will be held on Thursday. She attended the ribbon cutting ceremonies of the Grand Reopening of McDonald’s on New Haven Road and the opening of the Fit Factory. -25- Minutes – Board of Mayor and Burgesses Regular Meeting – June 4, 2019 She thinks it’s great to see new businesses coming into town. Coffee with the Cops on the 30th was great, especially seeing them serve customers through the drive-thru. She looks forward to the next one. Motion by Burgess that the Board of Mayor and Burgesses authorize Mayor Hess to sign a contract for professional engineering consulting services to provide engineering support services for the Wastewater Treatment Facility and Wastewater Collection System with Kleinfelder Northeast, Inc., 200 Corporate Place, Suite 310, Rocky Hill, CT at the rates as provided in Appendix A of the contract. 45.
