MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MAY 5, 2020 Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses are practicing social distancing per executive order of Governor Ned Lamont. The meeting was held by Zoom Webinar, a remote video conferencing platform, and by phone. 1. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Dambowsky that the Board of Mayor and Burgesses approve the minutes of the regular meeting of April 7, 2020 and the special meeting of April 16, 2020. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Mizeski that the Board of Mayor and Burgesses approve the monthly reports of April. Each member received copies for review. 5. Public Comment – None Mayor Hess did not receive any public comment prior to tonight’s meeting. 6. Mayor Hess appointed Lieutenant Daniel Norck, 211 Spring Street, Naugatuck, CT 06770 as a member of the Northwest Regional Mental Health Board, filling the expired term of B. Newman, term to expire May 1, 2023. 7. Mayor Hess reappointed Lieutenant Daniel Norck, 211 Spring Street, Naugatuck, CT 06770 as a member of the Northwest Connecticut Public Safety Communication Center, Inc., term to expire April 1, 2022.  -2- Minutes – Board of Mayor and Burgesses – Regular Meeting – May 5, 2020 8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Mizeski that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents for “Dyed Ultra Low Sulfur Diesel Fuel” to East River Energy, 401 Soundview Road, P.O. Box 388, Guilford, CT 06437 in the amount of $1.7850 fixed prepay price per gallon for 32,000 gallons for the period September 2021 through August 2022 as recommended by Controller Allyson W. Bruce. 9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents for “#2 Heating Oil” to East River Energy, 401 Soundview Road, P.O. Box 388, Guilford, CT 06437 in the amount of $1.7650 fixed prepay price per gallon for 26,600 gallons for the period September 2021 through August 2022 as recommended by Controller Allyson W. Bruce. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Mayor Hess to execute all contracts and related documents for “Regular Unleaded Gasoline – Police and Parks Departments” to East River Energy, 401 Soundview Road, P.O. Box 388, Guilford, CT 06437 in the amount of $1.5600 fixed prepay price per gallon for 73,000 gallons for the period September 2021 through August 2022 as recommended by Controller Allyson W. Bruce. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a fee in lieu of final paving from Eversource in the amount of $191,645.28 for work completed on Phoenix Avenue, Fuller Street, Baldwin Street, Johnson Street and May Street as recommended by Public Works Director James Stewart. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Bronko that the Board of Mayor and Burgesses authorize Public Works Director James Stewart to accept a fee in lieu of final paving from Feeney Brothers, Waterbury, CT in the amount of $140,475 for work completed on Evening Star Drive, Inwood Drive, Larkspur Road, Moonlight Circle, Thistle Down Lane and Bob White Circle as recommended by Public Works Director James Stewart. 13. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Mizeski that the Board of Mayor and Burgesses waive the bid and authorize Mayor Hess to execute all contracts and related documents for a design agreement to develop a Five to Ten Year Plan for the Naugatuck Police Department by Jacunski Humes Architects LLC, 15 Massiro Drive, Berlin, CT 06037 in an amount not to exceed $10,000 as recommended by Police Chief Steven Hunt.  -3- Minutes – Board of Mayor and Burgesses – Regular Meeting – May 5, 2020 Burgess Neth arrived 7:25 p.m. 14. Mayor Hess said the borough board is supportive and proceeding with the recommendations of the Bulk Trash Subcommittee. Recommended items were placed in the budget on a trial basis. Next year they will evaluate the new programs and see how the new transfer station facility is working out. 15. Mayor Hess discussed the upcoming Budget Adoption Process. The proposed budget has been published in the Republican-American newspaper. Citizens are invited to submit comments regarding the budget via the town’s website. The Joint Boards will discuss the comments at the May 13th Adoption of the Budget meeting. Burgess Neth said we all agree that no one wants to see a tax increase this year. He thinks the public needs to be educated on the ramifications of no tax increase this year versus what the impact will have on next year’s budget. He said the public also needs to be educated on what a ¼ mill rate increase represents to their taxes versus what a ½ mill rate increase represents to their taxes. He continued to say that people also need to understand what it means to use one time funds this year to offset our budget and what the future ramifications of next year’s budget could possibly be. Finance Board Chairman Sheridan said a ½ mill increase on a house assessed at $250,000 would have an annual tax increase of $87.50 a year and a house assessed at $500,000 would have a $175.00 annual tax increase. 16. Public Comment – None 18. Burgess Comments/Sub-Committee Reports Burgess Vitale is sad Fire Chief Ellen Murray will be retiring. He wished her all the best. The Litter Task Force Committee will meet on Thursday at 4 p.m. by Zoom. He is hoping the additional day and the extended hours at the transfer station will help alleviate the dumping problem. Burgess Vitale thanked IT Director Jim Kallipolites for putting in all the extra hours with the Zoom meetings.  -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – May 5, 2020 Burgess Dambowsky commended the police department for their ongoing investigation into the illegal dumping of tires at the industrial park. It appears as if the majority of people are maintaining social distancing. He commends everyone for complying, for making masks and for getting food or prescriptions for people. Burgess Herb said the Planning Commission sent a positive recommendation to the Zoning Commission regarding the building on North Main Street. Mayor Hess is supportive of changing the rules to allow the development of the assisted living project on North Main Street. He said it is in an underutilized area with visibility to Route 8. He thinks it is an excellent project and a stepping stone to other projects in the area. He said during COVID-19, go outside and exercise while safely distancing. He is going to feature different trails in Naugatuck each week. Burgess Bronko questioned when the fountains will be turned on at Baummers Pond. Burgess Marenghi sent support to all the kids distance learning. He is heartbroken the school year will be ending this way and is saddened for the kids that would be graduating. He asked everyone to support the Food Bank especially now. Mayor Hess told the Class of 2020 to come up with an idea for graduation. He wants to find out what they would like to do and will try to make it happen. Deputy Mayor Taf Jackson said the Fire and Police Departments made a ten year old boy very happy for his birthday. She wished all the teachers a Happy Teacher Appreciation Day. She thanked all the nurses and wished them a Happy Nurse’s Day. She wished Fire Chief Murray the best of luck. She encouraged everyone to support restaurants and local businesses. Burgess Mizeski thanked the Fire and Police Departments for participating in the parades for kids’ birthdays. He said Chief Murray will be missed. There is a one woman show at 66 Church Street making food and donating it to the needy. Burgess Neth asked Chief Hunt if the cameras in the street lights helped solve issues in town and if we need additional cameras. 19. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 7:54 p.m. for discussion on the following: Collective Bargaining (BOE Administrators’ Union), Real Estate (Port of Naugatuck) and Pending Litigation inviting in Human Resources Director J. Lawlor and Borough Labor Attorney N. Grello. Mayor Hess reconvened the meeting at 8:41 p.m. 20. There were no motions emanating from Executive Session. 21.
