BOARD OF MAYOR AND BURGESSES
JANUARY 5, 2021
Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses is practicing social
distancing. The meeting was held by Zoom Webinar, a remote video conferencing platform,
and by phone.
1. Mayor “Pete” Hess called the regular meeting to order at 7:03 p.m. with the following in

2. Burgess Marenghi led in the Pledge of Allegiance to the flag.
3. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the minutes
of the regular meeting of December 1, 2020. Each member received a copy
for review.
4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the monthly
reports of December. Each member received copies for review.
5. Public Comment
Conservation Commission Chairwoman Melissa Leonard questioned if hunting is allowed
on town property. Mayor Hess said the town does not permit hunting on town property.
There was a very limited circumstance where hunting was permitted in an area where
people would not be walking.
6. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
appointment of Brian Falcha (D), 713 High Street, Naugatuck, CT 06770
as a member of the Park Commission, filling the unexpired term of M.
Falcha, term to expire September 1, 2021.

7. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
appointment of Wendyann C. Fowler (R), 361 Field Street, Naugatuck,
CT 06770 as a regular member of the Inland Wetlands Commission,
filling the expired term of C. Batista, term to expire January 1, 2025.
8. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
reappointment of Brian D. Moore, 129 Cherry Street, Naugatuck, CT
06770 as a regular member of the Inland Wetlands Commission, term to
expire January 1, 2025.
9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses approve the
reappointment of Christine Kuczenski (D), 310 North Hoadley Street,
Naugatuck, CT 06770 as a member of the Board of Assessment Appeals,
term to expire January 1, 2024.
10. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of
Mayor and Burgesses approve the bid and authorize Mayor Hess to execute all contracts
and related documents for a “2021 Ford F-550 4x4 w/Combination Dump
Body/Spreader” to Shaker Family Ford Lincoln, 831 Straits Turnpike, Watertown, CT
06795 in the amount of $116,500.00 as recommended by Assistant to the Public Works
Director Sandra Lucas-Ribeiro.
Motion amended.
VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Mizeski that the Board of Mayor and Burgesses amend the
previous motion to the amount of $118,962.00.
VOTED: Unanimously on the amended motion by Deputy Mayor Taf Jackson and
seconded by Burgess Mizeski that the Board of Mayor and Burgesses
approve the bid and authorize Mayor Hess to execute all contracts and
related documents for a “2021 Ford F-550 4x4 w/Combination Dump
Body/Spreader” to Shaker Family Ford Lincoln, 831 Straits Turnpike,
Watertown, CT 06795 in the amount of $118,962.00 as recommended by
Assistant to the Public Works Director Sandra Lucas-Ribeiro.
For the record:
Mayor Hess: “I’m holding back on the other two trucks until I can review the tax
collection for January. This one is good to go; it needs some lead time and
we’ll proceed with this one now.”
11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses waive the bid and
authorize Mayor Hess to execute all contracts and related documents for a

“Line Painting Machine” to Franklin Paint Company, 259 Cottage Street,
Franklin, MA 02063 in the amount of $8,074.95 as recommended by
Deputy Chief of Police Colin McAllister.
12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Public
Works Director James Stewart to accept a fee in lieu of final paving from
CT Water Company in the amount of $295,325 for water main work on
Bluebird Drive, Cardinal Lane, Goldfinch Lane, Meadow Lark Road,
Rough Wing Road, Swift Lane and Tawny Thrush Road as recommended
by Public Works Director James Stewart.
13. Motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of
Mayor and Burgesses abate the back taxes on 88 Thunderbird Drive calculated through
January 31, 2021 as recommended by Tax Collector James Goggin.
Motion amended.
VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Mizeski that the Board of Mayor and Burgesses amend the
previous motion to include the amount of $8,848.35 in back taxes.
VOTED: Unanimously on the amended motion by Deputy Mayor Taf Jackson and
seconded by Burgess Mizeski that the Board of Mayor and Burgesses abate
the back taxes in the amount of $8,848.35 on 88 Thunderbird Drive
calculated through January 31, 2021 as recommended by Tax Collector
James Goggin.
14. Mayor Hess said Crestwood Drive is a street that is not served by public water. There are
twenty plus homes with documented water quantity or quality problems. The town is
working to assist the residents in getting public water at a reduced cost. The borough
obtained two state grants. Now water can be provided to every household on Crestwood
Drive for approximately $3,900 to $4,300 per household. The entire road will have a
waterline. The residents will be given a twenty year payment plan to pay for the
installation. The mayor said it is a much more attractive project now than when the
borough started looking into a solution for the problem. Borough Attorney E. Fitzpatrick
discussed the need to establish a Watermain Installation and Assessment Ordinance. There
will be public hearings on the proposed ordinance and residents have appellate rights
authorized by State Statute 7-137c. The number of lots that hook up to public water will
determine the assessment. The assessment will be amortized for twenty years at a possible
interest rate of 4%. A copy of the proposed ordinance was given to board members. Mayor
Hess said Attorney Fitzpatrick will proceed with a draft ordinance.
15. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Controller
Allyson W. Bruce to refund the following tax refunds approved by Tax
Collector James Goggin; as if read:

Burgess Marenghi wished everyone a Happy New Year. He asked everyone to support
Girls Scouts selling cookies.

Burgess Herb said the Planning Commission gave a positive recommendation to the
Zoning Commission for Popeyes Louisiana Kitchen at 111 Rubber Avenue.
Burgess Vitale said he sent a tax abatement ordinance to the borough attorney for the
Fire/Police, CERT and other volunteer groups. Residents on Simsbury Street complained
about the cell tower building. He thinks shrubs should be planted to shield the building
from homeowners. The police department and Board of Education made the decision to
permanently close the gate in front of Andrew Avenue School.
Burgess Dambowsky said they are meeting daily regarding COVID. Regionally they are
turning their efforts toward the vaccine. He asked everyone to reflect on the many
prominent people that passed away this past year.
Burgess Neth wished everyone a Happy New Year. He asked if there was an issue with
other towns regarding mutual aid from Naugatuck Ambulance. Mayor Hess said the town
is analyzing the situation.
Burgess DeOliveira wished everyone a Happy New Year. He said he was not happy to
hear a decision was made to close the gate across the roadway in front of Andrew Avenue
School. He understands the gate being closed during the hours school is in session but not
the other sixteen hours of the day or on weekends. Police Chief Hunt said he would review
the decision with Superintendent Montini and report back to the borough board next
month.
Burgess Bronko asked who owns the property where people are residing in tents. Mayor
Hess believes it is Metro North Railroad property. He said the town approached the people
to offer help finding a permanent residence but was told they wanted to stay living in their
tents.
Deputy Mayor Taf Jackson wished everyone a Happy New Year. The Housing
Authority held a virtual meeting last month. She thanked Fire Chief Russell and Police
Chief Hunt for the birthday parade for Nicholas Albanese.
18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to recess to Executive Session at 8:13 p.m. for discussion on
the following: Real Estate Negotiations (Sale of Park Department
Building – 258 Rubber Avenue, Port of Naugatuck), Personnel (Deputy
Assessor, Fire Marshal) and Pending Litigation inviting in Attorney
Edward Fitzpatrick and Human Resources Director John Lawlor.
Mayor Hess reconvened the meeting at 8:59 p.m.
19. The following motions emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor
Hess to enter into an employment agreement with Edwin Dalton for the
position of Fire Marshal for a two year term as discussed in executive
session.
VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth that the Board of Mayor and Burgesses authorize Mayor

Hess to enter into a real estate sales agreement to sell borough owned
property located at 258 Rubber Avenue to International Framers LLC
as discussed in executive session.
20. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by
Burgess Neth to adjourn the regular meeting at 9:01 p.m.

13. Motion by Burgess __________ that the Board of Mayor and Burgesses abate the back
taxes on 88 Thunderbird Drive calculated through January 31, 2021 as recommended by
Tax Collector James Goggin.
