MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MAY 4, 2021 Due to the COVID-19 Pandemic, the Board of Mayor and Burgesses is practicing social distancing. The meeting was held on a hybrid basis by Zoom Webinar, a remote video conferencing platform, by phone and in person. No public was allowed in town hall. 1. Mayor “Pete” Hess called the regular meeting to order at 7:00 p.m. in the Hall of Burgesses with the following in attendance: BURGESSES: PRESS: L. Taf Jackson C. Marenghi A. Yilma, virtual M. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the minutes of the regular meeting of April 6, 2021. Each member received a copy for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses approve the monthly reports of April. Each member received copies for review. 5. Mayor’s Opening Comments  Mayor Hess welcomed Kimberly Kiernan as a burgess, replacing Jack DeOliveira.  The mayor is hopeful the state legislature will vote in favor of funding additional trains on the Waterbury Branch Line from fifteen to twenty trains a day. This will be the first time the branch line will be a real commuter line. The town will be looking for proposals to turn Parcel B into a Transit Oriented Downtown area.  There will be a shortened version of the Memorial Day Parade this year. It will begin at Church Street and Rubber Avenue and end at the town hall. A ceremony will take place on the green at 12 p.m.  On July 2nd will be our first festival since COVID with the annual fireworks display.  -2- Minutes – Board of Mayor and Burgesses Regular Meeting – May 4, 2021 6. Public Comment Conservation Commission Chairwoman Melissa Leonard said Dorothy Daniels wants to donate a half-acre parcel of land on Evelyn Drive to the town. The land runs across the bridle trail, which would give additional access to parking along the trail. 7. Mayor Hess discussed Church Street/Outdoor Dining/One Way Traffic/Angled Parking. He showed a drawing of an outdoor seating area situated off the sidewalk and extending into a parking spot approximately seven feet. The Loaded Goat, 66 Church Street and The Hub Wood Burning Pizza Bar want to build outdoor seating areas. Parallel parking would be across the street from the eating structure. Other areas of the street can accommodate angled parking which would add spots but not as many as we would lose. A problem with business owners parking in front of their Church Street businesses needs to be addressed. A few options to address the parking issue is to allow all day parking at the Naugatuck Event Center and three hour parking at the municipal parking lot. The mayor said we could try one-way traffic on a trial basis. He asked the board for their opinions about pursuing any of the ideas. Burgess Neth said he likes the concept. He is concerned about protecting diners from cars. He asked if the structures would be temporary or permanent. Mayor Hess said we do not want concrete jersey barriers but our aware of the need to protect people from cars. The structures would be somewhere between temporary and permanent. It will have electricity. He assumes the structures will be used for ten months of the year so outdoor heaters can be used in the colder months. Burgess Kiernan asked if the structure would be taxed. Mayor Hess said structures would be taxed and they would be paying rent for the space. Burgess Marenghi thinks we should support businesses that are willing to take the risk and invest their money downtown. Deputy Mayor Jackson said we will see how one-way traffic goes on a trial basis this week. Burgess Dambowsky said it is encouraging to see that people want to start a business and stay long term. Burgess Herb said he is very much in favor of making Church Street one way. He thinks the idea would increase foot traffic. Burgess Vitale is for anything that helps businesses. He said the police department is against angled parking. He thinks we should look at retiming traffic lights in the area. Burgess Mizeski asked what would happen if the road needs to be ripped up after the structure is built. DPW Director Stewart said there are utilities underground so the structure has to be built so it can be moved aside. Burgess Mizeski is concerned about servers going between walkers on the sidewalk. Mayor Hess said businesses asked to have the seating area located in the road. Burgess Bronko is in favor of anything to help Church Street be more vibrant. He thinks it is a great idea if the planning is done right. Town Planner Lori Rotella loves the idea. She has a concern about the public transportation bus. Santos Restaurant would like to put their structure on the side street of their restaurant.  -3- Minutes – Board of Mayor and Burgesses Regular Meeting – May 4, 2021 8. Mayor Hess said we need a motion to extend the deadline for residents to submit an application to be part of the Crestwood Drive Waterline Extension Project. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses extend the deadline for homeowners to respond to the CT Water Company from May 12, 2021 to June 1, 2021. 9. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to extend Contract 19-12 as allowed in the bid documents for the 2021/2022 Paving Season with Cocchiola Paving, Inc., 18 Falls Avenue, Oakville, Connecticut, 06779 with the escalation base being set at $502.50 per English ton extending the unit price based on the 2019 bid as recommended by Public Works Director James Stewart. 10. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to sign an authorization letter for the Naugatuck Park and Recreation Department to apply for a Walmart Community Grant as recommended by Recreation Director Kim Eyre. 11. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to sign an authorization letter for the Naugatuck Beautification Council to apply for a Walmart Community Grant as recommended by Beautification Council Chairwoman Linda Ramos. 12. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to execute all contracts and related documents for a Summer Employment Program Grant through the Northwest Regional Workforce Investment Board in the amount of $148,000, as well as budget amendments to allow for additional funding at a later date, managed by Naugatuck Youth Services, Inc. as recommended by Naugatuck Youth Services Executive Director Kristin Mabrouk. 13. Burgess Rocky Vitale said he would like to change the name of the proposed ordinance to the Public Safety Volunteer Tax Ordinance. It is an exemption, which is a discount on the value of the property, not an abatement of taxes. Mayor Hess met with the Fire Police, Burgess Dambowsky, Burgess Vitale and Deputy Fire Chief Trzaski to discuss how to proceed with the details on the ordinance. Burgess Dambowsky and Burgess Vitale will be on a subcommittee to develop the best concept then send it to the borough attorney to be written into an ordinance.  -4- Minutes – Board of Mayor and Burgesses – Regular Meeting – May 4, 2021 14. Burgess Comments/Sub-Committee Reports Burgess Marenghi thinks we should encourage people to volunteer to fill vacancies on boards and commissions. The Arts Commission is planning for the summer concerts. Deputy Mayor Taf Jackson welcomed Kimberly Kiernan to the board. She sent her condolences to the Hunt family on the passing of their father, former Deputy Chief Thomas Hunt. The Housing Authority is dealing with a parking issue. Burgess Neth welcomed Kim Kiernan. Burgess Dambowsky welcomed Kim Kiernan. Burgess Kiernan said she is happy to be on the board. Mayor Hess welcomed Kim Kiernan to the board. Burgess Mizeski welcomed Kim Kiernan. Burgess Herb said the Planning Commission made positive recommendations for a church on Rubber Avenue and a gas station/convenience store on New Haven Road. The state traffic study did not come back yet regarding the proposed Dunkin Donuts on Bridge Street. He encouraged everyone to get the COVID-19 vaccine. He attended opening day for both little leagues. The Earth Day Celebration was wonderful. He presented proclamations to two Eagle Scouts at the Elks Club.  -6- Minutes – Board of Mayor and Burgesses Regular Meeting – May 4, 2021 Burgess Vitale said a few firefighters would be retiring soon. He is happy to see we are having some type of Memorial Day Parade this year. Burgess Bronko said he would like to see the final NAACP Report. 18. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth to recess to Executive Session at 8:14 p.m. for discussion on the following: Real Estate (Acquisition of Real Estate from the CT Water Company – Three Parcels near Mulberry and Candee Reservoir), Personnel (Golf Course/Pro Shop Manager) and Pending Litigation inviting in Attorney Edward Fitzpatrick. Mayor Hess reconvened the meeting at 8:45 p.m. 19. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Taf Jackson and seconded by Burgess Neth that the Board of Mayor and Burgesses authorize Mayor Hess to enter into a six year employment agreement with Bryan Nixon to run the Hop Brook Golf Course as discussed in executive session. 20.
