BOARD OF MAYOR AND BURGESSES
APRIL 5, 2022
Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and
Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom
Webinar or by phone.
1. Mayor “Pete” Hess called the regular meeting to order at 7:00 p.m. with the following in

3. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses approve the minutes of the
regular meeting of March 1, 2022. Each member received copies for
review.
4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses approve the monthly reports
of March. Each member received copies for review.
5. Mayor’s Opening Comments
Mayor Hess said we are going to have a fun night with three very interesting presentations.
He wants to add to the agenda after the second public comment discussion regarding disc
golf.

6. Public Comment
Park Commission Chairwoman Linda Ramos thanked the mayor and burgesses for
allowing the Gunntown Kids Program. She said it has been a successful program for five
years.
7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses approve the appointment of
Manuel J. Silva (U), 4 Brighton Road, Naugatuck, CT 06770 as a member
of the Water Pollution Control Authority, filling the expired term of R.
Merancy, term to expire February 1, 2026.
Mayor Hess swore in Manuel J. Silva as a member of the Water Pollution Control
Authority.
8. Chief Kyle Kelley gave his monthly update on the Naugatuck Ambulance Corps (NAC).
He said there were some significant calls this past month. Employees have been coming in
on their off time to help when the department was busy. They attended the finance board
meeting to discuss the upcoming fiscal year budget.
9. Mr. Jeremy Lynch from Bird Rides, Inc. gave a presentation on Bird Scooters. A bird
scooter is a two-wheeled electric stand up scooter. He said there is no cost to the borough.
Potential riders need to download the app, sign a user agreement, add their credit card
information, go through tutorial education instructions and then they are able to ride. The
cost is $1.00 to access the scooter and perhaps forty-nine cents a minute afterward. The
charge per minute is to be determined. Bird scooters are very well balanced and have a top
speed of 15 mph. Helmets are not required. Riders need to be eighteen years old or older.
All riders must follow the rules of the road. Riders sign a member agreement regarding the
risk of riding. Operating ride zones will be determined. Riders must stay in the ride zone
area or the bird scooter will cease operating. A rider can leave the scooter at their
destination. They must take a picture and send it through the app. The hours of operation
are 5 a.m. to midnight. There is a headlight, taillights and reflectors on each bird scooter. A
fleet manager will be hired to manage the bird scooters in town. Mr. Lynch said they prefer
to hire someone from an established business in town. The manager or their staff picks up
scooters at various locations and recharges them for the next rider. Managers receive a
percentage of the ridership. Mr. Lynch stated the managers are responsible for the
maintenance of the bird scooters. Scooters are a good use with transit stops. The board will
receive the same data on ridership that the company sees.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses authorize Mayor Hess to
execute an agreement with Bird Rides, Inc., 406 Broadway #369, Santa
Monica, CA 90401 subject to legal review and public safety approval by
Chief Colin McAllister or his designee in the police department.

10. Civitas Networks CEO Jerry Kirshman, Civitas CRO Luke Angelus and William Finch
made a presentation on a Town Wide Broadband Project. This is a public/private
partnership. Internet is delivered at a lower cost. Poles would be a thousand feet apart and
are adaptable for future technology. If a pole is not possible, it can be on a building or light
pole. They are only talking about broadband at the moment. There are ranges for speed,
higher for businesses. Coverage to the entire town would take a year. A rough cost estimate
for the entire system is eleven million dollars. Grants and investors are available. Assuming
twenty-five percent of Naugatuck residents participate, it would take seven to ten years
payback time. There will be talks with Waterbury to see if we can regionalize. Mayor Hess
said a team consisting of Controller Allyson Bruce, Assistant Controller Eileen Cornacchia,
IT Director Jim Kallipolites, Finance Board Chairman Dan Sheridan, Finance Board
member James Higgins, Burgess Jan Mizeski, Burgess Charley Marenghi, Burgess Dorothy
Neth-Kunin and Burgess Meghan Smith will look into the proposal.
11. Police Chief Colin McAllister, Lieutenant Derek Vostinak and Sang Hwang from
PayByPhone gave a presentation on a Downtown Parking Phone App. There has been a
problem with cars parking downtown all day despite two hour parking limits on Church
Street. Business owners have complained to the police deprtment that people are violating
the two-hour parking signage. Chief McAllister said the phone app is the best option they
have come up with to help with the situation. The traditional parking meter system is more
expensive to implement than the phone app. The hope is to change the behavior of the
long-term parkers, not to make money for the borough by charging for parking. Mr. Hwang
said there is a $500 set up fee for the app and a $500 set up fee for the phone system. The
cost to park was discussed but not determined. The app will show where people are parking
and for how long.
12. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses award the bid for the
“Fireworks Display” to Central Maine Pyrotechnics, d/b/a Pyro City
Maine, P.O. Box 322, Hallowell, ME 04347 in the amount of $15,000 for
Friday July 1, 2022 with a rain date of Saturday July 2, 2022 and an
additional event scheduled anytime in 2022 in the amount of $5,000 as
recommended by Superintendent of Parks Sandra Lucas-Ribeiro.
13. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses waive the bid to the
following vendor for the purchase of “Ball Field Clay” to Dunning
Industries, 105 Brickyard Road, Farmington, CT 06032 as recommended by
Superintendent of Parks Sandra Lucas-Ribeiro.

Mayor Hess: “As we all know, we have a new purchasing agent, Felix. He’s doing a great
job. I just want to make sure, on everything, we keep him totally in the loop.”

14. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses waive the bid to the
following vendor for the purchase and installation of “Kitchen Hood – Fire
Department” to Hood Tech, Inc., 428 South Cherry Street, Wallingford,
CT 06492, not to exceed the budgeted amount of $22,000 as recommended
by Superintendent of Parks Sandra Lucas-Ribeiro.
15. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses waive the bid to the
following vendor for the purchase of “Kitchen Cabinets, Counters and
Miscellaneous Products for the Kitchen Renovation – Maple Street Fire
Department” to Department of Correction, Correctional Enterprises of
Connecticut, 24 Wolcott Hill Road, Wethersfield, CT 06109, not to exceed
the budgeted amount of $38,000 as recommended by Superintendent of
Parks Sandra Lucas-Ribeiro.
16. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses waive the bid to the
following vendor for the purchase and installation of a “Fire Suppression
System”, to Valley Fire Protection, 494 Bridgeport Avenue, Shelton, CT
06484, pending budget approval as recommended by Superintendent of
Parks Sandra Lucas-Ribeiro.
17. Burgess Smith is the chairperson of the Facade Improvement Program. Burgess Mizeski
volunteered to sit on the committee. Other members will be added in the future. Mayor
Hess said the committee will need to look into models from other municipalities and
determine which one to pursue. A few questions that need to be addressed, are we doing
the whole town or part of the town? How much do we want to spend and how much do we
want to allocate toward the program?
18. Mayor Hess approved the appointment of Heather Perry, 89 Chestnut Street, Naugatuck,
CT 06770 as a regular member to the Day Care Board of Directors, filling the expired
term of E. Osborne, term to expire April 1, 2023.
19. Mayor Hess reappointed Captain Daniel Norck, 211 Spring Street, Naugatuck, CT 06770
as a member of the Northwest Connecticut Public Safety Communication Center, Inc.,
term to expire April 1, 2024.
20. Mayor Hess reappointed Edwin Parzyck (D), 56 Geraldine Drive, Naugatuck, CT 06770
as an alternate member of the Zoning Board of Appeals, term to expire October 1, 2026.
21. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Neth-Kunin that the Board of Mayor and Burgesses adopt the following
resolution regarding the installation of solar energy on several municipal
and school facilities, as if read:

WHEREAS, the Board of Mayor and Burgesses previously authorized Advanced Energy
Efficiencies (AEE) to prepare and submit Zero Emission Renewable Energy Credit (ZREC)
proposals to the State of Connecticut for incentives to install solar energy on several
municipal and school facilities; and
WHEREAS, AEE successfully won the ZREC incentives in the competitive auction for
four (4) Naugatuck facilities; and
WHEREAS, the installation of solar energy at these facilities will advance the borough’s
transition to a sustainable community; and
THEREFORE, the mayor is authorized to instruct AEE to prepare a Request for Proposal
(RFP) for the installation of solar energy in accordance with the ZREC incentives and
highest professional standards at the following locations:
Andrew Avenue School
Parks and Recreation Maintenance Facility
Naugatuck Police Department
Naugatuck Day Care Facility
This authorization is for the purposes of reducing the borough’s energy costs and
improvement of its environmental sustainability with no upfront capital costs.
22. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Neth-Kunin that the Board of Mayor and Burgesses authorize Mayor Hess
to enter into an agreement with A&E Services Group LLC, 609 West
Johnson Avenue, Suite 408, Cheshire, CT 06410 in the amount of $2,500 to
assist the Borough of Naugatuck in the submission of a Small Cities Grant
Application for Naugatuck Housing Authority.
23. Motion by Deputy Mayor Neth and seconded by Burgess Smith that the Board of Mayor
and Burgesses adopt the following Fair Housing Resolution, as if read:
WHEREAS, all persons are afforded a right to full and equal housing opportunities in the
neighborhood of their choice; and
WHEREAS, federal fair housing laws require that all individuals, regardless of race,
color, religion, sex, handicap, familial status or national origin, be given equal access to all
housing-related opportunities, including rental and homeownership opportunities, and be
allowed to make free choices regarding housing location; and
WHEREAS, Connecticut fair housing laws require that all individuals, regardless of race,
creed, color, national origin, ancestry, sex, marital status, age, lawful source of income,
familial status, learning disability, physical or mental disability, sexual orientation, or
gender identity or expression be given equal access to all housing-related opportunities,
including rental and home ownership opportunities, and be allowed to make free choices
regarding housing location; and

WHEREAS, the Borough of Naugatuck is committed to upholding these laws, and
realizes that these laws must be supplemented by an Affirmative Statement publicly
endorsing the right of all people to full and equal housing opportunities in the
neighborhood of their choice; and
NOW THEREFORE, BE IT RESOLVED, that the Borough of Naugatuck hereby
endorses a Fair Housing Policy to ensure equal opportunity for all persons to rent,
purchase, obtain financing and enjoy all other housing-related services of their choice on a
non-discriminatory basis as provided by state and federal law; and
BE IT FURTHER RESOLVED, that the chief executive officer of the Borough of
Naugatuck or his designated representative is responsible for responding to and assisting
any person who alleges to be the victim of an illegal discriminatory housing practice in the
Borough of Naugatuck and for advising such person of the right to file a complaint with the
State of Connecticut Commission on Human Rights and Opportunities (CHRO) or the U.S.
Department of Housing and Urban Development (HUD) or to seek assistance from the CT
Fair Housing Center, legal services, or other fair housing organizations to protect his or her
right to equal housing opportunities.

25. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mizeski that the Board of Mayor and Burgesses abate the taxes on real
property, GL 2007-2012, ID #025-5060 in the amount of $16,580.25 owned
by Scott Ruby, 56 Patricia Lane, Naugatuck, CT 06770 pursuant to
Connecticut General Statutes Section 12-81.

27. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Smith that the Board of Mayor and Burgesses add to the agenda for
discussion on a nine-hole disc golf at Andrew Mountain Park.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Neth-Kunin that the Board of Mayor and Burgesses have a
discussion/possible action on a nine hole disc golf course at Andrew
Mountain Park.
Mayor Hess said there has been a lot of interest in disc golf. A disc golf course could be
located in the active area at Andrew Mountain Park, not in the conservation area. Disc golf
is a game where discs are thrown into a series of baskets. There are various types of baskets
such as Baby Bear, Mama Bear and Papa Bear. The course will be designed through the
meadows, into the woods and possibly over a pond. The park department would design the
course. The price range is $4,800 to $6,300 for materials and installation. Mayor Hess said
it is a small amount of money for a really cool thing. The board discussed if the course
would be open to the public, if teams would be formed to play in tournaments and if
sponsorship could be obtained for the baskets. The mayor said we could do any or all of
those ideas. Many questions need to be refined.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses authorize the mayor working
with the park and recreation department to implement a nine hole disc golf
course utilizing Sherry Boyd and Sven Dowling in an amount not to exceed
$6,700 from the Town Clerk’s Local Capital Improvement Fund.
28. Public Comment
Zoning Commissioner Francis Santana thanked Mayor Hess and Public Works Director
Jim Stewart for their assistance with the traffic signal on North Hoadley and Rubber
Avenue. She said the state did a thorough investigation and decided the left turn signal is
not needed.
Mayor Hess recessed the meeting at 10:01 p.m.
Mayor Hess reconvened the meeting at 10:12 p.m.
29. Burgess Comments/Sub-Committee Reports
Burgess Neth-Kunin reported City Hill Middle School is working on the bullying issue.
She sits on a parent leadership committee working with schools on the problem.

Burgess Vitale said the Exchange Club will be holding their Citizens of the Year Award
Ceremony on May 10th.
Mayor Hess said he will not be doing three presentations in one meeting again. He said he
will be holding two borough board meetings a month. The Food Truck Wars Event/Dave
Reilly Show scheduled for May 14th and 15th has gone viral.
30. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry to recess to Executive Session at 10:17 p.m. for discussion on the
following: Personnel (Police Chief, Assistant to Engineer), Real Estate
(LANXESS Property, Parcel B, Parcels Y & Z, 41 Raytkwich Road, Bank
of America, Acquisition of Land for Downtown Parking, Rubber Avenue
Easements, CT Water Company Land Acquisition, 0 Beacon Manor Road,

31. The following motions emanated from Executive Session.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Dambowsky that the Board of Mayor and Burgesses authorize Mayor Hess
to enter into an employment agreement with C. Colin McAllister for the
position of Chief of Police for the term of March 15, 2022 through June 30,
2026 as discussed in executive session.
For the record:
Mayor Hess: “The press is not here but we will be giving them this agreement as soon as
it’s officially signed and it will be public record. I will just say that we’ve all been working
with Colin for the past year and a half and he’s been doing a great job and he passed his
tryout period. We’ve been working with him . . . and it’s going very well and we’re all
thrilled to have him on the team.”
Mayor Hess swore in C. Colin McAllister as the Chief of Police.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Mudry that the Board of Mayor and Burgesses authorize Mayor Hess to
enter into an agreement with Bird Rides, Inc. to provide scooters to the
Borough of Naugatuck subject to a favorable legal review as well as a
favorable review from the police department.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Smith that the Board of Mayor and Burgesses authorize Mayor Hess to enter
into a real estate contract to sell 41 Raytkwich Road, the former
incubator building, to Con-Tec, Inc. of Naugatuck, Connecticut for the
sum of $435,000 as discussed in executive session.

VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Marenghi that the Board of Mayor and Burgesses authorize Mayor Hess to
enter into a real estate agreement to purchase the Bank of America
building from Fannie Spelke LLC for the purchase price of $1,100,000 as
discussed in executive session.
For the record:
Mayor Hess: “The funding for this acquisition will come from the savings from the
restructuring of our bonding in this fiscal year.”
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Neth-Kunin that the Board of Mayor and Burgesses authorize the finance
department to transfer the sum of $700,000 from our savings for the
restructuring of our bonding to a reserve account for the purpose of
acquiring land for parking in the downtown area as determined by the
Board of Mayor and Burgesses.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Smith that the Board of Mayor and Burgesses authorize Mayor Hess to enter
into easement agreements as discussed in executive session for the
Borough of Naugatuck Rubber Avenue LOTCIP Project where the
borough will be conveying small slivers of land as required for the
construction project and we will be compensated for that land as discussed
in executive session.
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Neth-Kunin that the Board of Mayor and Burgesses authorize Mayor Hess
to acquire three parcels of land from the Connecticut Water Company
as discussed in executive session for the total sum of $117,000.
For the record:
Mayor Hess: “These are parcels that we’ve discussed many times in the past. We are
acquiring land adjacent to DelGobbo Field. We will be expanding DelGobbo Field. There
will be an additional field on one of the parcels. We’ll also be doing walking trails that will
essentially connect the Candee Reservoir to the Mulberry Reservoir. And, we will
otherwise be conserving the land for conservation purposes. We’re able to acquire the land
at very reasonable prices below market value because of some tax incentives that are
offered to the water company by Save the Sound. This is a water company project where
they’ve been authorized to transfer land that they own so it’s been ratified by the state. It’s
a very, very good deal for us. I’m thrilled to have walking trails on the east side of
Naugatuck because we’ve done a ton on the west side and this is a beautiful spot for trails.”
VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess
Smith that the Board of Mayor and Burgesses accept a deed in lieu of taxes
for real property located at 0 Beacon Manor Road, Assessor’s Parcel
#053-3550, the current arrearage on the lot is $9,824.48.

to enter into a real estate contract for a parcel of land at the intersection of
May Street and Maple Hill Road, a remnant lot with some wetlands and a
pump house on it, to be sold to Syed Z. Arshad for the purchase price of
$5,000.

12. Mayor Hess shall approve the appointment of Heather Perry, 89 Chestnut Street,
Naugatuck, CT 06770 as a regular member to the Day Care Board of Directors, filling
the expired term of E. Osborne, term to expire April 1, 2023.
13. Mayor Hess shall reappoint Captain Daniel Norck, 211 Spring Street, Naugatuck, CT
06770 as a member of the Northwest Connecticut Public Safety Communication
Center, Inc., term to expire April 1, 2024.
14. Mayor Hess shall reappoint Edwin Parzyck (D), 56 Geraldine Drive, Naugatuck, CT
06770 as an alternate member of the Zoning Board of Appeals, term to expire October 1,
2026.
15. Motion by Burgess that the Board of Mayor and Burgesses approve the
appointment of Manuel J. Silva (U), 4 Brighton Road, Naugatuck, CT 06770 as a member
of the Water Pollution Control Authority, filling the expired term of R. Merancy, term
to expire February 1, 2026.
16. Motion by Burgess that the Board of Mayor and Burgesses award the
bid for the “Fireworks Display” to Central Maine Pyrotechnics, d/b/a Pyro City Maine,
P.O. Box 322, Hallowell, ME 04347 in the amount of $15,000 for Friday July 1, 2022 with
a rain date of Saturday July 2, 2022 and an additional event scheduled anytime in 2022
in the amount of $5,000 as recommended by Superintendent of Parks Sandra Lucas-
Ribeiro.
17. Motion by Burgess that the Board of Mayor and Burgesses waive the
bid to the following vendor for the purchase of “Ball Field Clay” to Dunning Industries,
105 Brickyard Road, Farmington, CT 06032 as recommended by Superintendent of Parks
Sandra Lucas-Ribeiro.
18. Motion by Burgess that the Board of Mayor and Burgesses waive the
bid to the following vendor for the purchase and installation of “Kitchen Hood – Fire
Department” to Hood Tech Inc., 428 South Cherry Street, Wallingford, CT 06492, not to
exceed the budgeted amount of $22,000 as recommended by Superintendent of Parks
Sandra Lucas-Ribeiro.
19. Motion by Burgess that the Board of Mayor and Burgesses waive the
bid to the following vendor for the purchase of “Kitchen Cabinets, Counters and
Miscellaneous Products for the Kitchen Renovation – Maple Street Fire Department”
to Department of Correction, Correctional Enterprises of Connecticut, 24 Wolcott Hill
Road, Wethersfield, CT 06109, not to exceed the budgeted amount of $38,000 as
recommended by Superintendent of Parks Sandra Lucas-Ribeiro.
20. Motion by Burgess that the Board of Mayor and Burgesses waive the
bid to the following vendor for the purchase and installation of a “Fire Suppression
System”, to Valley Fire Protection, 494 Bridgeport Avenue, Shelton, CT 06484, pending
budget approval as recommended by Superintendent of Parks Sandra Lucas-Ribeiro.

21. Motion by Burgess that the Board of Mayor and Burgesses adopt the
following resolution regarding the installation of solar energy on several municipal and
school facilities, as if read:
WHEREAS, the Board of Mayor and Burgesses previously authorized Advanced Energy
Efficiencies (AEE) to prepare and submit Zero Emission Renewable Energy Credit
(ZREC) proposals to the State of Connecticut for incentives to install solar energy on
several municipal and school facilities; and
WHEREAS, AEE successfully won the ZREC incentives in the competitive auction for
four (4) Naugatuck facilities; and
WHEREAS, the installation of solar energy at these facilities will advance the borough’s
transition to a sustainable community; and
THEREFORE, the mayor is authorized to instruct AEE to prepare a Request for Proposal
(RFP) for the installation of solar energy in accordance with the ZREC incentives and
highest professional standards at the following locations:
Andrew Avenue School
Parks and Recreation Maintenance Facility
Naugatuck Police Department
Naugatuck Day Care Facility
This authorization is for the purposes of reducing the borough’s energy costs and
improvement of its environmental sustainability with no upfront capital costs.
22. Motion by Burgess that the Board of Mayor and Burgesses authorize
Mayor Hess to enter into an agreement with A&E Services Group LLC., 609 West
Johnson Avenue, Suite 408, Cheshire, CT 06410 in the amount of $2,500 to assist the
Borough of Naugatuck in the submission of a Small Cities Grant Application for
Naugatuck Housing Authority.
23. Motion by that the Board of Mayor and Burgesses adopt the following
Fair Housing Resolution, as if read:
WHEREAS, all persons are afforded a right to full and equal housing opportunities in the
neighborhood of their choice; and
WHEREAS, federal fair housing laws require that all individuals, regardless of race,
color, religion, sex, handicap, familial status or national origin, be given equal access to all
housing-related opportunities, including rental and homeownership opportunities, and be
allowed to make free choices regarding housing location; and

WHEREAS, Connecticut fair housing laws require that all individuals, regardless of race,
creed, color, national origin, ancestry, sex, marital status, age, lawful source of income,

gender identity or expression be given equal access to all housing-related opportunities,
including rental and home ownership opportunities, and be allowed to make free choices
regarding housing location; and
WHEREAS, the Borough of Naugatuck is committed to upholding these laws, and
realizes that these laws must be supplemented by an Affirmative Statement publicly
endorsing the right of all people to full and equal housing opportunities in the neighborhood
of their choice; and
NOW THEREFORE, BE IT RESOLVED, that the Borough of Naugatuck hereby
endorses a Fair Housing Policy to ensure equal opportunity for all persons to rent, purchase,
obtain financing and enjoy all other housing-related services of their choice on a non-
discriminatory basis as provided by state and federal law; and
BE IT FURTHER RESOLVED, that the chief executive officer of the Borough of
Naugatuck or his designated representative is responsible for responding to and assisting
any person who alleges to be the victim of an illegal discriminatory housing practice in the
Borough of Naugatuck and for advising such person of the right to file a complaint with
the State of Connecticut Commission on Human Rights and Opportunities (CHRO) or the
U.S. Department of Housing and Urban Development (HUD) or to seek assistance from
the CT Fair Housing Center, legal services, or other fair housing organizations to protect
his or her right to equal housing opportunities.
