MINUTES REGULAR MEETING BOARD OF MAYOR AND BURGESSES MAY 2, 2023 Due to the COVID-19 Pandemic, the Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the regular meeting to order at 7:04 p.m. with the following in attendance: BURGESSES: PRESS: R. Each member received copies for review. 4. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the monthly reports of April. Public Comment Former Burgess Chris Herb and Former Burgess Carl Herb endorsed the appointment of Nickey Kollie to the Fair Rent Commission. 7. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the appointment of Domingos A. Branco (U), 27 Northridge Road, Naugatuck, CT 06770 as a regular landlord commissioner of the Fair Rent Commission, term to expire May 1, 2026. 10. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the appointment of Kevin Gendron, Jr. (U), 50 Rayron Circle, Naugatuck, CT 06770 as a regular landlord commissioner of the Fair Rent Commission, term to expire May 1, 2025. 12. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the appointment of Jan Joseph Mizeski (R), 106 Woodbine Street, Naugatuck, CT 06770 as an alternate commissioner of the Fair Rent Commission, term to expire May 1, 2027. 13. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the appointment of Raymond Caruso, Jr. (D), 136 Wedgewood Drive, Naugatuck, CT 06770 as an alternate landlord commissioner of the Fair Rent Commission, term to expire May 1, 2026. Mayor Hess swore in Nickey J. Kollie as a regular tenant commissioner of the Fair Rent Commission. 14. NAC Board Member Kenneth Hanks gave the monthly update on the Naugatuck Ambulance Corps (NAC) in the absence of Chief Kyle Kelley. They responded to 407 calls for service last month. NAC is still responding to more mutual aid calls to other municipalities than requesting aid. Response time is well below the state standards. They received seventeen new applications for employment with a half dozen new hires. There is  -3- Agenda – Board of Mayor and Burgesses Regular Meeting – May 2, 2023 a contract with Bethany for EMTs on an as needed basis that Bethany is paying NAC. They are waiting for answers on two grant applications, one from ION Bank. 15. Mayor Hess discussed the implementation of a Facade Improvement Program that will be funded by the proceeds from the TIF (Transit Increment Financing) District. Initially it will be to improve properties in the TIF District, which are downtown, Rubber Avenue and Maple Street but it can be extended further. A policy is needed to implement the program. Torrington has a policy, which is being looked at as a model. It needs to be determined what the limit is and how much the town will incentivize the improvement program. Burgess Smith will be on the committee. 16. Mayor Hess said $200,000 has been budgeted to commence a townwide sidewalk improvement program. He will work with the borough attorney on a New Sidewalk Ordinance to replace the existing outdated sidewalk ordinance and establish how it will be funded. The policy will be taking into consideration safety and school zones. It could take eight to ten years to complete the improvement program for the entire town. He said it would cost $22,000,000 and we obviously cannot do it all at once. The first year will be like a pilot program. It can be tweaked as we go along. 17. Mayor Hess said there have been many requests for a Farmers Market Expansion. He said to do it right, we will need attractions such as bands and bounce houses that will attract people to the market. He would like to set up an initial budget of $5,000 to enhance our current program. As time goes on, participants would pay something annually. 18. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the Five Year Paving Schedule as recommended by Public Works Director James Stewart. 19. Motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses adopt the following resolution regarding a grant application to the Connecticut Communities Challenge Round #3 Grant Program, as if read: WHEREAS, Public Act No. 21-2 (2021) Sec. 488 Authorizes the State of Connecticut’s DECD Commissioner, in coordination with the Secretary of the Office of Policy and Management, to implement the Connecticut Communities Challenge (“CCC”) and appropriate funding under the State’s Economic Action Plan, and WHEREAS, CCC Round 3 provides a unique opportunity for municipalities and other qualified applicants to improve the livability, vibrancy, convenience, and equity of communities throughout the State, and WHEREAS, the Borough of Naugatuck (“Borough”) will be applying for a CCC Round 3 grant for a project entitled “Underutilized Downtown Building Repurposed for Childcare Center” in partnership with the Naugatuck YMCA, and  -4- Agenda – Board of Mayor and Burgesses Regular Meeting – May 2, 2023 WHEREAS, CCC funds will be utilized to acquire the former Saint Francis School and prepare the site for interior renovations for use as a childcare facility, teen center, and recreational space, and WHEREAS, a municipality located on the “Distressed Municipality” list may apply for funding from the State of CT DECD up to 75% of the site’s Fair Market Value and must commit the remaining 25%, and WHEREAS, the Borough of Naugatuck was most recently listed on the State’s Distressed Municipality List in 2019; CGS Sec. 329 formally recognizes a municipality as distressed for five years after the placement on such a list, and WHEREAS, pursuant to the Borough of Naugatuck’s Charter and Code of Ordinances, the legislative power and authority of the Borough are vested in the Mayor and Board of Burgesses, NOW, THEREFORE, BE IT RESOLVED THAT THE MAYOR AND THE BOARD OF BURGESSES OF THE BOROUGH OF NAUGATUCK HEREBY: Approve the completion and filing of a three-million-dollar ($3,000,000) grant application by the Borough for the Connecticut Communities Challenge Round #3 Grant Program, and acceptance of such grant funds, if awarded, for the “Underutilized Downtown Building Repurposed for Childcare Center” Project. Motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that in accordance with Connecticut General Statues, Section 12-62c, the Board of Mayor and Burgesses hereby approves the Implementation of the Revaluation of all Real Property within the Borough of Naugatuck effective for the October 1, 2022 Grand List by requiring the assessor to gradually phase-in the increase of assessments for each parcel of real property resulting from such revaluation over a period of (3) three assessment years using the following factors, as recommended by Assessor Shelby Jackson:  -5- Agenda – Board of Mayor and Burgesses Regular Meeting – May 2, 2023  Effective for the October 1, 2022 Grand List (40%) forty percent of the increase of assessments for each parcel of real property resulting from such revaluation shall be phased-in.  Effective for the October 1, 2023 Grand List an additional (35%) thirty-five percent of the increase of assessments for each parcel of real property resulting from such revaluation shall be phased-in.  Effective for the October 1, 2024 Grand List an additional and final (25%) twenty-five percent of the increase of assessments for each parcel of real property resulting from such revaluation shall be phased-in. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the appointment of Alison Sanchirico, 9 Raindance Circle, Naugatuck, CT 06770 as an alternate member of the Conservation Commission, filling the expired term of R. Bennett, term to expire November 1, 2024. 22. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses approve the appointment of Terrence M. Szczesiul (R), 55 Sherman Street, Naugatuck, CT 06770 as an alternate member of the Water Pollution Control Authority, term to expire May 1, 2028. 23. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses amend the following motion eliminating the words as allowed in the bid documents. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses refer the Lease and Eventual Sale of 600 Rubber Avenue to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 39. VOTED: Unanimously on a motion by Deputy Mayor Neth and seconded by Burgess Neth-Kunin that the Board of Mayor and Burgesses refer the Sale of the Former Recycling Center – Rubber Avenue to the Planning Commission for a report pursuant to Section 8-24 of the General Statutes. 40.
