REVISED MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES NOVEMBER 30, 2023 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the special meeting to order at 6:30 p.m. with the following in attendance: BURGESSES: PRESS: R. Nicholas Keenan led in the Pledge of Allegiance to the flag. 3. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses accept the letter from B&W Paving and Landscaping LLC, dated September 25, 2023 withdrawing their bid for the Downtown Sanitary, Stormwater and Streetscape Improvements. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses accept the letter from Waters Construction Company, dated November 14, 2023 withdrawing their bid for the Downtown Sanitary, Stormwater and Streetscape Improvements. 5. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the bid with CJ Fucci Construction Company, 63 Russell Street, New Haven, CT 06613 for the “Downtown Sanitary, Stormwater and Streetscape Improvements” in the amount of $12,000,244 as recommended by Public Works Director James Stewart. Contracts shall commence upon vendor completing all borough requirements and the purchase order is received by vendor.  -2- Revised Minutes – Board of Mayor and Burgesses – Special Meeting – November 30, 2023 6. Mayor Hess discussed the Concept Design for Parcels A&B Major Hub Development Project. He said the Downtown Phase I – Church Street and Maple Street Project was awarded to CJ Fucci Construction Company. We received a $6,000,000 CT Communities Challenge Grant for the project. What used to be Water Street is going to be a new street coming into the new train station. An artist’s rendering was shown of the new train station and platform from CT DOT (CT Department of Transportation). Michael Cegan from Richter & Cegan Landscape Architects developed the preliminary streetscape design for Parcels A and B. He said they would continue to integrate the streetscape from Church Street and Maple Street into the new area and tie together parcels Phase I, II and III with the rail parcel. They want to create a strong pedestrian corridor from Church Street to the new train station. He said the rail station is a focal point. They are coordinating with the design group for CT DOT. Mr. Cegan discussed the preliminary design. He said having a raised intersection creates a safer pedestrian crossing. Creating a pedestrian corridor from Church Street to the new rail station. Canopy trees create an allee effect. Sidewalks will be wider than normal. He wants to create some way to hide the transformer along the pedestrian corridor. They asked Eversource to move the transformer back. Ornamental metalwork, fencing, lighting and benches were discussed. Mr. Cegan said they are looking to see if Water Street could become one way. He said the intersection at Water Street and Maple Street is very important. The Arts Commission is going to come up with a plan to have a professional artist paint a mural on the wall under the train tracks at that intersection. Burgess Neth questioned if a maintenance plan would be created for the trees so they do not become overgrown. He also asked if there would be a maintenance plan for the fancy metalwork and black mesh fencing. Mr. Cegan said a maintenance program will be created for the trees. Burgess Neth asked who would maintain the restrooms at the train station. Mayor Hess said the borough would be retaining ownership of the coffee shop restroom area. There will be an agreement with the coffee shop or convenience store owner to maintain the restrooms. Burgess Neth and Mayor Hess would like to see if ION Bank would lease a “Welcome to Naugatuck” sign to cover the unsightly trestle. 7. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses approve the Kleinfelder Engineering Proposal in the amount of $740,000 for the final design of the “Parcels A&B Major Hub Development Project” as recommended by Public Works Director James Stewart. 8. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to adjourn the special meeting at 7:25 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
