MINUTES SPECIAL MEETING BOARD OF MAYOR AND BURGESSES APRIL 24, 2025 The Borough of Naugatuck held the Board of Mayor and Burgesses meeting on a hybrid basis. Everyone was welcomed to attend in person, by Zoom Webinar or by phone. 1. Mayor “Pete” Hess called the special meeting to order at 6:45 p.m. with the following in attendance: BURGESSES: PRESS: R. Vitale R. Neth, virtual None M. Bronko, virtual D. Neth-Kunin F. Dambowsky J. Rosenblatt K. Gallo M. Smith, virtual C. Marenghi DEPARTMENT HEADS: OTHERS: A. Bruce, Controller L. Wehry, IT Assistant, virtual 2. Burgess Fran Dambowsky led in the Pledge of Allegiance to the flag. 3. Motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of the 2024 Surplus of 1.77 million dollars to the Borough Undesignated Capital Reserve Account as recommended by Controller Allyson W. Bruce. Motion amended. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of the 2024 Surplus of 1.7 million dollars to the Borough Undesignated Capital Reserve Account as recommended by Controller Allyson W. Bruce. 4. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses refer to the Joint Boards of Mayor and Burgesses and Board of Finance a transfer request of $992,000.00 from the Board of Education Designated Capital Reserve to the Borough Undesignated Capital Reserve Account as recommended by Controller Allyson W. Bruce. 5. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to recess to Executive Session at 6:57 p.m. for discussion on the following: Collective Bargaining (Police Union) and Pending Litigation. No one was invited into executive session. -2- Minutes – Board of Mayor and Burgesses Special Meeting – April 24, 2025 Mayor Hess reconvened the meeting at 7:13 p.m. 6. The following motion emanated from Executive Session. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt that the Board of Mayor and Burgesses authorize Mayor N. Warren “Pete” Hess to enter into an MOU with the Police Union as discussed in executive session. 7. VOTED: Unanimously on a motion by Deputy Mayor Vitale and seconded by Burgess Rosenblatt to adjourn the special meeting at 7:16 p.m. A digital recording of this meeting is available in the office of the Borough Clerk for further review.
