COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM NOVEMBER 26, 2013 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Horn presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on four burials at the cemetery, equipment maintenance, picking up branches and trash, mulching and raking leaves, opening storm drains, putting up the Welcome Hunters sign, installing Christmas decorations and banners, leaf pickup is ongoing, mixing salt and sand, due to deer hunting season, we are working with a small crew, and a thank you to Clark County for committing to a $10,000 contribution to the Neillsville Municipal Airport for Capital Improvement projects. Motion Weiers, second Quicker, that Water Vouchers Nos. 239 to 267 in the amount of $35,581.47 and Sewer Vouchers Nos. 231 to 256 in the amount of $32,611.33 be paid. All Aye. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM NOVEMBER 26, 2013 7:00 P.M. The Common Council met in regular session, Mayor Mabie presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Weiers reported on the November 19, 2013 meeting of the Beautification Committee regarding: 1) discussion on hanging baskets and planter flowers remaining the same color and types for 2014, and 2) discussion on moving four of the hanging flower baskets to the north side and replacing them with four boston ferns. Mayor Mabie reported on the November 20. 2013 meeting of the Police and Fire Commission regarding a closed session to interview police officer candidates, reconvening into open session to direct Chief of Police Lindner to continue with the hiring procedure of candidates selected from the interview process. Council Member Quicker reported on the November 20, 2013 meeting of the Historic Preservation Commission regarding discussion and work on the Historic Walking Tour brochure. Mayor Mabie declared all reports filed as presented by the City Clerk. Deanna Heiman, Neillsville Area Chamber of Commerce Executive Director, reported on the First Impressions Sister City Program – the City of Wautoma representatives have visited here, but we have not gotten their feedback yet – we will be partnering with another community in the spring. A ribbon cutting was held for Jennifer Zink, Nomad Bodyworks, 545 Hewett Street – she’s a massage therapist and does CPR training. Daniel Schield, dentist, has retired and the Marshfield Dental Clinic will be seeing his clients at his office for the time being. The upcoming tree lighting is scheduled for Saturday, December 7, 2013 in the Town Square Park. Christopher Fletcher, 321 E. Fourth Street, appeared regarding the City’s residential motor vehicle ordinance. The City’s ordinance currently allows for an infinite number of vehicles, as along as those vehicles are currently registered. Fletcher stated that when he moved back to Neillsville in 2006, the Hisermans at 402 E. Fourth Street had five or six vehicles. Now they have ten vehicles. Fletcher has issues with the number of vehicles and the appearance of the property. The City’s current ordinance is not working. Fletcher handed out an ordinance and informational flyer from the City of Bloomington, MN. Their ordinance has a finite number of vehicles allowed, but also includes exemptions for vehicles housed in a garage, visitors and service workers. Their limit is four vehicles outside. An example of how the ordinance works is you could have six vehicles if you had two inside the garage and four parked outside. This ordinance is not onerous on the community for enforcement by the police, and helps the community look better. Fletcher asked the Council to look at the Bloomington ordinance. Maybe there are other places in the City with the same situation. This is a starting point for further discussion. Council Member Glassbrenner stated that there are other places of concern, and this should be looked at further. Mayor Mabie presented a request from the Neillsville Area Chamber of Commerce for use of Sniteman’s Town Square (Gazebo) Park for the Christmas Tree Lighting Event on Saturday, December 7, 2013. Motion Glassbrenner, second Weiers, to grant the Neillsville Area Chamber of Commerce request for use of the Sniteman’s Town Square (Gazebo) Park on Saturday, December 7, 2013 for the Christmas Tree Lighting Event. All Aye. City Clerk Roehl reported on receiving a donation from the Marguerite Listeman Foundation in the amount of $22,500 for Schuster Park-North restroom renovations. Motion Neville, second Quicker, to accept and appropriate $22,500 to Account No. 57620 Parks Outlay for Schuster Park-North restroom renovations and thank the Listeman Foundation for its donation. All Aye. Council Member Glassbrenner reported on participation in the Jennifer Zink, Nomad Bodyworks, ribbon cutting. Zink has clients from outside the City, and this will help bring more people into the city. Mayor Mabie reported that the Clark County Board amended their 2014 budget to include a $10,000 contribution to the Neillsville Municipal Airport for Capital Improvement projects. The City thanks the Clark County Board for their contribution. Mayor Mabie thanked the Airport Committee, and Harold and Jeff Gaier, for their work and presentations to Clark County. Motion Neville, second Horn, that bills on City Vouchers Nos. 1081 to 1120 in the amount of $1,001,157.48 and CDBG Housing Escrow Vouchers Nos. 6 to 8 in the amount of $1,795.00 be paid. All Aye.
