COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 8, 2014 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Horn presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the cemetery, equipment maintenance, removing broken tree branches from the ice storm, snow and ice removal from streets, parking lots and sidewalks, widening streets, pushing up snow dumps, hauling brush and compost, cleaning storm drains, replacing old signs with the new reflectivity standard signs, patching potholes, running a pencil lead size stream of water as a preventive measure has now ended, repaired broken lateral on Clay Street, and working on the annual Consumer Confidence Report mailing. City Clerk Roehl presented the First Quarter 2014 Water and Sewer Financial Statements; reported on a notification of the garbage rate increase of 10¢ per household per month to $7.23 because of a $2.00 per ton landfill tipping fee increase, the recycling rate remains at $1.61 per household per month (Total $8.84 per month per household); notification that the 2014 DNR Recycling Grant is decreasing $10.68 from last year to $9,357.41. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Horn reported on the March 27, 2014 meeting of the Heritage Days Committee regarding: 1) discussion on the community picnic, 2) discussion on the American Legion Post 73 hosting the mini rodders event, with O’Reilly Auto Parts sponsoring the event, 3) discussed downtown activities before the parade, 4) Miss Neillsville coronation will be in Schuster Park on Thursday, July 10, 2014, 5) the Neillsville Area Chamber of Commerce will hold their “Business After 5” event in the park that same night (Thursday), 6) discussed and authorized advertising the 2014 event in the TP Printing, Inc. brochure at a cost of $105 for a 3” X 2” ad, 7) discussed the derby car group’s fee for the event, and 8) discussed the event poster. Council Member Glassbrenner reported on the April 2, 2014 meeting of the Tourism Committee regarding: 1) presentation of and discussion on grant applications for the 70% Room Tax – Tourism Promotion and Development Funds, 2) recommendations to approve the following grants: Neillsville Area Chamber of Commerce for Chamber activities - $9,944.80; Neillsville Area Chamber of Commerce for Travel Host Magazine advertising project - $2,500; Neillsville Improvement Corporation for a billboard marketing project of the downtown Historic District - $1,750; Alice In Dairyland 2014 for special events and projects of hosting the 67th program in Clark County - $1,000; 1897 Clark County Jail Museum, Inc. for telephone, internet, website services and advertising projects - $1,500, and 3) not approving grants for the Neillsville Area Chamber of Commerce for literature display racks or American Legion Post 73 for continuing facility operations. Council Member Horn reported on the April 8, 2014 meeting of the Commission on Public Works/Utilities regarding current activities. Mayor Mabie declared all reports filed as presented with the City Clerk. Mayor Mabie asked if there were any questions on the Tourism Committee items (2). Motion Horn, second Glassbrenner, to accept the recommendation approving the following 70% Room Tax – Tourism Promotion and Development funds grants: Neillsville Area Chamber of Commerce - $9,944.80 Neillsville Area Chamber of Commerce - $2,500.00 Neillsville Improvement Corporation - $1,750.00 Alice In Dairyland 2014 - $1,000.00 1897 Clark County Jail Museum, Inc. - $1,500.00 All Aye. Chief of Police Lindner presented a request to purchase a mobile police radio for the secondary squad car (2010 Chevy Impala) at a cost of $936.72 from Two-Way Communications, Eau Claire, WI. The Clark County Sheriff Department is switching from an analog signal to a digital signal. The main squad car (2014 Dodge Charger) has digital capability. Motion Quicker, second Neville, to authorize the Chief of Police to purchase a mobile digital capable police radio from Two-Way Communications at a cost of $936.72. All Aye. Chief of Police Lindner reported on March, 2014 complaints, citations, arrests and investigations. City Clerk Roehl presented the First Quarter 2014 City Financial Statements; a thank-you from the Election Board for providing breakfast on Election Day; Open Book with the City’s Assessor will be Monday, April 28, 2014 from 3:30 P.M. to 6:30 P.M.; Board of Review will be Monday, May 19, 2014 from 8:00 A.M. to 10:00 A.M.; and the Annual Reorganizational meeting of the Common Council will be Tuesday, April 15, 2014 at 5:30 P.M. Tavern Operator’s License Applications: Gina M. Andrews, Susan L. Caacaby, Catherine M. Goodwin Motion Neville, second Glassbrenner, to grant all the listed licenses. All Aye.
