COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JUNE 10, 2014 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Horn presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the cemetery, equipment maintenance, picking up branches, mowing and weed eating cemetery and parks, watering flowers, preparing ball fields, removed old north restroom in Schuster Park and poured a new concrete slab, hauling brush and compost, cleaning storm drains, replacing old signs with the new reflectivity standard signs, patching potholes, street sweeping, cleaning brush off the O’Neill Creek fountain, inspecting properties that were sent clean up letters, mowed residential lawns, cleaned up chips from stump grinding and added topsoil and seed, crack sealing in the downtown area, replaced curb and gutter and sidewalks sections damaged by this past winter’s water main breaks, materials have been ordered for the Grand Avenue water main replacement project scheduled to begin after July 4th. Director of Public Works Flynn presented a request to purchase a riding lawnmower for the Sewer Department. Price quotes received: Russell’s – MTD $1,499 Hydrostatic; Tractor Central – John Deere $1,499 GearShift or $1,699 Hydrostatic; TCR Power - $1,599 Hydrostatic. Discussion followed Motion Weiers, second Neville, to recommend to the Common Council to purchase a MTD Hydrostatic riding lawnmower from Russell’s in the amount of $1,499 for the Sewer Department. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Horn reported on the June 5, 2014 meeting of the Heritage Days Committee regarding: 1) discussed and updated the event poster, 2) authorized Mary Jurgaitis to work on a brochure for the 2014 event, 3) discussed a list of beverages to be served, 4) discussed bartender schedule, 5) update on tee shirts, can coolers, etc., 6) Nicolet National Bank will be sponsoring the bean bag tournament, 7) discussed the golf outing, 8) discussed music and event end times, with the request for approval from the Common Council under Ordinance Sec. 7-8-4(a) and (c) Park Hours, by the Heritage Days Committee, to extend the closing hours at Schuster Park to 1:00 a.m. from Thursday, July 10 through Sunday, July 13, 2014, and the noise hours to 12:30 a.m. to allow the band to play from 8:00 p.m. to 12:30 a.m. on Saturday, July 12 and Sunday, July 13, 2014 for the Heritage Days event. The City Clerk presented the 2014 Recycling Grant funds received from the State of Wisconsin Department of Natural Resources in the amount of $9,357.41 (2013 was $9,368.09). Motion Quicker, second Weiers, to accept and appropriate $9,357.41 Recycling Grant funds to Account No. 53620 Refuse and Garbage Collection. All Aye. The City Clerk reported on receiving a $300 donation from the Neillsville Rotary Club for flowers in the Sniteman Town Square flower garden. Motion Weiers, second Quicker, to accept and appropriate $300 to Account No. 55340 Celebrations, and to thank the Neillsville Rotary Club for the help in beautifying our Town Square Park. All Aye. Chief of Police Lindner reported on May, 2014 complaints, citations, arrests and investigations. City Clerk Roehl reported that the Clark County Sheriff’s Department served a “Notice of Claim in Accordance with Sec. 893.80(1)(b) Stats.” on the City, at my personal residence, Friday evening, May 30, 2014. The claim in the amount of $2,171,624.59 is by the Estate of Ricky Taylor. City Attorney Wachsmuth stated that this “Notice of Claim” is the follow up to the “Notice of Circumstances” which was served back in January, 2014. The “Notice of Claim” breaks down the dollars sought. The City’s insurance company attorney is handling the claim. If the City does not take action, it is deemed denied. City Attorney Wachsmuth reported on the Memorial Medical Center (MMC) economic development loan project. The title work on the real estate has been ordered. One of the real estate parcels (the nursing home – is now owned by another entity), and MMC has requested that the Auxiliary thrift shop building and former doctor’s house not be included as part of the collateral. A list of personal property has been received. Since the City is borrowing the money with its taxing authority, it should be taken through Economic Development’s Account. An interest rate can then be set for an economic development loan to MMC. Council Member Glassbrenner reported on attending a Clark County Taxi Coordination meeting. The County taxi originally had hoped to get 75 people a month using the County taxi. They are now averaging 150 people, and are looking at putting on another taxi. The City of Neillsville averages about 1,200 riders per month. There was an update on the 5311 Program and discussion on development of a coordination plan. Council Member Neville asked about fencing the area. Hainz stated they would like to play games (bean bags, etc.) in the park, or take a walk by the creek if it is a nice day outside, and take their drinks with them. Chief of Police Lindner stated that he would like to see the area fenced to keep any children out. It is just like being inside your tavern. A plastic snow fence to keep underage people out. Council Member Horn asked about the parking, and that the Director of Public Works has some poles to put up a temporary fence, so you don’t have to drill holes in the blacktop. Hainz stated that he would be limited to one driveway, with the fence going along the O’Neill Creek side back to the Fountain Park area. City Attorney Wachsmuth stated a specific area has to be designated for the license.
