COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JUNE 13, 2017 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Clough absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, picking up branches, mowing and weed whacking at the cemetery and parks, preparing ball fields, watering flowers, vandalism at Cliff’s Park (broke ladies toilet seat and soap dispensers), using the ladies restroom at Schuster Park North for a smoking lounge, trimming and pruning trees, street sweeping, cleaning storm sewer inlets, maintaining street lights, filling potholes, repairing storm sewer inlets at Division Street/Hewett Street and Division Street/ Willow Street, sending out notices and billings for lawn mowing to property owners, started Ash tree removals on Grand Avenue and Clay Street, the new bucket truck is having hydraulic issues, an important warning about dumping gas, oil, paints and other petroleum based products into the sewer system (it kills our bugs and can completely shut down our Sewer plant), Well No. 3 is in the process of a full rehabilitation, Booster Pump No. 2 at the treatment plant is also being rehabilitated, the Water Department is reading meters, repaired a bad shutoff valve on E. Ninth Street. Director of Public Works Flynn reviewed the Sewer Department 2016 Compliance Maintenance Annual Report (CMAR) and Resolution. There were no major changes. Our overall grade point average of 3.34 puts us in the voluntary range. Our rate structure and replacement fund was reviewed in 2014. Future projects are rehabilitating sanitary sewers and the No. 1 lift station. I & I is a major concern and not having an advanced licensed person overseeing our plant (Jeremy needs 3 ½ years of experience to attain the necessary certification). City Attorney Wachsmuth read the resolution. Motion Glassbrenner, second Mabie, to accept the Compliance Maintenance Annual Report and recommend to the Common Council that Resolution No. 587 be adopted. (See Common Council of June 13, 2017 for the printed resolution). All Aye. Director of Public Works Flynn presented the Consulting Agreement to perform a sewer rate study in the amount of $4,000. Flynn stated that the last sewer rate study was done in 2014. This study will look at the operating revenues and expenses, capital improvement projects planned, etc. Motion Glassbrenner, second Neville, to recommend to the Common Council to approve the Consulting Agreement with AECOM Technical Services, Inc. in the amount of $4,000 for a sewer rate study. Council Member Neville reported on the June 1 and 8, 2017 meetings of the Heritage Days Committee regarding: 1) financial report, 2) discussion on security, 3) movie night at Mt. Moldy will feature “SING”, 4) posters were handed out, 5) discussed golf outing sponsors, 6) mailing out parade letters; 7) financial report, 8) discussed Miss Neillsville and 9) discussed security, signs, lights, food booths and money scramble. Mayor Mabie reported on the June 12, 2017 meeting of the Economic Development Commission regarding: 1) discussion on and approval of economic development request guidelines, 2) discussion on Strike Time Lanes business needs, and 3) discussion on The Highground’s grant request for tourism center operations and recommendation to approve of a $2,000 grant to The Highground, contingent upon a link for the City of Neillsville website being placed once again on The Highground website home page, by their contact information. Council Member Neville reported on the June 13, 2017 meeting of the Airport Commission regarding: 1) discussion on and recommendation to authorize the painting of the 5,000 gallon above ground fuel tank by Dave Joles Painting for a cost not to exceed $3,500 – this will put the Airport over budget this year, and 2) discussion on and recommendation to approve the Neillsville Police Department request to use the airport hangar building and runway for EVOC training on June 20 to 22, 2017. Council Member Quicker reported on the June 13, 2017 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, 2) reviewed and accepted the Sewer Department’s Compliance Maintenance Annual Report and recommended the Resolution No. 587 be adopted, and 3) discussion on and recommendation to approve the Consulting Agreement with AECOM Technical Services, Inc. in the amount of $4,000 for a sewer rate study. Mayor Mabie declared all reports filed as presented with the City Clerk. Kirk Rodman, The Highground Volunteer General Manager, stated that he is here to say goodbye for his wife Nancy and himself. After 19 years they will be retiring from The Highground. Rodman gave a summary of The Highground events and activities which bring in 140,000 to 150,000 people annually as the only manned veterans park in the USA. The Highground is the only tourism spot in Clark County opened every day of the week. The Highground advertises Neillsville in our newsletters. We direct people to food, gas and lodging in Neillsville. We are working on our website and connection section. With the City’s $2,000 you are telling the world – Neillsville supports The Highground. Mayor Mabie asked if there were any questions on the Economic Development Commission item (3). Motion Quicker, second Neville, to accept the recommendation to approve a $2,000 grant to The Highground, contingent upon a link for the City of Neillsville website being placed once again on The Highground website home page, by their contact information. Motion Neville, second Counsell, to accept the recommendation to authorize the painting of the 5,000 gallon above ground fuel tank by Dave Joles Painting for a cost not to exceed $3,500 and to authorize exceeding the Airport Repair and Maintenance budget line. Motion Counsell, second Neville, to accept the recommendation to approve the Neillsville Police Department request to use the airport hangar building and runway for EVOC training on June 20 to 22, 2017 with the stipulation that they must stay clear of runway markings on each end and the center line. City Clerk Roehl reported that no bids were received on Parcel No. 201.0190.000, 303 W. Fifteenth Street, the former Amy Symington property. Mayor Mabie, on behalf of the Heritage Days Committee, requested extension of the park closing hours to 1:00 A.M. on Friday July 7, 2017 and Saturday, July 8, 2017 in Schuster Park for the 2017 Heritage Days event. Motion Quicker, second Glassbrenner, to approve the request under Ordinance Section 7-8-4(a) and (c) for the Heritage Days Committee to extend the closing hours to 1:00 A.M. and the noise hour to 12:30 A.M. to allow the bands to play Friday, July 7, 2017 and Saturday, July 8, 2017 in Schuster Park for the 2017 Heritage Days event. All Aye. City Clerk Roehl reported that four bids were received on the Fire Department 1989 Chevy Step Van (ranging from $1,079 to $7,025). Fire Chief Matt Meyer recommends accepting the high bid from Tami Zimmerman, Baldwin, WI in the amount of $7,025. Motion Counsell, second Glassbrenner, to accept the high bid from Tami Zimmerman, Baldwin, WI in the amount of $7,025 for the Fire Department 1989 Chevy Step Van. All Aye. Mayor Mabie presented a request for Dylan’s Den for a co-fundraiser for Jayne Handt and Dylan’s Den. Handt has been diagnosed with breast cancer. The request was for use of the lower City parking lot (W. Fifth Street/West Street) on Monday, June 19, 2017 from 3:00 P.M. to 9:00 P.M. and access to the fire hydrant to fill a dunk tank. Director of Public Works Flynn stated that after discussion with the Mayor and Chief of Police Klueckmann, our recommendation is to treat this request as a “one-time special event” similar to the car show and to close West Street in front of Dylan’s Den from W. Fifth Street to the Alley (Armory Avenue). The Public Service Commission requires the City to charge $40 hookup charge for use of a hydrant – it would be less costly to work something out with the property owner for water to fill the dunk tank. This would be a one- time function – monthly functions should be held somewhere else. Mandy Krejci stated that Dylan’s Den is a resource center for families and they are applying for non-profit status. Motion Glassbrenner, second Quicker to grant permission to close West Street from W. Fifth Street to the Alley (Armory Avenue) on Monday, June 19, 2017 from 3:00 P.M. to 9:00 P.M. for a Dylan’s Den fundraiser. All Aye. The City Clerk presented the 2017 Recycling Grant funds received from the State of Wisconsin Department of Natural Resources in the amount of $9,324.71 (2016 - $8,852.90). Motion Counsell, Second Neville, to accept and appropriate the $9,324.71 Recycling Grant funds to Account No. 53620 Refuse and Garbage Collection. All Aye. Chief of Police Klueckmann reported on May, 2017 complaints, citations, warnings, investigation and new category added with this report for Transitions cases. In the month of May, 29 calls were to the Transitions facility on Boon Boulevard. They are not being good neighbors and as Chief of Police he cannot fix their problems and the Department will be pulling back from Transitions. Neillsville has a very long history dating back to the 1920’s with treatment facilities – The Winnebago Childrens Home, Sunburst, Lutheran Social Services-Homme Home, vacant period 2010-2016 and now Lutheran Social Services- Transistions. Transitions work with girls having been involved in the sex trafficking trade. Klueckmann reported on a May 16, 2017 meeting with several representatives from the State Department of Children & Families, Clark County and Lutheran Social Services. Ron Hermes, Director of Treatment Facility Licensing for the State of Wisconsin is doing an investigation. This is beyond our ability as a police department. Council Member Counsell questioned what the City can do – send reports to the state, issue citations, etc. Klueckmann state that Hermes is getting all the reports, the majority of issues center around a lack of control, there was an assault of one resident against another resident (we cannot not be involved). Transitions thinks our Department is not being cooperative. Klueckmann has been supportive since day one. City Attorney Wachsmuth stated that citation can be issued to individuals, but not to Transitions, they are within the City and our police force has to be there when needed. Mayor Mabie stated that he resents Transitions statement that the Chief is not being cooperative. The Chief has painted a dark picture and we should meet with the City Attorney to draft a letter. Council Member Counsell stated we should write a letter to the state licensing section requesting their license be pulled. Chief of Police Klueckmann met with Jerry Becker, A&W Restaurant, who told of girls from Transitions coming in and picking up cigarette butts and hassling his customers for a light with a guy in a white van or a girl on a walkie-talkie following them. These supervisors follow but don’t engage the girls in conversation, they just let them do whatever they want. Becker stated that when Homme Home was there, they were respectful and he had welcomed them into his business. Council Member Glassbrenner stated that the staff are afraid of the girls and have not been trained properly – can we as a Council do a resolution. Wachsmuth stated that we have no authority for a resolution, you can write a letter expressing your opinion, the Chief of Police can stop going beyond his duties, it is not our duty to find housing for a girl released from Transitions, using our time and resources. Chief of Police Klueckmann stated that he could not leave an underage girl out on the street. Klueckmann stated the four main issues related to the problems at the Transitions facility and communicated several times to their management are: undertrained staff, lack of control by staff over residents and facility, poor intake screening procedures and inappropriate use of sight and sound supervision. Mayor Mabie stated that the Neillsville Dairy Breakfast went very well on Sunday, June 11, 2017.
