COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM OCTOBER 10, 2017 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the Cemetery, equipment maintenance, picking up branches, mowing and mulching leaves, installed Fall decorations, set up and take down for Autumn Harvest Fest weekend, trimming and pruning trees, street sweeping, maintaining street lighting, working on decorative light pole bases, filling pot holes, hauling brush and compost, working on the Emerald Ash Bores Tree Grant project (41 trees have been cut from the boulevards), the bucket truck is at V & H Truck of Marshfield for repairs to the operator’s hand controls in the bucket lift, leaf pickup will be delayed until the end of October as the leaves are being slow to fall, a section of sewer line has been replaced on W. Twenty-First Street, work has begun on the Grand Avenue sanitary sewer line, the floating fountain will be removed this week from O’Neill Creek and so far no evidence of the Emerald Ash Borer has been found in the ash tree that have been removed. The Common Council met in regular session, Mayor Mabie presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Mabie reported on the October 2, 3, 5 and 9, 2017 meeting of the Finance Committee regarding: 1) presentation of department budgets, 2) a closed session at the October 9, 2017 meeting on the employee wage schedule for 2018, reconvening into open session, and 3) work on the 2018 budget. . Council Member Quicker reported on the October 10, 2017 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) reviewed the Third Quarter 2017 Water and Sewer Financial Statement. Mayor Mabie declared all reports filed as presented with the City Clerk Chief of Police Klueckmann reported on September, 2017 complaints, citations, warnings and investigations. Officer Fehlman received a Letter of Commendation for helping save a suicidal man’s life on September 9, 2017 (the man was threating to jump off the Black River Bridge on U.S. Hwy 10). Thirteen applications have been received for the Police Officer position and fourteen applications for the Police Secretary position. Fire Chief Matt Meyer reported on the last quarter Fire Department activities: monthly firemen meetings, work nights and practice trainings; participating in Community and area events-4th of July Fireworks, Heritage Days parade and firefighters challenge, Loyal Corn Festival parade, Granton Fall Festival parade and kickball tourney, Colby Cheese Days Firemen’s walk/run and Kronenwetter’s Firemen’s 5K run; burned brush piles for the Country Club and Highground; inspected two foster parents homes; gave fire extinguisher demonstrations; the Firemen’s Steak Feed served 628 steaks on October 7, 2017; the new Rescue Van is having issues with the diesel fuel tank sensor, it has been replaced and the new sensor was also defective; the City has two Engines a 1995 and 1978-the City 1978 International is 39 years old and needs to be replaced in the near future-estimated cost $350,000 to $400,000. Council Member Glassbrenner reported that the Deputy Clerk-Treasurer Boyer and he were part of the five member Clark County Taxi Service Committee to review new taxi provider proposals for 2018 to 2022. Only one proposal was received from Abby Vans, Inc., Neillsville. The proposal was evaluated based on State criteria and the contract was validated for Abby Vans, Inc. for the Clark County Taxi Service/City of Neillsville Taxi Service requirements. The Affidavit of Cost was opened-$26.12 per hour for the 1st and 2nd years, $26.39 for year 3, $26.66 for year 4 and $26.93 for year 5. The 1st and 2nd years are set, but years 3, 4 and 5 could be less, but they cannot exceed the bid amount. Abby Vans, Inc. operates in 39 counties and has 158 vehicles on the road. The contract was awarded to Abby Vans, Inc. and submitted for State approval. Linda Montgomery, 315 Hewett Street, distributed a handout on “Laws that Govern the Use of Electric Scooter and Mobility Scooters on the Highways” as printed from the internet. Montgomery objects to Ordinance No. 1055-An Ordinance Creating Sec. 8-1-9 Use of Sidewalk, passed by the Council on August 22, 2017 Montgomery stated her rights regarding the ADA and needing the scooter to get around, the sidewalks are unsafe and hurting her physically, the children riding on her scooter are safe and do not block her visibility. Discussion on the ordinance defining a pedestrian and people using scooters being safe away from traffic. Montgomery became verbally louder making accusations against a Council Member, the Clark County Judge and Neillsville Police Officers. Police Officers escorted Montgomery from the Council Room. City Clerk Roehl presented Notice of Application for Issue of Tax Deed from Clark County Treasurer Mary Domanico regarding City Parcel No. 968, owner Kay Christie, property address 514-518 Hewett Street, dated October 3, 2017. Christie has three months from date of service to redeem the property. . Tavern Operator’s License Applications: Jessica J. Kreitlow. Motion Neville, second Quicker, to grant. All Aye.
