COMMISSION ON PUBLIC WORKS/UTILITIES
COUNCIL ROOM
AUGUST 28, 2018
6:45 P.M.
The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding.
On roll call: Mayor Mabie absent, all other members present.
The minutes of the previous meeting were declared approved.
Chair Quicker presented Director of Public Works Flynn’s report on two burials at the
Cemetery, equipment maintenance, mowing and weed trimming cemetery and parks,
watering flowers, preparing ballfields, completed repairs to the Schuster Park tennis courts,
working on clearing Listeman Arboretum trails, trimming and pruning trees, maintaining
street lighting, filling potholes, hauling brush and compost to the old landfill, street
sweeping is ongoing, the old landfill has been mowed and low areas filled, the FEMA house
at 822 Grand Avenue will have the power, gas lines and asbestos removed within the next
week-once these items are done the contractor can schedule the demolition, fixing storm
sewer inlets and adjacent sinkholes, paving is complete as we have run out of money for the
year, work on the floating fountain pump and motor (cost estimate $2,700), the storm last
night brought down a few trees and a lot of branches, which the City crew will pick up if
placed on the curb, the Cemetery was hit hard, City Attorney Wachsmuth sent a letter to The
Clark County Humane Society regarding a zoning violation (warehousing goods) at
600 Hewett Street and a letter was received from Chuck Wegner, The Clark County Humane
Society, disputing the alleged zoning violation.
Motion Neville, second Glassbrenner, that Water Bills No. 208 to 237 in the amount of
$30,677.21 and Sewer Bills Nos. 132 to 150 in the amount of $31,515.81 be paid. All Aye.
Motion Counsell, second Clough, to adjourn. All Aye.

The Common Council met in regular session, President of the Council Glassbrenner
presiding. On roll call: Mayor Mabie absent, all other members present. The Pledge of
Allegiance was recited.
The minutes of the previous meeting were declared approved.
Council Member Counsell reported on the August 9, 2018 meeting of the Historic
Preservation Committee regarding: 1) discussion on and conditional approval of a $500
grant for Chris and Nicky Keller, 218 Clay Street, based on the sale of the house, 2)
discussion on 2019 calendar pictures, 3) discussion on the 2018 Christmas Tour of Homes-
the dates are November 30, 2018 and December 1, 2018 and 4) discussion on the Fall State
meeting.
Council Member Quicker reported on the August 28, 2018 meeting of the Commission on
Public Works/Utilities regarding: 1) current activities and 2) payment of bills.
President of the Council Glassbrenner declared all reports filed as presented with the City
Clerk.
Jerilyn St. Amand, Sunset Place, stated her opinion that Council Member Counsell was very
disrespectful of Mayor Mabie at the last Council meeting and questioned how Jon Counsell
under “Appearances” could ask a direct question of a member when at a previous meeting
Linda Montgomery was told by Council Member Counsell she could not.
President of the Council Glassbrenner told St. Amand that she could disagree with the
Council, but personal attacks on an individual member wouldn’t be allowed.
St. Amand questioned how one person can have more rights, just because of who they know.
President of the Council Glassbrenner read Mayor Steven J. Mabie’s Letter of Resignation.
President of the Council Glassbrenner stated he feels bad that this had to happen, Mabie had
19+ years of service to the City, and we thank him for his service and what he has done for
the City.
Motion Quicker, second Clough, to accept Mayor Steven J. Mabie’s Letter of Resignation
effective August 15, 2018. All Aye.
President of the Council Glassbrenner stated the next item is the Mayoral vacancy.
City Attorney Wachsmuth stated the Common Council fills the vacancy by appointment.
The Mayor’s current term ends in 2020.
Council Member Clough asked about election timing.
City Clerk Roehl stated the next City election would be in April of 2019.
City Attorney Wachsmuth stated that she had contacted the League of Wisconsin
Municipalities. The Council could agree to order a special election, but the item would have
to be on the agenda for discussion and action. An appointment would still be needed for the
interim.
Motion Quicker, second Counsell, to appoint Charles W. Glassbrenner as Mayor for the
remainder of the term (2020). Council Member Neville abstained. All other members-Aye.
Motion carried.
City Clerk Roehl swore in Charles W. Glassbrenner as Mayor.
Mayor Glassbrenner stated that he would present recommendations for First Ward Council
Member and President of the Council at the next meeting.

Motion Neville, second Clough, to grant all the listed licenses. All Aye.
Motion Quicker, second Clough, that City Bills Nos. 810 to 860 in the amount of
$753,439.44 be paid. All Aye.
