COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM DECEMBER 11, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Chair Quicker recognized Luke Friemoth, Water Operator, for completion of the Public Works Management Institute Certification Program at the U-W Madison College of Engineering Department of Engineering Professional Development. Director of Public Works Flynn reported on two burials at the Cemetery, equipment maintenance, sidewalk snow removal, trimming and pruning trees, maintaining street lighting, filling potholes, hauling compost and brush to the landfill, the Water Department is in the process of reading meters, the Sewer Department is doing manhole maintenance and adjusting the surface rings, leaf pick up is complete, in the process of removing five very large pine trees along East Street, we have had two power outages from trees breaking off in the past, the tree have reached the end of their useful life. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM DECEMBER 11, 2018 7:00 P.M. The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Glassbrenner reported on the November 27, 2018 meeting of Personnel Committee regarding discussion on and recommendation to adopt a Police Department Officer Pre- Employment Agreement. Mayor Glassbrenner reported on the November 28, 2018 meeting of the Police and Fire Commission regarding: 1) a closed session to interview Police Officer candidates and 2) reconvening into open session authorizing Chief of Police Klueckmann to proceed with the hiring process for the vacant police officer position. Council Member Weiers reported on the December 10, 2018 meeting of the Parks and Recreation Board regarding: 1) current activities of the Parks Department, 2) presentation of and discussion on grant application for 30% Room Tax-Parks and Recreation funds and 3) the recommendation to approve a grant to the Parks Department for assistance with the construction of the new bandstand at Schuster Park-$7,559.67. Council Member Quicker reported on the December 11, 2018 meeting of the Commission on Public Works/Utilities regarding: 1) recognition of Luke Friemoth, Water Operator, for completion of the Public Works Management Institute Certification Program at the U-W Madison College of Engineering Department of Engineering Professional Development and 2) current activities. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Mayor Glassbrenner asked if there were any questions on the Personnel Committee item. Motion Quicker, second Weiers, to accept the recommendation to adopt a Police Department Officer Pre-Employment Agreement. All Aye. Mayor Glassbrenner asked if there were any questions on the Parks and Recreation Board item. Motion Clough, second Quicker, to accept the recommendation to approve a grant of $7,559.67 from the 30% Room Tax-Parks and Recreation Funds for assistance with the construction of the new bandstand at Schuster Park. Council Member Counsell-Nay. All other members-Aye. Motion carried. City Clerk Roehl presented a 2018 Budget Amendment Transfer Request to transfer from Retirement (savings because of police officer vacancies) and Health Insurance (savings because two City employees have changed plan type and police officer vacancies) to Public Safety-Fire Department-Vehicles (for the future fire truck purchase), Street Construction Outlay (to cover both Prospect Street and E. Sixth Street project cost over runs and for future street projects) and Parks Outlay (for future park projects). This is a one-time opportunity to add these funds without impacting either the 2018 or 2019 budgets negatively. Discussion followed. Motion Counsell, second Clough, to authorize a 2018 Budget Amendment Transfer from Account No. 51971 City Retirement Expense ($-5,000) and Account No. 57193-130 Hospital Insurance Expense-Hospital Insurance ($-37,000) to Account No. 57220 Public Safety-Fire Department Outlay-Vehicles ($+20,000), Account No. 57330 Street Construction Outlay ($+20,000) and Account No. 57620 Parks Outlay ($+2,000). All Aye. City Clerk Roehl reported on receiving the recorded deed for the former Christie property at 514-518 Hewett Street. Discussion followed on working with the Historic Preservation Commission about additional considerations; being more selective about how and to whom the property is sold, since it is on the historic register and in the middle of our downtown historic district; it will require some fixing up; and weighing the difference between just the highest price and what is best for our downtown. Motion Counsell, second Quicker, to refer the former Christie property at 514-518 Hewett Street to the Property Committee for further review. All Aye. Chief of Police Klueckmann reported on November 2018 complaints, citations, warnings and investigations. Council Member Clough reported on a business scam. A local restaurant received a telephone call from a person identified as Blake Thompson, no organization name given, stating they were chosen as “Best of Neillsville”. Thompson then tried to ask additional questions trying to get information. It is a scam no local organization is doing a “Best of Neillsville” program. Hotel/Motel Room Tax Permit Applications: Tuft’s Mansion, LLC, James Voss, Agent, 26 Hewett Street Motion Quicker, second Counsell, to grant. All Aye. Tavern Operator’s License Applications: Cassie J. Block and James A. Sampson Motion Neville, second Clough, to grant all the listed licenses. All Aye. Motion Neville, second Quicker, that City Bills Nos. 1168 to 1230 in the amount of $136,347.13 be paid. All Aye. Motion Counsell, second Weiers, to adjourn.
