COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM DECEMBER 26, 2018 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on two burials at the Cemetery, equipment maintenance, street and sidewalk snow removal, trimming and pruning trees, maintaining street lighting, filling potholes, hauling brush, compost and chips to old landfill, the Water Department has finished meter reading, the Sewer Department repaired a water leak at the Sewer plant and a sewer main break along O’Neill Creek, completed removal of six very large pine trees along East Street, maintaining Christmas decorations and the crew is using up vacation days. Motion Neville, second Counsell, that Water Bills Nos. 329 to 361 in the amount of $85,695.03 and Sewer Bills No. 206 to 229 in the amount of $60,900.89 be paid. All Aye. Roehl, Clerk ************ COMMON COUNCIL COUNCIL ROOM DECEMBER 26, 2018 7:00 P.M. The Common Council met in regular session, Mayor Glassbrenner presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Neville reported on the December 12, 2018 meeting of the Heritage Days Committee regarding: 1) financial report, 2) Miss Neillsville update, 3) booking the band “Hyde” and 4) discussion on petting zoo, bands, tent set up, movie night, glow run and food vendors. Council Member Quicker reported on the December 20, 2018 joint meeting of the Property Committee, Historic Preservation Commission and Common Council regarding: 1) a walking tour of the former Christie property at 514-518 Hewett Street, 2) discussion on future property rehabilitation needs, use and sale and 3) discussion on developing a sale advertisement for the this historic property-no action taken. Mayor Glassbrenner reported on the December 20, 2018, joint meeting of the Personnel Committee and Police and Fire Commission regarding a closed session on non-union employees, which adjourned in closed session-no action taken. Mayor Glassbrenner reported on the December 20, 2018 meeting of the Neillsville Community Fire Hall Board regarding: 1) payment of bills, 2) current activities and 3) the payment of the 2019 operating and capital budget support payments due by March 31, 2019. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. City Clerk Roehl reported that Joseph Anason has collected Eagle Scout project donations totaling $9,132 for the Schuster Park Bandstand. Motion Quicker, second Clough, to accept and appropriate $9,132 to Account No. 57620 Parks Outlay and to thank Anason and all the donors. All Aye. City Clerk Roehl reported that no bids were received on Parcel No. 261.0194.000, 303 W. Fifteenth Street, the former Amy Symington property. City Clerk Roehl reported on receiving a check for the CDBG Emergency Assistance Program (EAP) Grant from Chippewa County Housing Authority for the FEMA Floodplain House Removals project in the amount of $15,778.81. This represents the City’s 12 ½% share of the project. Total project cost-$126,230.48 Motion Counsell, second Weiers, to accept and appropriate the $15,778.81 CDBG Emergency Assistance Program (EAP) Grant to Account No. 56600 Urban Development. All Aye. Council Member Clough reported that he has been approached by a citizen about opening all City streets for ATV use. The Clark County Board has approved opening all County Trunk Roads for ATV use at posted speed limits. Hotel/Motel Room Tax Permit Applications: Black Water Lodges, Beth Darst, Agent, 1214-1216-1218 W. Fourth Street Motion Counsell, second Quicker, to grant. All Aye.
