COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JUNE 11, 2019 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Counsell absent. All other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on four burials at the Cemetery, equipment maintenance, mowing and trimming Cemetery and parks, preparing ballfield, Schuster Park South restroom has the block work and roof completed, trimming and pruning trees, maintaining street lighting, filling potholes, hauling brush and compost, Water Department is cleaning up winter water leaks, sidewalks and approaches repairs, Sewer Department is doing lift station maintenance, street sweeping, opening storm sewers, repaired storm sewer inlets, did a tree inspection with the Contractor who planted the (90) Emerald Ash Borer Tree Grant trees last year-they will be replacing several (14) trees under warranty that did not survive. Dave Krugler, MSA Professional Services, Inc., presented the Neillsville Hospital-Sanitary Wastewater Capacity Analysis. The analysis confirms that the existing Wastewater Treatment Facility has excess hydraulic capacity to treat the wastewater load from the new hospital facility. The sanitary sewer collection system can readily handle the peak flows from the hospital along with the existing flows from the City. These findings are based on the hospital producing domestic strength wastewater. They recommend surveying the sewer lines on US HWY 10, Clay Street and along O’Neill Creek and requesting an estimate of wastewater strength expected from the new hospital. Director of Public Works Flynn stated that Spring thaws have caused the rapid breakup of E. First Street and we don’t have the funds to repair it. Flynn requested a street construction project change from W. First Street (Hewett Street to Grand Avenue) to E. First Street (Court Street to State Street). The budget funding for each are about the same at $24,885.00 Motion Glassbrenner, second Clough, to recommend to the Common Council to change the street construction project from W. Council Member Neville reported on the May 30, 2019 meeting of the Heritage Days Committee regarding: 1) financial report, 2) Miss Neillsville update, 3) golf outing update, 4) discussion on parade letter and 5) discussion on volunteers. Mayor Glassbrenner reported on the June 5 and 10, 2019 meeting of the Police and Fire Commission regarding: 1) a closed session on Chief of Police applicants-the meeting adjourned in closed session; and 2) a closed session on Chief of Police applicants-the meeting adjourned in closed session. City Clerk Roehl reported on the June 11, 2019 meeting of the Illegal Tax Committee regarding the recommendation that the former Symington property, 303 W. Fifteenth Street (Parcel No. 261.0194.000) net special charges, special assessments and real estate taxes deficiency of $5,422.84 be written off. ORDINANCE NO. 1056 AN ORDINANCE AMENDING SEC. 8-3-10 SNOWMOBILE ROUTES AND TRAILS DESIGNATED The Common Council of the City of Neillsville does hereby ordain as follows: Section 8-3-10(a) is repealed as to all-terrain vehicles. Section 8-3-10(am) is created to read: (am) ALL-TERRAIN AND UTILITY TERRAIN VEHICLE ROUTES DESIGNATED. (1) The following roads in the City of Neillsville, Clark County, Wisconsin, shall be designated as an all-terrain and utility terrain vehicle routes: a. All roadways within the City of Neillsville that have been properly posted and which are maintained by the City personnel, except: i. Highway 73 (including Hewett Street, Black River Road and Grand Avenue in the locations they travel on Highway 73) to the City limits.  ii. Highway 10 (Division Street in the location it travels on Highway 10) to the City limits.
