COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM AUGUST 27, 2019 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Chair Quicker presented Director of Public Works Flynn’s report on four burials at the Cemetery, equipment maintenance, mowing and trimming Cemetery and Parks, preparing ballfields, cutting trees and brush in the Listeman Arboretum to open the trails, the Schuster Park walkway lights have been shipped, trimming and pruning trees, the O’Neill Creek fountain has been repaired and installed, sent out letters to property owners to repair sidewalks, maintaining street lighting, filling potholes, street sweeping, hauling brush and compost, maintaining ATV trail signs, Willow Street from E. Sixth Street to E. Seventh Street South is complete for this year, started E. First Street from Court Street to State Street, the Sewer Department is in the process of installing three manholes on Clay Street, the Water Department has completed flushing water mains. Motion Weiers, second Counsell, that Water Bills Nos. 215 to 242 in the amount of $82,008.17 and Sewer Bills Nos. 158 to 181 in the amount of $48,190.84 be paid. All Aye. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Glassbrenner reported on the August 20, 2019 meeting of the Economic Development Commission regarding: 1) a closed session deliberating the sale of Industrial Park land and 2) reconvening into open session with the recommendation to accept the offer from Xcel Energy for Parcel No. 261.1376.007 in the amount of $29,200.00. Mayor Glassbrenner reported on the August 21, 2019 meeting of the Personnel Committee regarding: 1) discussion and recommendation to increase Patrick Fehlman’s hourly wage rate temporarily as Interim Chief of Police to $26.50 per hour from his $23.66 per hour current rate, effective immediately, 2) discussion on and recommendation of a non-union employee Wage Schedule for 2020 to the Finance Committee and 3) discussion on employee health insurance premium cost split. Council Member Quicker reported on the August 27, 2019 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) payment of bills. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. Jerilyn St. Amand, Sunset Place, thanked the Council for giving Interim Chief of Police Fehlman a raise and thanked Fehlman for his additional work. Mayor Glassbrenner asked if there were any questions on the Economic Development Commission item (2). The land is located on the northside of Industrial Park Drive between Figi’s and Boonland’s warehouse. Motion Counsell, second Quicker, to accept the recommendation to accept the offer from Xcel Energy for Parcel No. 261.1376.007 in the amount of $29,200.00. All Aye. Mayor Glassbrenner asked if there were any questions on the Personnel Committee item (1). All Aye. The Council thanked Fehlman for his continued service as Interim Chief of Police in addition to his regular duties. City Clerk Roehl reported on receiving a $2,500.00 donation from the Motorhead Mafia Car Club for a merry-go-round in Schuster Park. Motion Neville, second Clough, to accept and appropriate $2,500.00 to Account No. 57620 Parks Outlay and to thank the Motorhead Mafia Car Club for their donation. All Aye. Mayor Glassbrenner reported attending a taxi meeting at the Courthouse. The Neillsville Taxi ridership is holding its own. Council Member Counsell stated that the Marshfield Medical Center-Neillsville groundbreaking on August 19, 2019 had a nice presentation and a good show of support from those attending. City Clerk Roehl reported that with the resignation of Sean Duffy, Seventh District Representative in Congress, there will likely be a special election called this Fall. “Class A” Fermented Malt Beverages License Application: Applegreen Midwest, LLC, Holiday #36, Scott W.
