COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM FEBRUARY 25, 2020 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Quicker presiding. On roll call: Council Member Counsell absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on no burials at the Cemetery, equipment maintenance, streets and sidewalks snow and ice removal, salting and sanding, hockey rink cleaning and flooding, preparation set up and take down for Winter Carnival, trimming and pruning trees, chipping brush, removed a large hazardous branch on Court Street, maintaining street lighting, filling potholes, hauling brush and compost, burned brush pile, the Sewer Department is doing lift station and plant maintenance and assisted the Water Department with main and lateral breaks, the Water Department repaired a water main break on W. Fifth Street and a water lateral leak on N. Grand Avenue, meter change outs and adding radio readouts and a successful test run on radio drive by readouts. Flynn stated our interim phosphorus limit is 1.0 mg/l going to 0.8 mg/l on June 30, 2020, however we have to pay a penalty for anything over 0.2 mg/l at $52.02 per pound. This year the cost is $58,519.38 (last year it was $5,238.32) paid to six other counties (Clark County has no program itself). After discussion with MSA Engineers the following action plan will be implemented: Operational Changes-decanting operations will be scheduled to coincide with low flows, with the chemical feed rate of alum manually increased; Chemical Phosphorus Removal-manually adjusting the chemical feed pump during high flows and installing a metering pump that is a automatically controlled, if the alum does not consistently reduce phosphorus concentration we may have to pilot test another chemical (RE300); and Reduce Influent Sources-no point sources have been identified. The City continues to talk with commercial and industrial wastewater contributors. On roll call: Council Member Counsell absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. City Clerk Roehl reported on the February 25, 2020 meeting of the Finance Committee regarding discussion on and recommendation to approve construction of a new Cemetery/Parks building, contingent upon approval by the Planning Commission with a maximum project cost cap of $360,000 and to authorize the City Clerk to request loan proposals from local financial institutions. Council Member Quicker reported on the February 25, 2020 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, 2) discussion on phosphorous payments to six other counties as a penalty of exceeding phosphorus limits and an action plan to help reduce these payments and 3) payment of bills. Mayor Glassbrenner declared all reports filed as presented with the City Clerk. City Attorney Wachsmuth reported on the two billboard lease agreements in the City’s Industrial Park with Schubert and Hoey Outdoor Advertising, Inc. Rental fees are based on size, location, electricity or not-these billboards are 12 feet by 20 feet. The renewal contracts are for five years, with an annual payment of $600 per year per billboard. Motion Weiers, second Clough, to authorize the renewal of the two Industrial Park billboard lease agreements with Schubert and Hoey Outdoor Advertising, Inc., at a rental fee of $600 per year per sign on five-year contracts (2020-2025). All Aye. City Attorney Wachsmuth reported on the case against Lloyd Meyer for refusing to sign off on the City’s paid off land contract with him. Meyer has requested and been granted a substitute judge, which reschedules the hearing to April 27, 2020. Meyer has also filed a response with the substitution request, which appears to be a stalling tactic. Wachsmuth has also filed a motion for summary judgement along with a default motion.
