COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 28, 2020 6:45 P.M. The Commission on Public Works/Utilities meeting in regular session was called to order by Mayor Murphy. On roll call: all members present. The minutes of the previous meeting were declared approved. Mayor Murphy asked for nominations for Chair of the Commission on Public Works/Utilities for the upcoming year. Council Member Neville nominated Council Member Clough. Mayor Murphy called three times for other nominations. Motion Neville, second Weiers, to close nominations and cast a unanimous ballot for Council Member Clough as Commission Chair. Council Member Clough abstained. All other members – Aye. Motion carried. Mayor Murphy turned the meeting over to Chair Clough. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, raking road shoulders, trimming and pruning trees, picking up branches, all parks and City playgrounds have been ordered closed by the Coronavirus (COVID-19), chipping brush, maintaining street lighting, filling potholes, hauling brush and compost, picking up brush curbside, covered snow sand pile according to DNR requirements, opening storm drains, street sweeping in downtown area and highway, Spring clean-up is in progress, the Sewer Department is doing lift station, plant and bar screen maintenance (issues with people flushing wipes, paper towels, rags, etc.), a contractor is cleaning sewer main at various/locations, the Water Department is doing meter changes and adding radio readouts. City Clerk Roehl opened and read the following asphalt bids: American Asphalt of Wisconsin, Mosinee WI - $ 78.70 per ton full width road paving $130.65 per ton patch paving Pavement Consulting Services, LLC, Eau Claire, WI – 1-20 tons - $325.00 per ton 21-100 tons - $176.00 per ton 101-200 tons - $118.00 per ton 201-300 tons - $112.00 per ton 301-400 tons - $106.00 per ton 401-500 tons - $102.00 per ton 501-750 tons - $ 99.00 per ton 751-1,000 tons - $98.00 per ton Director of Public Works Flynn stated the bids are based on an estimated use of 1,000 tons for City use only. Discussion followed. Motion Murphy, second Weiers, to recommend to the Common Council to accept the American Asphalt of Wisconsin, Mosinee bid in the amount of $78.70 per ton full width road paving and $130.65 per ton patch paving. Director of Public Works Flynn presented a quote from Sand Creek Consultants, Inc., Amherst for abandonment of the current MW-4 old landfill monitoring well, installation of a replacement well and consulting services – estimated cost $4,200.00. Motion Counsell, second Neville, to recommend to the Common Council to accept the Sand Creek Consultants, Inc., Amherst quote in the estimated amount of $4,200.00 for the abandonment of the current MW-4 old landfill monitoring well, installation of a replacement well and consulting services. All Aye. Director of Public Works stated that Mayor Murphy has asked him to look into an electronics recycling event. The last one was in October, 2018 with Occupational Development Center taking the items. They no longer do it. Flynn is contacting other sources for prices, however what he has found so far is that it is cheaper to take the items to Clark Recycling, US Hwy 10 East of Neillsville (they charge by the pound). City Clerk Roehl presented the First Quarter 2020 Water and Sewer Financial Statements. Motion Neville, second Clough, that Water Bills Nos. 101 to 130 in the amount of $49,910.56 and Sewer Bills Nos. 72 to 92 in the amount of $50,465.77 be paid. All Aye. Council Member Neville reported on the April 19, 2020 meeting of the Heritage Days Committee regarding: 1) update on Miss Neillsville activities and ordering supplies for 2020, 2) discussion on band contracts at the next meeting, pottery, face painting, caricaturist, A & W sponsor and possible grand marshals for the parade. Mayor Murphy reported on the April 21, 2020 meeting of the Board of Health regarding: 1) Health Officer Bakker’s City annual health report and activities for 2019-2020, 2) discussion on and approval that each Council Member do an individual tour of their wards with the Director of Public Works and 3) discussion on and approval to put a notice of the Board of Health tour in the paper. Council Member Clough reported on the April 28, 2020 meeting of the Commission on Public Works/Utilities regarding: 1) election of Council Member Clough as Commission Chair, 2) current activities, 3) opening, discussion on and recommendation to accept the American Asphalt of Wisconsin, Mosinee, bid in the amount of $78.70 per ton full width road paving and $130.65 per ton patch paving, 4) discussion on and recommendation to accept the Sand Creek Consultants, Inc., Amherst quote in the estimated amount of $4,200.00 for the abandonment of the current MW-4 old landfill monitoring well, installation of a replacement well and consulting services, 5) discussion on electronics recycling, 6) reviewed the First Quarter 2020 Water and Sewer Financial statements and 7) payment of bills. Mayor Murphy declared all reports filed as presented with the City Clerk. Mayor Murphy asked if there were any questions on the Commission on Public Works/Utilities items (3 and 4). City Clerk Roehl opened and read the following proposals for a $360,000.00 loan to finance the construction of a new Cemetery/Parks building at the Cemetery: Citizens State Bank – 2.90%, five-year repayment Unity Bank – 2.95%, five-year repayment Associated Bank – 2.58%, five-year repayment Motion Neville, second Counsell, to accept the Associated Bank proposal for financing the $360,000.00 Cemetery/Parks building loan at 2.58% with no fees and five-year repayment. All Aye. City Attorney Wachsmuth read Daryn Horn’s Letter of Resignation from the Planning Commission. Motion Counsell, second Neville, to accept the resignation of Daryn Horn as member of the Planning Commission and thank him for his service to the City. All Aye. Mayor Murphy recommended Natalie Erpenbach as a member of the Planning Commission. Motion Clough, second Harnisch, to accept the recommendation and appoint Natalie Erpenbach as member of the Planning Commission (2021). All Aye. Chief of Police Mankowski reported on a discussion at the Clark County Sheriff’s Department. If an employee is mandated to stay at home, because of the Coronavirus (COVID-19), how will employee be paid. City Attorney Wachsmuth stated the Neillsville Emergency Order: Employee Leave dated March 30, 2020 grants 80 hours of Public Health Leave to full-time employees for COVID-19 reasons during this public health emergency. The Federal government also has 80 hours as part of their Federal Coronavirus Family Act. Council Member Counsell stated that if an employee receives a COVID-19 payment they cannot also take unemployment. Chief of Police Mankowski reported on being contacted by Hansen’s IGA about taking intoxicating beverages and beer outside for curbside delivery/pick-up during the current order. Discussion followed about people not wanting to enter the store. Chief of Police Mankowski stated that the sales clerk must be a licensed server and verify that the person picking up/receiving delivery is 21 years of age. City Attorney Wachsmuth reported on the case against Lloyd Meyer for refusing to sign off on the City’s paid off land contract with him. Meyer wrote a letter to the substitute judge stating that he does not want a telephone hearing and the judge granted the request. The hearing date is now June 22, 2020. City Clerk Roehl reported that the Board of Review will be Monday, May 18, 2020 from 8:00 A.M. to 10:00 A.M., because of the Special Election for Partisan Office for the District 7 Representative to Congress is on the regular Common Council meeting date of May 12, 2020 that meeting has been rescheduled to Monday, May 18, 2020 at 10:15 A.M.
