COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM JUNE 9, 2020 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Flynn reported on one burial at the Cemetery, equipment maintenance, mowing and weed trimming Cemetery and parks, watering flowers, mowing some residential properties, trimming and pruning trees, removed a large fallen tree on W. Sixth Street, chipping brush, maintaining street lighting, filling potholes, hauling brush and compost, cleaning up storm damage trees, storm sewer repairs, street sweeping, street construction – preparing patch areas for paving, will be replacing 150 feet of curb and gutter on W. First Street (Hewett Street to Grand Avenue) once Wisconsin Gas has finished installing a new gas line, placed the floating fountain in O’Neill Creek after repairs were made, replaced 20 feet of sidewalk and driveway approach at Clay Street and Armory Avenue, replaced 50 feet of curb and gutter on Hewett Street by the TDS building, replaced 50 feet of curb and gutter on W. Fifth Street by the IGA, the Sewer Department is doing plant and lift station maintenance, the Water Department is doing meter change outs, adding radio readouts and reading meters and Flynn will be on vacation from June 22 through July 1, 2020. Director of Public Works Flynn announced his official retirement date will be August 31, 2020 after 23 years (1997-2020) with the City of Neillsville. Motion Neville, second Weiers, to adjourn. The Common Council met in regular session, Mayor Murphy presiding. On roll call: all members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Murphy reported on the June 4, 2020 meeting on the Commission on Economic Development regarding: 1) discussion on creating a City of Neillsville COVID-19 Small Business Grant program, guidelines and application process, 2) the recommendation to set $25,000 as the maximum program total for the City of Neillsville COVID-19 Small Business Grant program, with the maximum grant of $1,000 per applicant and the applicant submission dates of June 15, 2020 through July 15, 2020, 3) a closed session on the economic development loan request from BMAA Enterprises, LLC and 4) reconvening into open session with the recommendation to offer Bruce Rakestraw, BMAA Enterprises, LLC a $20,000 economic development loan at 2.58% for five years, with no pre-payment penalties for roof top heating and cooling units, with Bruce Rakestraw’s personal guarantee and if accepted by Rakestraw, paperwork will be completed. Mayor Murphy reported on the June 9, 2020 meeting of the Police and Fire Commission regarding: 1) a closed session to interview candidates for regular full-time police officer and other part-time police officer positions and 2) reconvening into open session to proceed with the hiring process background checks and testing. Council Member Clough reported the June 9, 2020 meeting of Commission on Public Works/Utilities regarding current activities. Mayor Murphy declared all reports filed as presented with the City Clerk. Mayor Murphy asked if there were any questions on the Commission on Economic Development items (2 and 4). Discussion on the COVID-19 Small Business Grant program. Motion Neville, second Counsell, to accept the recommendation to set $25,000 as the maximum program total for the City of Neillsville COVID-19 Small Business Grant program, with the maximum grant of $1,000 per applicant and the applicant submission date of June 15, 2020 through July 15, 2020. Motion Counsell, second Weiers, to accept the recommendation to offer Bruce Rakestraw, BMAA Enterprises, LLC a $20,000 economic development loan at $2.58% for five years, with no pre-payment penalties for roof top heating and cooling units, with Bruce Rakestraw’s personal guarantee, and if accepted by Rakestraw, paperwork will be completed. City Clerk Roehl present the Associated Appraisal Consultants, Inc., Greenville, WI contract for Full Revaluation Assessment Services for assessment year 2021 at a cost of $74,050 plus postage. The Board of Review at its’ annual meeting on May 18, 2020 has recommended the City proceed with a full revaluation in 2021. Motion Counsell, second Clough, to accept the Board of Review recommendation to proceed with a full revaluation in 2021 and authorize the Mayor to sign the Associated Appraisal Consultants, Inc., Greenville, WI contract for Full Revaluation Assessment Services for assessment year 2021 at a cost of $74,050 plus postage. All Aye. City Clerk Roehl presented the 2020 Recycling Grant Funds received from the State of Wisconsin Department of Natural Resources in the amount of $9,942.70 (2019-$9,947.27). Motion Weiers, second Neville, to accept and appropriate the $9,942.70 Recycling Grant funds to Account No. 53620 Refuse and Garbage Collection. All Aye. Director of Public Works Flynn stated that the Neillsville MHC (mobile home court) 210 E. Division Street has a number of non-compliance issues and discussion with the owners and local management has not been showing progress. A trailer was removed leaving a hole and open sewage pipe, vacant lots have not been mowed, furniture and large items have not been disposed of, accumulation of trash, an abandoned truck and boat, and residents feeding feral cats. Council Member Counsell stated that before the City renews their license, they should get a letter telling them what needs to be done. City Attorney Wachsmuth stated the City could cite them, which can be done on a regular basis, until compliance is achieved. Once you hit their pocketbook compliance usually follows. Council Member Harnisch questioned how not issuing the license renewal would affect those residents who take care of their property. Where are they going to go. City Attorney Wachsmuth stated that if the license is not renewed and the trailer park is forced to close the trailers would have to be moved, however most owners come into compliance without displacing their residents. Director of Public Works Flynn stated the residents need to talk to the park owners and the City Clerk’s office has five mobile home parking fees which have not been paid. Motion Counsell, second Neville, that Director of Public Works Flynn provide City Attorney Wachsmuth with the non-compliance information and City Attorney Wachsmuth be directed to write a letter to the Neillsville MHC owners. All Aye. Chief of Police Mankowski reported on May, 2020 complaints, citations, warnings, investigations and business checks. He is working on the parking permit issue, but the Council needs to decide on the fee (which is currently $15.00 per quarter). The party with the flat tire and fluid leak has been contacted. When the new permits are issued there will be an application to collect names and contact phone numbers. Liquor and beer license application inspections have been completed. Interviews for regular full-time police officer and other part-time police officer positions were held and conditional offers of employment have been made pending background checks and testing. Once a new officer is on staff consideration is being given to having two officers on during the evening. Council Member Clough stated with all that is going on across the Country, he wanted the Police Department to know our police officers have our support and backing. Chief of Police Mankowski stated we appreciate that and will be reviewing the “use of force” policy. City Clerk Roehl reported that the City received a Certificate of Appreciation from the Highground for the City’s continued support.
