COMMISSION ON PUBLIC WORKS/UTILITIES
COUNCIL ROOM
DECEMBER 27, 2022
6:45 P.M.
The Commission on Public Works/Utilities met in regular session, Chair Clough presiding.
On roll call: all members present.
The minutes of the previous meeting were declared approved.
Director of Public Works Friemoth reported on four burials at the Cemetery, snow removal,
resetting timers due to power outages, picking up snow piles, brush clean up, trimming
branches, salting streets, equipment maintenance, Water Department-daily testing and well
rounds, meter reading, snow removal around wells and treatment plant, generator
maintenance, Sewer Department-daily testing and rounds, snow removal around plant and
lift stations, the sewage treatment plant was out of power for 22 hours (December 15, 2022
snow and wind storm), generators provided emergency backup power, dealing with power
outages at the plant and lift stations, insulated the bar screen and influent channel, 24 hour
notices to shovel sidewalks will be going out, if not shoveled the City will do it and the
property owner will be billed.
Director of Public Works Friemoth reported on going to court on an ordinance violation
against Code 10-1-40 Uses Prohibited (c)(5) at 624 Hewett Street. The plaintiff did not
show up. The building is being used to warehouse and store materials and products not sold
on the premises.
Motion Counsell, second Perrine, that Water Bills Nos. 298 to 326 in the amount of
$57,419.48 and Sewer Bills Nos. 211 to 226 in the amount of $47,733.14 be paid. All Aye.

The Common Council met in regular session, Mayor Poeschel presiding. On roll call: all
members present. The Pledge of Allegiance was recited.
The minutes of the previous meeting were declared approved.
Council Member Neville reported on the December 15, 2022 meeting of the Neillsville
Community Fire Hall Board regarding: 1) payment of bills, 2) current activities and
3) approved payment of the 2023 operating and capital budget support payments by
March 31, 2023.
Council Member Clough reported on the December 27, 2022 meeting of the Commission on
Public Works/Utilities regarding: 1) current activities and 2) payment of bills.
Mayor Poeschel declared all reports filed as presented with the City Clerk.
City Clerk Roehl presented a request from the Police Department employees to carryover
2022 unused vacation time due to personnel shortages not allowing for time to be taken off.
There is a total of 51 ½ hours. Employees are James Mankowski (40 hours) and Isaac
Guyer (11 ½ hours).
Motion Petkovsek, second Clough, to allow the Police Department employees to carryover
their unused 2022 vacation hours to 2023, to be used by March 31, 2023. All Aye.
Mayor Poeschel reported that Simply Creative, 518 Hewett Street, Greg and Jodi Sampson,
business owners, will be hosting an open house and ribbon cutting on Friday, December 30,
2022 from 3:00 P.M. to 7:00 P.M. This is the former Corey Jewelry Store, which was
purchased and remodeled by Jeff and Maxine Kluckhohn, the building owners.

$103,451.82 be paid. All Aye.
