COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM MARCH 14, 2023 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on one burial at the Cemetery, snow plowing, sanding, salting, shop maintenance, equipment maintenance, pothole patching, opening catch basins, Water Department-daily testing and well rounds, utility locates, meter reading in progress, started Well No. 4 rehabilitation, annual water sampling is completed, working on our Consumer Confidence report, Sewer Department-daily testing and rounds, arranging sewer jetting and televising for the Spring, getting quotes for sewer main lining on Oak Street, W. Fifth Street and Black River Road lift station, getting prices on fixing or upgrading UV lights controller, a sewer backup on the customer’s side. Jerilyn St. Amand stated with the ice on the City Hall sidewalk someone could fall and the City would be negligent. She attended the Tourism Commission meeting, no one will come here with the way the road conditions are. City Clerk Roehl reported on receiving notice from Payment Service Network (PSN), PSN is the money transmission service used when people pay their utility bills on-line, that because of the March 10, 2023 closure of Silicon Valley Bank (SVB) there will be a delay in funding our scheduled deposits. The Federal Reserve has announced it will fully protect all depositors. Meanwhile, PSN is working on an agreement with another financial institution and all clients will receive all their funds. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Petkovsek reported on the March 7, 8, 9 and 10, 2023 meetings of the Personnel Committee regarding four League of Wisconsin Municipalities Human Resources for Small Community Webinar presentations on: 1) Local Government and ADA Title II Responsibilities, 2) Employee Engagement Equals Employee Retention, 3) Human Resources Update and 4) UW Certified Public Manager (CPM) Group Projects: Raise Awareness of Careers within Public Sector, WI Employee Trust Fund (ETF) and a round table discussion on the week’s presented topics. Council Member Clough reported on the March 14, 2023 meeting of the Commission on Public Works/Utilities regarding current activities. Mayor Poeschel declared all reports filed as presented with the City Clerk. Mayor Poeschel read Ordinance No. 1073. ORDINANCE NO. 1073 AN ORDINANCE AMENDING SEC. 2-4-13 BLOCK GRANT COMMITTEE. The Common Council of the City of Neillsville does hereby ordain as follows: Section 2-4-13 is amended to read as follows: SEC. 2-4-13 GRANTS COMMITTEE The Mayor, subject to Council confirmation, shall appoint five (5) persons to the Grants Committee for three (3) year terms of office. Two (2) members shall be appointed one year, and one (1) member in each of the following two (2) years. In addition, a Council member shall also be a member of the Committee. In cooperation with the Mayor and Common Council, the Committee shall seek any and all grants for which the City may be eligible, apply for, or assist in the application of such grants, and as determined appropriate help in the administering of grants received by the City of Neillsville. __________________________ Duane G. Roehl, Clerk Council Member Clough stated this ordinance drops the Director of Public Works as a member and adds a Council Member as a member, which could be reappointed every year. Motion Neville, second Clough, to adopt Ordinance No. 1073. All Aye. City Clerk Roehl presented the State of Wisconsin American Rescue Plan Act (ARPA) SAFER Law Enforcement Agency (LEA) Grant in the amount of $7,000 for Police Department equipment. Motion Counsell, second Neville, to accept and appropriate the Wisconsin ARPA-LEA grant of $7,000 to Account No. 52200 Police Department Administration. All Aye. Police Officer Hunter Imm reported on training, squad car maintenance, February parking enforcement, citations, warnings, incidents, office activity, calls, officer activities, business patrols and citizen interactions. Mayor Poeschel reported on representing the City of Neillsville at The Highground recognition banquet-the City received a recognition plaque for support of The Highground. “Class A” Retail Liquor and Malt Beverages License Application: Ameer Investment, Inc., I-Mart Stores, Scott W. Motion Neville, second Counsell, that City Bills Nos. 218 to 276 in the amount of $258,223.06, CDBG Housing Escrow Account Bill No. 4 in the amount of $65.00, TIF District No. 4 Account Bill No. 1 in the amount of $150.00 and ARPA-Local Recovery Fund Account Bill No. 1 in the amount of $126,073.27 be paid.
