COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM APRIL 11, 2023 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: Council Members Perrine and Neville absent, all other members present. The minutes of the previous meeting were declared approved. Chair Clough presented Director of Public Works Friemoth report on no burials at the Cemetery, grounds maintenance, building maintenance, equipment maintenance, tree trimming, replaced lights and added green strobes on trucks and grader, street sweeping, pothole patching, cleaning catch basins, Water Department-daily testing and well rounds, utility locates, filter vessel maintenance, prepping the downed filter for repairs, shop maintenance and cleaning, garage door repairs, working on the Consumer Confidence Report, Sewer Department-daily testing and rounds, cleaning clarifier weirs and pumped scum tank, vehicle maintenance, two sewer complaints received, but both were on the customer’s side, with the heavy rains and snow melt off some days had an excess of one million gallons per day extra flow, continues working on sewer main repairs and lining to alleviate inflow and infiltration. City Clerk Roehl presented the First Quarter 2023 Water and Sewer Financial Statements. As we heard from the Auditor’s report, the Water Utility’s rate of return continues to drop and needs to be monitored and reviewed. Last rate change was in 2013. On roll call: Council Members Perrine and Neville absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Mayor Poeschel read the minutes of the April 6, 2023 meeting of the Heritage Days Committee regarding: 1) financial report and 2) discussion on bands scheduled, games booked, 2023 Grand Marshall, food vendors, shirts, movie night and sponsorships. Council Member Clough reported on the April 11, 2023 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) reviewed the First Quarter 2023 Water and Sewer Financial Statements. Mayor Poeschel declared all reports filed as presented with the City Clerk. Mayor Poeschel presented Judy Lindner’s Letter of Resignation for Retirement effective July 1, 2023. Motion Clough, second Petkovsek, to regretfully accept Judy Lindner’s Letter of Resignation for Retirement effective July 1, 2023 and to thank her for her 43 years of service (1980-2023) as Recreation Director. All Aye. Council Member Counsell asked about televising the annual Common Council Reorganizational meeting on April 18, 2023. The consensus was it could be done. Police Officer Hunter Imm reported on training, equipment purchases (body worn cameras and evidence.com charges), squad car maintenance, March parking enforcement, citations, warnings, incidents, office activities, calls, officer activities, business patrols and citizen interactions. City Clerk Roehl presented the First Quarter 2023 City Financial Statements; notice of the Clark County Economic Development Corporation annual meeting on April 20th; the Annual Common Council Reorganizational meeting is Tuesday, April 18, 2023 at 4:00 P.M.; the annual Board of Health meeting is Tuesday, April 18, 2023 at 4:30 P.M.; Open Book will be Monday, May 1, 2023 from 12:00 Noon to 2:00 P.M.; Board of Review will be Monday, May 15, 2023 from 8:00 A.M. to 10:00 A.M. Tavern Operator’s License Application: Bruce A. VandeBerg Motion Clough, second Counsell, to grant. All Aye. Motion Counsell, second Clough, that City Bills Nos. 316 to 361 in the amount of $237,607.55 and CDBG Housing Escrow Account Bill No. 6 in the amount of $30.00 be paid. All Aye. Mayor Poeschel will deliver a plaque to John C. Perrine for dedicated service to the City of Neillsville as First Ward Council Member for two years and seven months (September, 2020 to April, 2023).
