COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM MAY 23, 2023 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on no burials at the Cemetery, Spring cleanup of Cemetery and parks, bathroom cleaning, mowing and weed trimming, tree trimming and removal, grading of Cemetery roads, street sweeping, pothole filling street patching, road paving preparation, cleaning catch basins, hauling brush, Water Department-daily testing and well rounds, utility locates, repairing broken curb stops, replacing Well No. 1 meter, repaired hydrant at W. Twenty-First Street and Black River Road, Sewer Department-daily testing and lift station rounds, lift station maintenance, lawn mowing, raw pump maintenance. City Clerk Roehl opened and read the following proposals for a $510,000 loan to finance the purchase of Public Works vehicles and equipment: Associated Bank - 4.95%, 5-year repayment, no prepayment penalty Citizens State Bank - 5.75%, 5-year repayment, no prepayment penalty - 4.95%, 5-year repayment, no prepayment allowed Unity Bank - 5.15%, 5-year repayment, no prepayment penalty Discussion followed. Neville, second Poeschel, to recommend to the Common Council the Associated Bank proposal for financing the $510,000 Public Works vehicles and equipment loan at 4.95% for five years, with no prepayment penalty. All Aye. Motion Poeschel, second Counsell, that Water Bills Nos. 135 to 166 in the amount of $48,106.39 and Sewer Bills Nos. 77 to 90 in the amount of $47,208.29 be paid. All Aye. The Pledge of Allegiance was recited. The minutes of the previous meetings were declared approved. Council Member Petkovsek reported on the May 9, 2023 meeting of the Personnel Committee regarding: 1) discussion on and approval of the Recreation Director job description. Mayor Poeschel reported on the May 15, 2023 meeting of the Board of Review regarding: 1) examination of the City’s 2023 Assessment Roll for errors and omissions and to hear any assessment objections and 2) no property owners appeared in objection to their assessments. Council Member J. Neville reported on the May 18, 2023 meeting of the Heritage Days Committee regarding: 1) financial report, 2) discussion on movie night license and possible movies with Library Director Janay Ziebell, 3) discussion on advertising signs and posters, 4) discussion on the glow run, 5) discussion on sponsorships and finalizing the poster and 6) discussion on closing roads for events. Council Member Clough reported on the May 23, 2023 meeting of the Commission on Public Works/Utilities regarding: 1) current activities, 2) opening, discussion on and recommendation to accept the Associated Bank proposal for financing the $510,000 Public Works vehicles and equipment loan at 4.95% for five years, with no prepayment penalty and 3) payment of bills. Mayor Poeschel declared all reports as filed as presented with the City Clerk. Mayor Poeschel as part of National EMS Week, May 21 to 27, 2023 recognized the Neillsville Municipal Ambulance Service EMTs for their dedication and service to the whole community-wide area. Mayor Poeschel as part of National Police Officer Week, May 15 to 21, 2023 recognized the Neillsville Police Department Chief, Officers and Staff for their dedication and service to the City of Neillsville. Mayor Poeschel asked if there were any questions on the Commission on Public Works/Utilities item (2). Motion Clough, second J. Neville, to accept the recommendation to accept the Associated Bank proposal for financing the $510,000 Public Works vehicles and equipment loan at 4.95% for five years, with no prepayment penalty. All Aye. Mayor Poeschel presented a request from Randy Fitzmaurice, Motorhead Mafia Car Club, President, for closing W. Seventh Street, W. Sixth Street, West Street and the lower City parking lot on Saturday, July 15, 2023 from 7:00 A.M. to 4:00 P.M for a car and bike show. Motion Counsell, second W. Neville, to grant the request to close West Street from W. Eighth Street to the Unity Bank parking lot, W. Seventh Street from Hewett Street to Grand Avenue, W. Sixth Street from Hewett Street to Grand Avenue and the lower City parking lot on Saturday, July 15, 2023 from 7:00 A.M. to 4:00 P.M. for a car and bike show. All Aye. City Clerk Roehl reported on receiving a grant from Cummins, Inc. in the amount of $6,000 for the Library Story Book Trail project in Schuster Park. Motion J. Neville, second Petkovsek, to accept and appropriate $6,000 to Account No. 55110 Library Department Administration. All Aye. Chief of Police Mankowski requested that the Grand Avenue and W. Fourth Street intersection be made a four-way stop. Over the last year, it has been a dangerous intersection with one person transferred to the hospital and the vehicle totaled, many complaints about safety and speed, close calls and large trees blocking vision. Chief of Police Mankowski stated flashing signs are very expensive, Public Works could arrange flags on the posts when the stop signs are installed to draw attention. He would do a Facebook blast and let Council Members know when the installation is done. Director of Public Works Friemoth stated it will take a few weeks to get the stop signs. Motion Counsell, second Clough, to authorize the installation of stop signs making the Grand Avenue and W. Fourth Street intersection a four-way stop. All Aye. Motion J. Neville, second Clough, that City Bills Nos. 472 to 516 in the amount of $132,185.10 and CDBG Housing Escrow Account Bill No. 7 in the amount of $330.00 be paid. All Aye. Motion W.
