COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM, CITY HALL FEBRUARY 27, 2024 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Mayor Poeschel presiding. On roll call: Council Member Clough absent, all other members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on no burials at the Cemetery, Winter Carnival setup and take down, trimming trees, hauling brush and compost, equipment maintenance, street sweeping, Water Department – daily testing and well rounds, working on PSC inventory, installing meters and radio reads, repairing curb stops, garage door installation on West side of Water Plant, Sewer Department – daily testing and lift station rounds, lift station maintenance and inspections, inventory, building maintenance and cleaning, removed trees along the sewer line by the O’Neill Creek/Grand Avenue bridge, and prep work for the sewer main lining on W. Fifth Street project part of TIF District No. 4. Motion Counsell, second Neville, that the Water Bills Nos. 25 to 53 in the amount of $60,511.22 and Sewer Bills Nos. 19 to 36 in the amount of $113,302.16 be paid. All Aye. On roll call: Council Member Clough absent, all other members present. The Pledge of Allegiance was recited. The minutes of the previous meetings were declared approved. Council Member Neville reported on the February 19, 2024 meeting of the Parks and Recreation Board regarding: 1) Recreation Department current activities, 2) Parks Department current activities, 3) discussion on a new baseball field at Listeman Park, 4) discussion on and referral of park benches/tables donations and locations to the Beautification Committee for management and 5) discussion on ice/hockey rink and building. Council Member Poeschel reported on the February 21, 2024 meeting of the Historic Preservation Commission regarding: 1) follow up discussion on letters sent to property owners, 2) discussion on the 2024 Historic Preservation Commission Action Plan and 3) approved the purchase of a roll of postage stamps. Council Member Petkovsek reported on the February 26, 2024 meeting of the Personnel Committee regarding discussion on and recommendation to reclassify Police Officer Trey Larson from Other Part-Time to Regular Part-Time (less than 30 hours per week) offering Wisconsin Retirement, but no Health or Dental insurance effective March 1, 2024. Mayor Poeschel reported on the February 27, 2024 meeting of the Commission on Public Works /Utilities regarding: 1) current activities and 2) payment of bills. Mayor Poeschel declared all reported filed as presented with the City Clerk. Mayor Poeschel asked if there were any questions on the Personnel Committee item (1). Motion Neville, second Rochester, to accept the recommendation to reclassify Police Officer Trey Larson from Other Part-Time to Regular Part-Time (less than 30 hours per week) offering Wisconsin Retirement, but no Health or Dental insurance, effective March 1, 2024. All Aye. Chief of Police Mankowski stated the old Dodge Charger will be auctioned off, Officer Halle Fecker needs a reliable car. Mankowski has found a 2020 Ford Explorer at Asia Motors, Inc., Melrose Park, IL for $29,190 and he requested permission to purchase the vehicle with unused funds from the open Police Officer position. Motion Counsell, second Rochester, to approve the purchase of a squad car from Asia Motors, Inc. in the amount of $29,190. All Aye. City Clerk Roehl requested the transfer from Account No. 52100 Police Department Administration to Account No. 52150 Police Auto in the amount of $32,000 to cover the purchase of the 2020 Ford Explorer plus cost to set up equipment and police markings. Motion Petkovsek, second Neville, to approve the transfer of funds from Account No. 52100 Police Department Administration to Account No. 52150 Police Auto in the amount of $32,000 for the purchase of the squad car. All Aye. Motion Neville, second Petkovsek, that City Bills Nos. 173 to 221 in the amount of $1,159,900.49 and TIF District No. 4 Account Bill No.1 in the amount of $25,000 be paid. All Aye.
