COUNCIL ROOM, CITY HALL
MARCH 26, 2024

The Commission on Public Works/Utilities met in regular session, Chair Clough presiding.
On roll call: Mayor Poeschel and Council Members Neville and Rochester absent, all other
members present.
The minutes of the previous meeting were declared approved.
Director of Public Works Friemoth reported on two burials at the Cemetery, changing oil in
equipment, trimming and removing trees, snow removal, hauling brush and compost, street
sweeping, Water Department – daily testing and well rounds, meter reading, installing
meters and radio reads, repairing and lowering curb stops, working on the annual Consumer
Confidence Report, repairing a water main break on E. Second Street near Mt. Moldy,
Sewer Department – daily testing and lift station rounds, lift station maintenance and
inspections and cleaning manholes.
Director of Public Works Friemoth reported that the Water Department received a Water
Fluoridation Quality Award from the U.S. Centers for Disease Control and Prevention for
2022, because we kept the fluoride levels adjusted to optimal and consistent range. We are
one of only thirty municipalities in the State to achieve this. We have received this award
previously in 2017, 2018, 2019 and 2020.
Council Member Petkovsek congratulated Friemoth and the Water Department employees
on this achievement and thanked them for their work.
Chair Clough stated that this is a real accomplishment-a good job done by the Water team.
City Clerk Roehl reported on receiving a telephone call from Waste Management that they
would not be renewing our bags and bins garbage and recycling contract for 2025. They are
converting to carts only by year end.
Motion Counsell, second Petkovsek, that Water Bills Nos. 54 to 84 in the amount of
$92,836.88 and Sewer Bills Nos. 37 to 58 in the amount of $24,812.53 be paid. All Aye.

The Common Council met in regular session, Acting Mayor Clough presiding. On roll call:
Mayor Poeschel and Council Members Neville and Rochester absent, all other members
present. The Pledge of Allegiance was recited.
The minutes of the previous meeting were declared approved.
Council Member Clough presented the March 19, 2024 meeting of the Library Board
regarding: 1) librarians’ reports, 2) the exterior painting will be determined based on the
weather, 3) the LED interior lighting project is complete, 4) discussion on and approved the
WVLS annual report filing, 5) discussion on an approved the Statement Concerning Public
Library System Effectiveness, 6) payment of bills and 7) updates on donation and carryover
funds.
Council Member Petkovsek presented the March 21, 2024 meeting of the Heritage Days
Committee regarding: 1) discussion on the Mini Rodders event, 2) discussion on and
approved Saturday events in Schuster Park-Petting Zoo, magic show, balloon artist, henna
art and caricature artist, 3) discussion on, recommendation and request to extend the hours at
Schuster Park under Ordinance Section 7-8-4(a) and (c) to 2:00 A.M. and the noise hours to
1:00 A.M. to allow the bands to play on Friday, July 12, 2024 and Saturday, July 13, 2024 in
Schuster Park for the Heritage Days events, 4) discussion on, recommendation and request
to approve the following street closures:
Thursday, July 11, 2024 West Street-from W. Fifth Street to W. Sixth Street
Friday, July 12, 2024 Boon Boulevard-from the North Legion Hall driveway
to Lucille Lane
Sunday, July 14, 2024 West Street-from W. Fourth Street to W. Sixth Street
W. Fifth Street-from Hewett Street to the Dollar Tree
parking lot entrance
W. Sixth Street-from Hewett Street to Grand Avenue
E. Second Street-from Hewett Street to Court Street
Court Street-E. First Street to E. Fourth Street

5) discussion on and approved having Joel and Marla Raine as Grand Marshalls for the 2024
Heritage Days event and 6) discussion on and approved creating a Heritage Days email.
Council Member Counsell presented the March 21, 2024 meeting of the Neillsville
Community Fire Hall Board regarding: 1) payment of bills, 2) thanking the City crew for
snow plowing and 3) reviewed and accepted the 2023 Financial Report.
Council Member Clough reported on the March 26, 2024 meeting of the Commission on
Public Works/Utilities regarding: 1) current activities, 2) the Water Department receiving a
Water Fluoridation Quality Award from the U.S. Centers for Disease Control and Prevention
for 2022 and 3) payment of bills.
Acting Mayor Clough declared all reports filed as presented with the City Clerk.
Acting Mayor Clough stated that the request from Mark Jones, Abby Vans, to add two
additional driveways at 1115 W. Fourth Street-one on W. Fourth Street and one on W. Fifth
Street to accommodate delivery trucks was tabled at the last Council meeting. This has since
been withdrawn by Mark Jones-no action is needed.
Acting Mayor Clough asked if there were any questions on the Heritage Days items
(3 and 4).
Motion Petkovsek, second Clough, to approve extending Schuster Park hours under
Ordinance Section 7-8-4(a) and (c) for the Heritage Days events as presented. All Aye.
Motion Counsell, second Petkovsek, to approve street closures for Heritage Days events as
presented. All Aye.
Motion Counsell, second Petkovsek, that City Bills Nos. 275 to 319 in the amount of
$260,159.97 and TIF District No. 4 Account Bill No. 2 in the amount of $150.00 be paid.
All Aye.
Motion Petkovsek, second Counsell, to adjourn. All Aye.
