COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM, CITY HALL JUNE 11, 2024 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on two burials at the Cemetery, mowing and weed trimming, watering hanging flower baskets, dragging ballfields, hauling brush and compost, leveling dirt for sidewalk on Willow Street South of the School, cleaning catch basins, street sweeping, patching potholes, installed the water fountain in O’Neill Creek, Water Department-daily testing and well rounds, meter reading in progress, installing meters and radio reads, sharing information with the DNR engineering firm assisting with our lead and copper pipe inventory, removing the old generator and installing components for the new generator, Sewer Department-daily testing and lift station rounds, lift station maintenance and inspections, Logan Marshall is assisting and learning how to read water meters, mowing, installed and serviced UV lights. Director of Public Works Friemoth presented quotes from Struck & Irwin Paving, Inc. for micro-surfacing of City Hall South parking lot ($15,165) and the downtown City parking lot on West Street ($6,037.50)-Total $21,202.50. The Pledge of Allegiance was recited. Council Member Counsell corrected the minutes on the acceptance and appropriation of the WEDC Vibrant Spaces Grant motion explanation to “No, and I would like it noted that that trailhead goes through my ward and all the property owners that are on that trail told me they’re against it.” The minutes of the previous meetings were declared approved as corrected. Council Member Rochester reported on the May 30, 2024 meeting of the Heritage Days Committee regarding: 1) financial report, 2) discussion on and approval of purchasing 15 steel interlocking barricade/fencing panels, 3) discussion on event posters and 4) discussion on glow run. Council Member Neville reported on the June 6, 2024 meeting of the Transit Committee regarding: 1) discussion on the taxi service background and setup information, 2) discussion on ridership by day of the week and hours of the day and class of revenue (adult, child, senior, agency, parcel, etc.), 3) discussion on cutting service hours and/or days or eliminating the service completely and 4) discussion on the Clark County Taxi Service. Council Member Clough reported on the June 11, 2024 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) discussion on and recommendation to accept the quotes from Struck & Irwin Paving, Inc. for micro-surfacing of the City Hall South parking lot ($15,165) and the downtown City parking lot on West Street ($6,037.50). Mayor Poeschel declared all reports filed as presented with the City Clerk. Mayor Poeschel asked if there were any question on the Commission on Public Works/Utilities item (2). All Aye. Mayor Poeschel presented the IT Services agreements for City Hall and the Police Department from The Dirks Group. These are two-year contracts. Council Member Clough asked what the total costs are and is it in the budget. City Clerk Roehl presented the contract costs: City Hall Police Department Total Onboarding Computer servers $4,500.00 $3,100.00 Additional Equipment 3,434.32 1,973.04 Labor Costs 7,800.00 5,850.00 One Time setup Cost $15,734.32 $10,923.04 $26,657.36 Monthly Maintenance Cost $2,218.85 $1,471.91 $ 3,690.76 Note: The Police Department monthly maintenance includes unlimited remote support. City Clerk Roehl stated the setup cost are not in the 2024 budget and that the monthly maintenance cost will be three to four times higher. Mayor Poeschel stated that our IT services are behind the times and everything does not work together. Council Member Counsell stated that the contract labor costs are the top, it will be less. Motion Petkovsek, second Counsell, to approve IT Services Agreements with The Dirks Group for City Hall and the Police Department as presented. Council Member Petkovsek stated there is some money in the current budget for the maintenance costs and eventually everything will be moving to the cloud. Discussion continued. Mayor Poeschel called the vote. All Aye. Police Patrol Investigator Hunter Imm reported on trainings, one squad car had a tire/ball joint issue and a road condition crash, it is currently being repaired, May parking enforcements, citations, warnings, incidents, office activity, business patrols, citizen interactions and Town of Mentor contract policing. Council Member Clough stated the City-wide garage sale is this week-Thursday, Friday and Saturday and some of the downtown businesses are running special sales.
