The Commission on Public Works/Utilities met in regular session, Chair Clough presiding.
On roll call: all members present.
The minutes of the previous meeting were declared approved.
Director of Public Works Friemoth reported on two burials at the Cemetery, mowing and
weed trimming, dragging ball diamonds, cutting brush and fields around Cemetery, hauling
brush and compost, line spray painter maintenance and pump repair, equipment
maintenance, cleaning catch basins, street sweeping, micro-surfacing projects have been
completed, Water Department-daily testing and well rounds, poured curb and gutter for
main repair, installing meters and radio reads, filter plant maintenance, ran generators,
mowed and well house clean up, Sewer Department-daily testing and lift station rounds, lift
station maintenance, ran generators, manhole inspections, serviced and replaced UV light
bulbs.
City Clerk Roehl reported that the regular meeting of Tuesday, August 13, 2024 is also the
Partisan Primary Election day. Discussion followed.
Motion Counsell, second Rochester, to reschedule the Tuesday, August 13, 2024 meeting to
Tuesday, August 6, 2024 at 6:45 P.M. All Aye.
City Clerk Roehl presented the Second Quarter 2024 Water and Sewer Financial Statements.

The Common Council met in regular session, Mayor Poeschel presiding. On roll call: all
members present. The Pledge of Allegiance was recited.
The minutes of the previous meetings were declared approved.
Council Member Petkovsek reported on the June 25, 2024 meeting of the Beautification
Committee regarding a presentation of a planter and flowers in memory of Fran Barlow by
the Barlow Family. Fran Barlow was a former Beautification Committee member and
Assistant Librarian.
Council Member Petkovsek reported on the June 25, 2024 meeting of the Grants Committee
regarding: 1) reviewed and updating the lists of grants in progress and 2) discussion on
concerns and understanding the current status of the homeless population and what options
are being worked on.
Council Member Neville reported on the June 25 and June 28, 2024 meetings of the Transit
Committee regarding: 1) discussion on costs, ridership and information on Clark County as
the lead agency, 2) discussion on fares, hours of service and the DOT process for reducing
hours, increasing fares or eliminating the service; 3) the City of Stanley retracting its Letter
of Support as they are getting a private taxi service in their community, 4) approving a
public hearing for Tuesday, August 6, 2024 at 6:00 P.M. to reduce hours of service, raise
fares or elimination of the taxi service.
Council Member Rochester reported on the June 26, 2024 meeting of the Heritage Days
Committee regarding: 1) financial report and 2) discussion on and finalizing kid’s games,
entertainment, sponsor banners, parade letters, vendors and volunteer help needed.
Mayor Poeschel reported on the June 27, 2024 meeting of the Planning Commission
regarding: 1) discussion on and recommendation to vacate and discontinue the plotted
right-of-way know as Miller Street to the two adjacent property owners and 2) discussion on
and recommendation to vacate and discontinue the plotted right-of-way at the east end of
Sixth Street (the plotted right-of-way ends 98 feet East of Willow Street) to the two adjacent
property owners.
Council Member Clough reported on the July 9, 2024 meeting of the Commission on Public
Works/Utilities regarding: 1) current activities, 2) rescheduling the regular Tuesday,
August 13, 2024 meeting to Tuesday, August 6, 2024 at 6:45 P.M. and 3) reviewed the
Second Quarter 2024 Water and Sewer Financial Statements.
Mayor Poeschel declared all reports filed as presented with the City Clerk.
City Clerk Roehl reported that the regular meeting of Tuesday, August 13, 2024 is also the
Partisan Primary Election day. Discussion followed.
Motion Clough, second Rochester, to reschedule the Tuesday, August 13, 2024 meeting to
Tuesday, August 6, 2024 at 7:00 P.M. All Aye.
Chief of Police Mankowski stated that the State Legislators pass the Redaction Fee Law
Wisconsin Act 253 which allows law enforcement agencies to recoup costs under the public
records law. This policy drafted by the City Attorney outlines the process and charges for
the redaction of audio and video records.
Motion Counsell, second Rochester, to accept the Neillsville Public Redaction Policy
charging for the redaction of audio and video records as drafted. All Aye.
City Clerk Roehl reported on the United Communities of Clark County meeting in Withee,
WI on July 1, 2024 regarding the garbage and recycling collection proposals opening. It
would be a six-year contract beginning January 1, 2025. Three proposals were received all
requiring cart collection service:
1) Waste Management of Wisconsin, Inc.-Marshfield, WI
a) $15.05 per month per home-weekly garbage collection
$ 6.30 per month per home-every other week recycling collection
$21.35 per month per home
b) No curbside bulk item collection-twice a year drop off events
c) Minimum 5% annual price increase
2) GFL Environmental, Inc.-Thorp, WI
a) $12.45 per month per home-weekly garbage collection
$ 5.20 per month per home-every other week recycling collection
$17.65 per month per home
b) Curbside bulk item collection at a cost of $75 per item
Municipality could hold drop off events
c) 2% annual price increase
3) Harter’s Expert Disposal, LLC-Wisconsin Rapids, WI
a) $12.88 per month per home-weekly garbage collection
$12.87 per month per home-weekly recycling collection
$25.75 per month per home
b) Curbside bulk item collection-landfill items only at a cost of $50 per item
Municipality could hold drop off events
c) Annual cost increase based on CPI for garbage and trash collection
The United Communities of Clark County has recommended awarding the joint garbage and
recycling contract to GFL Environmental, Inc., Thorp, WI in the amount of $17.65 per
month per home pending approval by the individual municipal boards.
Discussion followed. The City’s current rate without cart collection service is:
$ 8.49 per month per home-weekly garbage collection
$ 3.84 per month per home-weekly recycling collection
$12.33 per month per home

proposal in the amount of $17.65 per month per home. All Aye.
Mayor Poeschel presented the following resolution.
RESOLUTION NO. 627
RESOLUTION DISCONTINUING ALLEY NORTH OF EAST 2ND STREET
IN THE CITY OF NEILLSVILLE, CLARK COUNTY, WISCONSIN
WHEREAS, the Common Council of the City of Neillsville declares that the public
interest requires that the alley north of East 2nd Street, in the City of Neillsville ought
to be discontinued and vacated, being fully described on Exhibit “A” attached hereto;
WHEREAS, pursuant to Section 66.1005 Wis. Stats. such vacation shall not
terminate the easements acquired and the rights of the public in any of the
underground structures, improvements or services as enumerated or otherwise
existing in said public way and in said description of lands hereinbefore described,
but such easements and rights and all rights of entrance, maintenance, construction
and repair with reference thereto shall continue as if such public way had not been
vacated.
WHEREAS, a Notice of Lis Pendens of the Intention to Vacate the above property
will be recorded with the Register of Deeds for Clark County, Wisconsin, prior to
any hearing on this matter, and
NOW, THEREFORE, in accordance with the authority vested in the City Council
by § 66.1003, Wis. Stats.,
BE IT RESOLVED by the City Council of the City of Neillsville that the alley
north of East 2nd Street above described be, and the same hereby are vacated and
discontinued, since the public interest requires it.
BE IT FURTHER RESOLVED, that pursuant to Section 66.1005 Wis. Stats., such
vacation shall not terminate the easements acquired and the rights of the public in
any of the underground structures, improvements or services as enumerated or
otherwise existing in said public way and in said description of lands hereinbefore
described, but such easements and rights and all rights of entrance, maintenance,
construction, and repair with reference thereto shall continue as if such public way
had not been vacated.
BE IT FURTHER RESOLVED, that the City Clerk is directed to schedule a public
hearing not less than 40 days after the date on which the resolution is introduced and
to provide a class 3 notice of such hearing under Chapter 985, Wis. Stats., and to
provide notice of such hearing too all appropriate property owners.

Chief of Police Mankowski reported on trainings, Adam Olson will be starting as a part-time
officer, think about 2025 equipment purchases (squad car computers, portable radios and a
squad car), squad car repairs, June parking enforcements, citations, warnings, incidents,
office activity, officer activity, business patrols and Town of Mentor contract policing.
Council Member Clough reported that Heritage Days will be held this Thursday through
Sunday.
City Clerk Roehl presented the Second Quarter 2024 City Financial Statements; receiving
notice of Opening of Contract Negotiations-Neillsville Professional Police Association from
the Wisconsin Professional Police Association; and posting of the Taxi Service Public
Hearing to be held Tuesday, August 6, 2024 at 6:00 P.M.
