COMMISSION ON PUBLIC WORKS/UTILITIES COUNCIL ROOM, CITY HALL MAY 13, 2025 6:45 P.M. The Commission on Public Works/Utilities met in regular session, Chair Clough presiding. On roll call: all members present. The minutes of the previous meeting were declared approved. Director of Public Works Friemoth reported on two burials at the Cemetery, Spring clean-up is underway, mowing and raking thatch, stump grinding, all park restrooms are now open, street sweeping, picking up parts to repair culvert by Listeman Pond, repairing snow plowing damage, patching potholes, Water Department-daily testing and well rounds, utility locates, meter change outs and radio reads, Well #2 rehabilitation is complete, repaired broken valve boxes around town, working on the annual Consumer Confidence Reports, Sewer Department-daily testing and lift station rounds, lift station maintenance and inspections, access hatches were updated at the Eighteenth Street lift station, installing new chemical storage tanks at the treatment plant, heavy rains have caused high flows at the plant, working on fixing inflow/infiltration issues. Director of Public Works Friemoth presented a list of part-time summer help applicants as follows: John Anderson, Brady Barth, Evan Hart, Dean Morse, Erich Gaddis, Chase Uptergrove, Cody Hart, Ryan Magnuson, Landon Rakestraw, Nolan Langowski, Kalan Hamm and Zion Jones. Friemoth recommended that all applicants be placed in a pool to draw from as needed. Motion Poeschel, second Rochester, to recommend to the Common Council to place all the part-time applicants as presented in a pool for Cemetery, Parks, City Hall, Public Works and Recreation Departments to draw from as needed. The Pledge of Allegiance was recited. The minutes of the previous meeting were declared approved. Council Member Petkovsek reported on the April 22, 2025 meeting of the Grants Committee regarding reviewing and updating the list of grants in progress. Council Member Rochester reported on the May 6, 2025 meeting of the Heritage Days Committee regarding: 1) discussion on sponsorships, 2) discussion on parade route and road closures, 3) discussion on liquor license, 4) discussion on shirts and 5) discussion on and approval of the parade theme – “Tuned into the Community”. Council Member Petkovsek reported on the April 23, 2025 meeting of the Beautification Committee regarding: 1) discussion on and setting flower planting for May 20, 2025, 2) discussion on weeding schedule, 3) discussion on Military Banners, 4) discussion on receiving a $1,000 Clark County Community Foundation grant for Prock Park decorations and approving the ordering of cattails, cranes and grasses, 5) discussion on receiving a $989.13 Tourism grant for a traveling mural, 6) discussion on the bench program and 7) discussion on an update from the Mural Work Group – Shawn Ganther volunteered to paint the traveling “Neillsville” mural. Council Member Clough reported on the May 13, 2025 meeting of the Commission on Public Works/Utilities regarding: 1) current activities and 2) discussion on part-time summer help applicants and recommendation to place all the part-time employee applicants as presented into a pool for the Cemetery, Parks, Public Works, etc. to draw from as needed. Mayor Poeschel declared all reports filed as presented with the City Clerk. Mayor Poeschel in honor of National Police Week, May 15th through May 21st, recognized the following members of the Neillsville Police Department: Chief James Mankowski, Sergeant Hunter Imm, Corporal Derek Wheatley, Patrol Officers Isaac Guyer, Halle Fecker, Adam Olson, Trey Larson, Jacob Mertzig and Salvador Marquez and Administrative Assistant Jill Kyle. Mayor Poeschel asked if there were any questions on the Commission on Public Works/Utilities item (2). Motion Neville, second Petkovsek, to accept the recommendation to place all the part-time summer help applicants in a pool for the Cemetery, Parks, Public Works, etc. departments to draw from as needed. All Aye. City Clerk Roehl reported on receiving a $1,000 donation from the American Legion Auxiliary for banner brackets. Motion Clough, second Rochester, to accept and appropriate $1,000 to Account No. 55340 Celebrations, and to thank the American Legion Auxiliary for its donation. All Aye. City Clerk Roehl reported on receiving a $2,000 donation from the Marguerite Listeman Foundation for Heritage Days. Motion Gelhaus, second Neville, to accept and appropriate $2,000 to Account No. 55340 Celebrations, and to thank the Listeman Foundation for its donation. All Aye. City Clerk Roehl reported on receiving donations from the Listeman/Naedler Foundation for the 4th of July Fireworks ($3,500) and the third of a three-year pledge for a new fire truck ($50,000). Motion Clough, second Petkovsek, to accept and appropriate $3,500 to Account No. 55340 Celebrations and $50,000 to Account No. 57220 Public Safety-Fire Department Vehicles, and to thank the Listeman/Naedler Foundation for its donations. Mayor Poeschel read the following resolution: RESOLUTION NO. 637 A RESOLUTION PROVIDING FOR THE PUBLICATION, FILING, INSPECTION AND ADOPTION OF A CODE OF GENERAL ORDINANCES WHEREAS, a Code of General Ordinances titled "Code of the City of Neillsville" has been prepared and tentatively approved by the Common Council; NOW, THEREFORE, BE IT RESOLVED, that this Code be presented for adoption by the Common Council at a regular Council meeting on June 10, 2025; and BE IT FURTHER RESOLVED, that the City Clerk-Treasurer, in accordance with the requirements of § 66.0103, Wis. Stats., shall file a copy of the proposed Code of the City of Neillsville in the Clerk-Treasurer's office for public inspection and cause a copy of the following notice to be published: NOTICE PLEASE TAKE NOTICE, that the Common Council of the City of Neillsville will consider the adoption of a new Code of Ordinances titled "Code of the City of Neillsville" at 7:00 p.m. on June 10, 2025, at the City Hall Building, 106 W. Division Street, Neillsville, WI 54456 You are further notified that a copy of said proposed new Code will be on file and open for public inspection in the office of the City Clerk-Treasurer for a period of two weeks prior to its adoption, commencing May 21, 2025, in accordance with § 66.0103, Wis. Chief of Police Mankowski reported on training, April parking enforcements, citations, warnings, office activities, calls for service, officer activities, business patrols and Town of Mentor contract policing. Chief of Police Mankowski recognized Administrative Assistant Jill Kyle for going above and beyond with our IT vendor, the DOT and CIB for the Toughbook computer updates. City Clerk Roehl reported that the Board of Review will be Monday, May 19, 2025 from 8:00 A.M. to 10:00 A.M. and the Mama G’s Consignment ribbon cutting at their new location is Friday, May 16, 2025. Temporary Class “B” Retailer’s License (Beer & Wine) Application: American Legion Post 73, Vicki A. Dux, Agent, for the Clark County Fairgrounds, 1120 E. Division Street, for June 7 and 8, 2025 – Mud Bog Motion Clough, second Gelhaus, to grant. All Aye. Tavern Operator’s License Applications: Sydney J. Hand and Kendra L.
