Committee of the Whole Minutes The Committee of the Whole met at the City of Nekoosa Office Location: Council Chambers, 951 Market St. Nekoosa, WI 54457 Time: Wednesday, November 26th, 2025, at 5:30 P.M. Call to Order The meeting was called to order at 5:30pm by Mayor Daniel J. Carlson. The roll call was conducted by City Clerk Kallee Ferk. Roll Call Aldermen Present: Alan Marcoux, Larry Krubsack, Brian Lytner, Mike Kumm, Anthony Carlson, Dan Downing, Garett Kuhn, and Brad Hamilton Also in attendance was Jon Trautman via Zoom, Dennis Fenske, Brenda Droskiewicz, Mike Hartje – Fire Chief, Shawn Woods – Police Chief, and Rick Schmidt – Public Works Director Public Hearing of Final Budget Numbers A motion to go into Public Hearing to allow public comment on 2026 budget numbers. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried unanimously. No comments were made during the public hearing. A motion to close Public Hearing and go back into the current meeting session. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried unanimously. Discussion and Adoption of 2025 Municipal Levy Limit numbers (2026 Budget Numbers) Jon Trautman summarized the 2026 budget numbers. He mentioned the debt service line being $171,951 to take out small, short time loans. This helps with the applied fund balance amount being added for the shortage in the budget. He said that this shortage needs to be addressed in 2026 as applied fund balance cannot be a consistent fix to a shortage in budget and that personnel should be looked at. Al Marcoux asked why there was not as much revenue accounted for in the Boat Dock budget, in which Trautman explained that is because you cannot levy carry over savings that are meant to be used for future projects on the dock. If the council wanted to take a different approach with this revenue, they could amend the budget in 2026. A motion was made to approve a total municipal levy of $1,333,099. Motion by: Brad Hamilton Seconded by: Anthony Carlson Motion carried unanimously. Adjournment A motion was made to adjourn the meeting.
