OF THE NEW BRAUNFELS CITY COUNCIL
REGULAR MEETING OF MONDAY, NOVEMBER 14, 2016
The City Council of the City of New Braunfels, Texas, convened in a Regular
Session on November 14, 2016, at 6:00 p.m.
City Councilmembers present were:
Present: 7 - Mayor Barron Casteel, Councilmember George Green,
Councilmember Justin Meadows, Councilmember Ron
Reaves, Councilmember Chris Monceballez, Mayor Pro Tem
Wayne Peters, and Councilmember Leah García
City Staff present were:
City Manager Robert Camareno, Assistant City Manager Kristi Aday, City
Attorney Valeria Acevedo, City Secretary Patrick Aten, Assistant City
Secretary Andrea Cunningham, Parks and Recreation Director Stacey Dicke,

The meeting was called to order by Mayor Casteel in the New Braunfels City Hall
Council Chambers at 6:01 p.m. Councilmember Meadows gave the invocation; and
Mayor Casteel led the Pledge of Allegiance and the Salute to the Texas Flag.
PRESENTATIONS:
A) Texas Amateur Athletic Federation Local Athletes of the Year
Stacey Dicke and Cailin Cronin presented the TAAF Local Athletes of
the Year Award to RAPIDS Track Team member Garnett Gonzales and
Dolphins Swim Team member Nicole Metzger.
B) Update and possible direction to Staff regarding the Comprehensive
Plan and the Plan Element Advisory Groups.
Christopher Looney presented an update on the Comprehensive Plan.

D) Landa Park 80th Anniversary Gala outcomes and next steps for Landa
Park Miniature Golf improvements
New Braunfels Parks Foundation President David Hubbard presented
information on the Landa Park 80th Anniversary Gala, and next steps
for the Landa Park Miniature Golf Course.
1. MINUTES
A) Discuss and consider approval of the minutes of the regular City
Council meeting of October 24, 2016.
Mayor Casteel read the aforementioned caption.
A motion was made by Councilmember Green, seconded by
Councilmember García, that this item be approved. The motion passed
unanimously.
2. CITIZENS' COMMUNICATIONS
Nancy Pappas spoke during Citizens' Communications.
3. CONSENT AGENDA
A) Approval of a resolution accepting a variable width R.O.W. and Utility
Easement in the Gardens of Ranch Estates Subdivision, Unit 1, New
Braunfels, Guadalupe County, Texas as public right of way and
authorizing the City Manager to execute all necessary documents to
transfer ownership of the right-of-way to the City.
B) Approval of the installation of speed humps on Hillcrest Drive between
Loop 337 and Gruene Road.
C) Approval of budget transfers and amendments in the FY 2015-16
General Fund, Self Insurance Fund, and River Activities Fund.
D) Approval of annual recurring expenditures for FY 2016-17 in
accordance with Section 9.17 of the City Charter.

E) Approval of the renewal of annual contracts for the following services:
cemetery landscape and grounds maintenance, right of way consulting
assistance, and fleet fuel services.
F) Approval of a purchase with C&M Golf and Grounds Equipment for two
Hustler Vanguard mowers for the Parks and Recreation Department
through Buy Board Contract 447-14.
G) Approval of a purchase with Spillman Technologies for the NIBRS
software module, an Incident Based Reporting System for the Police
Department.
H) Approval of a purchase with Miller Uniforms for bulletproof vests for
the Police Department.
I) Approval of the submission of a grant application to the Assistance to
Firefighters Grant Program under the Federal Emergency
Management Agency in the amount of $1,121,228 for the purchase of
a ladder truck and authorizing the City Manager to accept funds and
execute all contract documents associated with the grant if awarded.
J) Approval of the first reading of an ordinance amending Section 94-60
of the Code of Ordinances to codify the long-existing policy of
employee contributions to the Texas Municipal Retirement System.
K) Approval of the first reading of an ordinance amending Ordinance
75-10 of the City of New Braunfels Code of Ordinances to install a
stop sign on Klein Way at Settlers Crossing.
L) Approval of the second and final reading of an ordinance amending
Ordinance 75-10 of the City of New Braunfels Code of Ordinances to
prohibit through vehicles on alleyways in the Southbank subdivision
between Southbank Boulevard and Dundee Grace.
M) Approval of the first reading of an ordinance amending Section
126-346 of the City of New Braunfels Code of Ordinances to amend
the existing no parking zone on Elizabeth Avenue.
N) Approval of the first reading of an ordinance amending Section
126-136 (a) of the City of New Braunfels Code of Ordinances to
amend the existing school speed zone on Church Hill Drive adjacent to
Church Hill Middle School.
O) Approval of the first reading of an ordinance amending Ordinance

2016-53 which authorized the number of positions in each
classification in the New Braunfels Fire Department pursuant to Local
Government Code Chapter 143 as part of the annual budget process.
P) Approval of the first reading of an ordinance amending Ordinance
2014-83 authorizing the assignment pay for certain Support Services
and Fire Marshal assignments within the New Braunfels Fire
Department.
Approval of the Consent Agenda
Mayor Casteel read the aforementioned captions. A motion was made
by Councilmember Green, seconded by Councilmember Monceballez,
to approve the Consent Agenda. The motion passed unanimously via
roll call vote.
4. INDIVIDUAL ITEMS FOR CONSIDERATION
A) Discuss and consider approval of a resolution designating the portion
of Farm-to-Market Road 306 within the City limits as the Jan Kennady
Memorial Highway.

Councilmember Reaves and State Representative District 73 Doug
Miller presented the item.
A motion was made by Councilmember Reaves, seconded by
Councilmember Green, that this item be approved. The motion passed
unanimously.
B) Discuss and consider approval of a resolution recommended by the
New Braunfels Industrial Development Corporation approving a project
expenditure of up to $900,000 for land acquisition of a 0.987 acre
property located at 302 South Castell Avenue legally known as Block
1013, Lot 84 and 87 and SW 32.94 of Lot 83 in Comal County for an
economic development project authorized by Local Government Code
Chapters 501 and 505 as amended.

A motion was made by Councilmember Green, seconded by

C) Discuss and consider approval of a resolution authorizing the City
Manager to enter into an agreement between the City of New
Braunfels and the State of Texas, represented by the Texas
Department of Transportation, to accept funding available under the
Aviation Capital Improvement Program for an Airport Master Plan for
the New Braunfels Regional Airport.

A motion was made by Councilmember Meadows, seconded by
Councilmember García, that this item be approved. The motion passed
unanimously.
D) Discuss and consider possible direction to staff regarding proposed
Stormwater Quality Protection ordinances associated with the City’s
Municipal Separate Storm Sewer System (MS4) program.

E) Public hearing and consideration of a resolution amending the 2006
Future Land Use Plan and the second and final reading of an
ordinance regarding a requested amendment to Ordinance No.
2013-62, the "West Village at Creekside" Planned Development
District (WVCPD) Concept Plan and related Development Standards,
located on FM 1101 at the northeast corner of its intersection with
Kowald Lane.

A motion was made by Mayor Pro Tem Peters, seconded by
Councilmember Monceballez, that this item be approved. The motion
passed unanimously via roll call vote.
F) Discuss and consider a request for a Conditional Sign Permit for a
pole sign at the future Corner Store/Valero gas station addressed as
104 IH 35 South.

G) Discuss and consider approval of the comparator cities for the

Councilmember García, that this item be approved. The motion passed
unanimously.

real property, in accordance with Section 551.072, of the Texas
Government Code, including but not limited to:

accordance with Section 551.087, of the Texas Government Code,
including but not limited to:

D) Deliberate the appointment, evaluation, duties, or removal of the
Municipal Court Judge in accordance with Section 551.074 of the
Texas Government Code.

The City Council recessed into Executive Session from 8:32 p.m. -
9:55 p.m.
No vote or action was taken.
6. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
City Council reconvened into Open Session at 9:55 p.m.
A motion was made by Mayor Pro Tem Peters, and seconded by
Councilmember Green, to increase the Municipal Court Judge's salary
to $96,060.00, effective October 1, 2016. The motion passed
unanimously.
This regular City Council meeting adjourned at 9:57 p.m.
