Resolutions & Action Items A) Approval to authorize the City Manager to enter into joint election agreements between the City of New Braunfels and the New Braunfels Independent School District and the Comal Independent School District. Patrick Aten, City Secretary B) Approval of the City of New Braunfels FY 2019-20 First Quarter Investment Report. Sandy Paulos, Assistant Chief Financial Officer C) Approval of a purchase with Austin Turf & Tractor for five John Deere Gator TX (Model Year 2020) for the Parks Department through Buy Board Contract 529-17. Stacey Dicke, Parks Director D) Approval of a purchase with Stryker-Physio Control for the purchase of Automated External Defibrillators (AEDs) for the Fire Department. Patrick O’Connell, Fire Chief E) Approval of an expenditure with CINTAS Corporation No. 2 for uniform rental/purchase and industrial cleaning services, at an estimated annual cost of $70,000, through an OMNIA Partners cooperative contract. Debbie Kimball, Purchasing Buyer F) Approval of a resolution recommended by the New Braunfels Economic Development Corporation to provide up to $162,000 to the City of New Braunfels for the redesign of Elizabeth Avenue at the intersection of Landa Park Drive in Landa Park, an eligible project expenditure related to recreational or community facilities; and authorizing the City Manager to approve a contract with Pape Dawson Engineers for the Elizabeth Street Project. Jeff Jewell, Director of Economic and Community Development G) Approval of the submission of a grant application to the Texas Commission on Environmental Quality (TCEQ) FY 2020 Texas Volkswagen Environmental Mitigation Program and authorizing the City Manager to accept funds and to execute all contract documents associated with the grant, if awarded. I) Approval of the second and final reading of an ordinance regarding the proposed rezoning of Lot 4 Country Meadows Subdivision, addressed at 2360 FM 725, from “APD” Agricultural/Pre-Development and “R-1” Single-family Districts to “C-1A” Neighborhood Business District. Looney, Planning and Development Services Director J) Approval of the second and final reading of an ordinance amending the classifications in the New Braunfels Fire Department by reclassifying a battalion chief position to Assistant Fire Chief. Patrick O’Connell, Fire Chief K) Approval of the second and final reading of an ordinance amending the Code of Ordinances, Chapter 100 Roadway Impact Fees, to update the assessment, calculation, collection and offsets of roadway impact fees based on the approved update to the City of New Braunfels Roadway Impact Fee Study. INDIVIDUAL ITEMS FOR CONSIDERATION A) Public hearing and first reading of an ordinance regarding historic landmark designation of an approximately 3,750 square foot structure located on the property currently addressed as 555 Porter Street in response to an application for a demolition permit. Amy McWhorter, Historic Preservation Officer B) Public hearing and first reading of an ordinance regarding the proposed rezoning of approximately 24.54 acres out of the O. Russell Survey No. 2, Abstract 306 and N. Kenner Survey No. 3, Abstract 306, located on the north side of N. Conrads Lane between Black Cloud Drive and the Union Pacific Rail Road, from “R-1A-6.6” Single Family District to “ZH-A” Zero Lot Line Home District. Christopher J. Looney, Planning and Development Services Director C) Public hearing and first reading of an ordinance regarding the proposed rezoning of approximately 7.81 acres consisting of Lots 1 & 3, LeBlanc [3] City Council Agenda February 24, 2020 Subdivision, located northeast of the intersection of Ridgewood Avenue and Porter Street, from “R-2” Single-Family and Two-Family District and “C-1” Local Business District to “C-O” Commercial Office District. Looney, Planning and Development Services Director D) Public hearing and first reading of an ordinance regarding amendments to the City’s Code of Ordinances, Chapter 144 Zoning, Section 5.3-1(b) Landscaping, related to dumpster screening. Looney, Planning and Development Services Director E) Public hearing and first reading of an ordinance amending Chapter 144, Zoning, Section 1.4 Definitions, and Section 5.17 Short term rental or occupancy. Looney, Planning and Development Services Director F) Discuss and consider approval of the second and final reading of an ordinance regarding the proposed rezoning to apply a Special Use Permit to allow the short-term rental of a single-family dwelling and accessory dwelling unit in the “C-3” Commercial District, addressed at 676 S.
