CITIZENS' COMMUNICATIONS This time is for citizens to address the City Council on issues and items of concerns not on this agenda. There will be no City Council action at this time. 3. CONSENT AGENDA All items listed below are considered to be routine and non-controversial by the City Council and will be approved by one motion. There will be no separate discussion of these items unless a Councilmember or citizen so requests, in which case the item will be removed from the consent agenda and considered as part of the normal order of business. Resolutions & Action Items A) Approval of a contract with Sullivan Contracting Services 20-414 under Choice Partners Cooperative Contract and appropriate budget amendment for the restoration of the façade walls around the downtown restroom facility to include vegetation removal, pressure washing, mortar repair, and painting and authority for the City Manager to approve any changes up to the contingency amount for project expenditures. Jennifer Cain, Capital Programs Manager B) Approval of a purchase with Angel Armor, LLC for 20-407 bulletproof vests for the New Braunfels Police Department utilizing U.S. Department of Justice FY 2019 Bulletproof Vest Partnership program grant funding and the appropriate budget amendment. Tom Wibert, Chief of Police C) Approval of the Arts Commission recommendations for 20-379 allocating grant awards from hotel occupancy tax to various arts organizations of the City and authorizing the City Manager to execute contracts with the aforementioned organizations for the purpose of disbursement and use of funding. Yesenia McNett, Administrative Secretary D) Approval of the Heritage Commission recommendations 20-380 for allocating grant awards from hotel occupancy tax to various heritage organizations of the City and authorizing the City Manager to execute contracts with the aforementioned organizations for the purpose of disbursement and use of funding. [2]  City Council Agenda June 22, 2020 Yesenia McNett, Administrative Secretary E) Approval for roof replacement at Westside Community 20-412 Center by A-Lert Roof Systems, on behalf of the New Braunfels Public Library, utilizing Community Development Block Grant (“CDBG”) program funding. Matthew Eckmann, Facilities & Real Estate Manager F) Approval of the appointment of Councilmember Harry 20-422 Bowers to be the chair of the Mayor’s Higher Education Task Force. G) Approval of the second and final reading of an ordinance 20-397 regarding the limited purpose annexation of approximately 9.7 acres of land, consisting of Lots 1 through 7, Veramendi Precinct 15A Neighborhood Center Subdivision. INDIVIDUAL ITEMS FOR CONSIDERATION A) Discuss and consider approval of the second and final 20-410 reading of an ordinance regarding the proposed rezoning to apply a Special Use Permit to allow the short term rental of both dwelling units in a two-family structure in the C-3 Commercial District, addressed at 1643 and 1645 McQueeney Road. Looney, Planning and Development Services Director B) Public hearing and first reading of an ordinance 20-395 amending Chapter 144, Zoning Section 5.21, General Provisions and Exceptions; use, height and area regulations, to include Screen Enclosure standards. Snell, Planning Manager C) Discuss and consider a waiver to Section 118-49 of the 20-393 Subdivision Platting Ordinance to not require sidewalk construction along IH-35 and Stolte Road for the Stolte Subdivision. NOTE: The City Council reserves the right to retire into executive session concerning any of the items listed on this Agenda whenever it is considered necessary and legally justified under the Open Meetings Act (Chapter 551 of the Texas Government Code). 6. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. 7.
