SPECIAL MINUTES OF THE NEW BRAUNFELS CITY COUNCIL SPECIAL MEETING OF TUESDAY, SEPTEMBER 20, 2016 The City Council of the City of New Braunfels, Texas, convened in a Special Session on September 20, 2016, at 5:00 p.m. City Councilmembers present were: Present 7 - Mayor Barron Casteel, Councilmember George Green, Councilmember Justin Meadows, Councilmember Ron Reaves, Councilmember Chris Monceballez, Mayor Pro Tem Wayne Peters, and Councilmember Leah García City Staff present were: Assistant City Manager Kristi Aday, City Attorney Valeria Acevedo, City Secretary Patrick Aten, Economic Development Manager Jeff Jewell, and Assistant Finance Director Jared Werner. The meeting was called to order by Mayor Casteel in the New Braunfels Municipal Building City Council Chambers at 5:02 p.m. 1. WORKSHOP A motion was made by Councilmember Reaves, seconded by Councilmember Monceballez, that items 1G and 1H be moved up in the agenda. The motion passed unanimously. G) Discuss and consider approval of budget transfers and amendments in the FY 2015-16 Solid Waste Fund, River Activities Fund, and Golf Course Fund budgets. Mayor Casteel read the aforementioned caption. Jared Werner presented the item. A motion was made by Mayor Pro Tem Peters, seconded by Councilmember Meadows, that this item be approved. The motion passed unanimously. H) Discuss and consider approval of a resolution approving a recommendation of the New Braunfels Industrial Development Corporation to approve an authorized project expenditure and to enter Tuesday, September 20, 2016 New Braunfels City Council Special Meeting  into a professional services agreement with the Greater New Braunfels Chamber of Commerce, Inc. for a two year period beginning October 1, 2016; and declaring an effective date. Mayor Casteel read the aforementioned caption. Jeff Jewell, and the Greater New Braunfels Chamber of Commerce President and CEO Mike Meek, presented the item. A motion was made by Councilmember Reaves, seconded by Councilmember Meadows, that this item be approved. The motion passed unanimously. A) Interview applicants for the New Braunfels Utilities Board of Trustees for a term ending October 31, 2021. Mayor Casteel read the aforementioned caption. Patrick Aten presented the item. Cheryl Gilpin spoke regarding the item. City Council interviewed Bob Gray, Brad Bechtol, Ed Campbell, Ramon Chapa, Cory Elrod, Roger Franklin, Domingo Villareal, and Felicia James for one seat on the New Braunfels Utilities Board of Trustees. No action was taken. 2. EXECUTIVE SESSION In accordance with Texas Government Code, Subchapter D, the City Council may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public. B) Deliberate and consider the purchase of, exchange, lease or value of real property in accordance with Section 551.072, of the Texas Government Code, including but not limited to: · Property related to downtown development Mayor Casteel read the aforementioned caption. City Council recessed into Executive Session from 7:22 p.m. - 7:45 p.m. Tuesday, September 20, 2016 New Braunfels City Council Special Meeting  No action or vote was taken. 3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. City Council reconvened into Open Session at 7:45 p.m. No vote or action was taken. WORKSHOP B) Interview applicants for the New Braunfels Industrial Development Corporation Board of Directors for terms ending October 9, 2018. Mayor Casteel read the aforementioned caption. Patrick Aten presented the item. City Council interviewed Brian Cox, Joseph Deardorff, Jim Poage, John Archer, and Eric Rhame for three seats on the New Braunfels Industrial Development Corporation Board of Directors. No action was taken. C) Interview applicants for the Zoning Board of Adjustment for terms ending May 31, 2018. Mayor Casteel read the aforementioned caption. Patrick Aten presented the item. The City Council interviewed Michael Fredrickson, Richard LaRochelle, Susie Barrett, and Nancy Cronen for seats on the Zoning Board of Adjustment. No action was taken. D) Discuss and consider the appointment of one individual to the New Braunfels Utilities Board of Trustees for a term ending October 31, 2021. Mayor Casteel read the aforementioned caption. Tuesday, September 20, 2016 New Braunfels City Council Special Meeting  Patrick Aten presented the item. A motion was made by Mayor Pro Tem Peters, seconded by Councilmember Reaves, to appoint Bob Gray to the New Braunfels Utilities Board of Trustees for a term ending October 31, 2021. The motion passed unanimously. E) Discuss and consider the appointment of three individuals to the New Braunfels Industrial Development Corporation Board of Directors for terms ending October 9, 2018. Mayor Casteel read the aforementioned caption. Patrick Aten presented the item. A motion was made by Councilmember García, seconded by Councilmember Meadows, to appoint Brian Cox, Jim Poage, and John Archer to New Braunfels Industrial Development Board of Directors for terms ending October 9, 2018. The motion passed unanimously. F) Discuss and consider the appointment of four individuals to the Zoning Board of Adjustment for terms ending May 31, 2018. Mayor Casteel read the aforementioned caption. Patrick Aten presented the item. A motion was made by Mayor Pro Tem Peters, seconded by Councilmember Reaves, to appoint Nancy Cronen, Susie Barrett, and Richard LaRochelle as regular members, and Michael Fredrickson as an alternate member, to the Zoning Board of Adjustment for terms ending May 31, 2018. The motion passed unanimously. EXECUTIVE SESSION In accordance with Texas Government Code, Subchapter D, the City Council may convene in a closed session to discuss any of the following items; any final action or vote taken will be in public. A) Deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of the City Attorney and Assistant City Attorney/Prosecutor in accordance with Section 551.074 of the Texas Government Code. The City Council convened into Executive Session from 9:36 p.m. - 10:10 p.m. No vote or action was taken. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. City Council reconvened into Open Session at 10:10 p.m. A motion was made by Mayor Pro Tem Peters, seconded by Councilmember García, to approve the City Attorney's candidate selection for Assistant City Attorney/Municipal Court Prosecutor. The motion passed unanimously.
