CALL TO ORDER
Mayor Brockman called the meeting to order at 3:01 p.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Rusty Brockman, Councilmember Shane Hines, Mayor
Pro Tem Justin Meadows, Councilmember Harry Bowers,
Councilmember Lawrence Spradley, Councilmember Jason
Hurta, and Councilmember James E. Blakey
1. CONSENT AGENDA
A) Appointment of Cate Cardenas and Nora Smith to the Community
Development Advisory Committee for terms ending November 30,
2024.
B) Appointment of Dean Rutherford and Jacob Tschoepe to the
Construction Board of Appeals for unexpired terms ending May 31,
2023.
C) Appointment of Judith Dykes-Hoffmann and Lee Edwards to the
Workforce Housing Advisory Committee for terms ending November
30, 2024.
D) Appointment of Sarah Shea to the River Advisory Committee for a term
ending November 30, 2024.
E) Approval of the Mayoral appointment of Mahealani McFarland and
Emily Richter for unexpired terms ending November 30, 2024.
Approval of the Consent Agenda
Mayor Brockman read the aforementioned Consent Agenda.
Councilmember Hurta moved to approve the Consent Agenda.
Councilmember Bowers moved to second the motion which passed
unanimously.

2. WORKSHOP AGENDA
Mayor Brockman asked Caitlin Krobot to review the new process in
place for appointing members to the boards and commissions.
A) Interview applicants and appoint one individual to the New Braunfels
Utilities Board of Trustees for a term ending November 30, 2026
Mayor Brockman read the aforementioned item.
Mayor Brockman asked Caitlin Krobot to read a statement from
Michael Patrick Harrington who was not able to be present for an
interview.
Mayor Brockman called Yvette Villanueva Barrera forward to be
interviewed.
Mayor Brockman recessed at 3:12 p.m.
Mayor Brockman reconvened into session 3:14 p.m.
Yvette Villanueva Barrera was interviewed by Council beginning by
giving a brief statement about herself and her desire to serve on the
N.B.U. Board.
Mayor Brockman called Doug Miller forward to be interviewed.
Doug Miller was interviewed by Council beginning by giving a brief
statement about himself and his desire to serve on the N.B.U. Board.
Councilmember Hines moved to appoint Yvette Villanueva Barrera to
the New Braunfels Utilities Board (NBU) for a five year term.
Councilmember Hurta seconded the motion which was unanimous.
Mayor ProTem Meadows and Mayor Brockman expressed their
gratitude for Doug Miller and his great long term service to our
community.
B) Interview applicants and appoint four individuals to the New Braunfels
Economic Development Corporation Board for terms ending November
30, 2023
Mayor Brockman read the aforementioned item.

Mayor Brockman called Bobby C. Avary Jr. forward to be interviewed.
Bobby C. Avary was interviewed by Council beginning by giving a
brief statement about himself and his desire to serve on the New
Braunfels Economic Development Corporation Board.
Mayor Brockman called Amber Brown forward to be interviewed.
Amber Brown was interviewed by Council beginning by giving a brief
statement about herself and her desire to serve on the New Braunfels
Economic Development Corporation Board.
Mayor Brockman called Stuart Hansman forward to be interviewed.
Stuart Hansman was interviewed by Council beginning by giving a
brief statement about himself and his desire to serve on the New
Braunfels Economic Development Corporation Board.
Mayor Brockman called Kathy Meurin forward to be interviewed.
Kathy Meurin was interviewed by Council beginning by giving a brief
statement about herself and her desire to serve on the New Braunfels
Economic Development Corporation Board.
Mayor Brockman called Leticia Martinez forward to be interviewed.
Leticia Martinez was interviewed by Council beginning by giving a
brief statement about herself and her desire to serve on the New
Braunfels Economic Development Corporation Board.
Mayor Brockman called Roy Neal Linnartz forward to be interviewed.
Roy Neal Linnartz was interviewed by Council beginning by giving a
brief statement about himself and his desire to serve on the New
Braunfels Economic Development Corporation Board.
Mayor Brockman called Kristy Sigman forward to be interviewed.
Kristy Sigman was interviewed by Council beginning by giving a brief
statement about herself and her desire to serve on the New Braunfels
Economic Development Corporation Board.

Mayor Brockman called Ron Smith forward to be interviewed.
Rob Smith was interviewed by Council beginning by giving a brief
statement about himself and his desire to serve on the New Braunfels
Economic Development Corporation Board.
Mayor Brockman called Michael Cardenas forward to be interviewed.
Michael Cardenas was interviewed by Council beginning by giving a
brief statement about himself and his desire to serve on the New
Braunfels Economic Development Corporation Board.
Being ahead of schedule, Mayor Brockman took a break at 4:45 p.m. to
allow two applicants to arrive for their interviews.
Mayor Brockman reconvened at 5:07 p.m.
Mayor ProTem Meadows moved to table the New Braunfels Economic
Development Corporation interviews until the final applicants arrived.
Councilmember Bowers seconded the motion which passed
unanimously.
Mayor Brockman moved to item 2C and addressed both items 2C and
2D before returning to 2B.
Councilmember Hines moved to remove item 2B from the table.
Councilmember Hurta seconded the motion which passed
unanimously.
Mayor Brockman called Don Austin forward to be interviewed.
Don Austin was interviewed by Council beginning by giving a brief
statement about himself and his desire to serve on the New Braunfels
Economic Development Corporation Board.
Councilmember Hines moved to table item 2B again to wait for the last
applicant to arrive for his interview. Councilmember Spradley
seconded the motion which passed unanimously.
Mayor Brockman moved to item 2E.

Mayor Brockman returned to item 2B after completing items 2E thru 2
J.
Councilmember Hines moved to take item 2B off the table.
Councilmember Spradley seconded the motion which passed
unanimously.
The last applicant Ruben Villarreal was not available for an interview at
this time.
Councilmember Hines moved to appoint Stuart Hansmann, Roy Neal
Linnartz, and Kathy Meurin to the New Braunfels Economic
Development Board for terms ending November 30, 2023.
Councilmember Hurta seconded the motion which passed
unanimously.
Mayor ProTem Meadows encouraged applicants to reach out to the
Councilmembers so they can get to know them before appointing
applicants to boards and commissions.
C) Discuss and appoint two individuals for terms ending November 30,
2023 and one individual for an unexpired term ending November 30,
2022 to the Building Standards Commission.
Mayor Brockman read the aforementioned item.
Councilmember Hines moved to appoint Baruch Almonte and Roy
Neal Linnartz to the Building Standards Commission terms ending
November 30, 2023. Councilmember Hurta seconded the motion
which passed unanimously.
Councilmember Hines moved to appoint David Lerch to the Building
Standards Commission unexpired term ending November 30, 2022.
Councilmember Spradley seconded the motion which passed
unanimously.
D) Discuss and appoint one individual to the Community Development
Advisory Committee for a term ending November 30, 2024.
Mayor Brockman read the aforementioned item.
Councilmember Hines moved to appoint Tiffany Harris to the
Community Development Advisory Committee for term ending

which passed unanimously.
Mayor Brockman announced we would return to item 2B to conduct
the next interview.
Councilmember Hines moved to remove item 2B from the table.
Councilmember Hurta seconded the motion which passed
unanimously.
E) Discuss and appoint two individuals to the Landa Park Golf Course
Advisory Board for terms ending November 30, 2023.
Mayor Brockman read the aforementioned item.
Councilmember Hines moved to appoint John Boyd and William
Burrell to the Landa Park Golf Course Advisory Board for terms ending
November 30, 2023. Councilmember Hurta seconded the motion which
passed unanimously.
F) Discuss and appoint two individuals to the Library Advisory Board for
terms ending November 30, 2024.
Mayor Brockman read the aforementioned item.
Coucilmember Hines moved to appoint Cheri Ortega and Dana Watson
to the Library Advisory Board for terms ending November 30, 2024.
Councilmember Hurta seconded the motion which passed
unanimously.
G) Discuss and appoint two individuals for terms ending November 30,
2024 and one individual for an unexpired term ending November 30,
2022 to the Parks and Recreation Advisory Board.
Mayor Brockman read the aforementioned item.
Councilmember Hines moved to appoint Amber Brown and William
Turner for the Parks & Recreation Advisory Board for terms ending
November 30, 2024. Councilmember Bowers seconded the motion
which passed unanimously.
Councilmember Hines moved to appoint Thomas Blagg to the Parks &
Recreation Advisory Board for an unexpired term ending November
30, 2022. Councilmember Spradley seconded the motion which
passed unanimously.

H) Discuss and appoint three individuals to the Workforce Housing
Advisory Committee for terms ending November 30, 2024.
Mayor Brockman read the aforementioned item.
Councilmen Hines moved to appoint Michael Biesboer, Ellen Duncan,
and Leticia Martinez for the Workforce Housing Advisory Committee
for terms ending November 30, 2024. Councilmember Bowers
seconded the motion which passed unanimously.
I) Discuss and appoint one individual to the River Advisory Committee
for a term ending November 30, 2024.
Mayor Brockman read the aforementioned item.
The following individual spoke to this item. Richard Hillyer
Councilmember Hines moved to appoint Keith Fontenot to the River
Advisory Committee for the at large position with a term ending
November 30, 2024. Councilmember Hurta seconded the motion
which passed unanimously.
J) Discuss and appoint one individual to the River Advisory Committee
for an unexpired term ending November 30, 2023.
Mayor Brockman read the aforementioned item.
The following individual spoke to this item: Richard Hillyer
Councilmember Hines moved to appoint Christopher Werk for the
River Advisory Committee, Comal River position for a term ending
November 30, 2023. Councilmember Bowers seconded the motion
which passed unanimously.
Mayor Brockman returned to item 2B.
Councilmember Hines moved to take item 2B off the table.
Councilmember Spradley seconded the motion which passed
unanimously.
