MINUTES - FINAL OF THE NEW BRAUNFELS SPECIAL CITY COUNCIL REGULAR MEETING OF WEDNESDAY, JUNE 29, 2022 AGENDA CALL TO ORDER Mayor Brockman called the meeting to order at 9:00 a.m. CALL OF ROLL: CITY SECRETARY Mayor Brockman, Councilmember Campos, Councilmember Willis, Councilmember Spradley, Councilmember Hurta, and Councilmember Blakey. Mayor ProTem Bowers was absent. INVOCATION:MAYOR BROCKMAN Mayor Brockman provided the invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Brockman led the pledges to the flags. 1. WORKSHOP Mayor Brockman read Workshop items A - D. A) Presentation, discussion and possible direction to staff regarding the FY 2023 - FY 2027 Five Year Financial Forecast and FY 2023 Proposed Budget priorities. Robert Camareno gave an introduction to this item and noted this was the ninth financial forecast given by the City. Robert Camareno presented this item, providing a PowerPoint, outlining details and addressed questions from Council. Jeff Jewell presented an update for economic benchmarks and outlooks, providing a PowerPoint, and addressed questions from Council. Mayor Brockman took a break at 10:31 a.m. Mayor Brockman reconvened at 10:47 a.m. Jared Werner presented an update for general fund revenue Wednesday, June 29, 2022 New Braunfels Special City Council Regular Meeting  projections, providing a PowerPoint, and addressed questions from Council. Mayor Brockman broke at 12:05 am for lunch. Mayor Brockman reconvened at 12:45. Jared Werner continued with updates on the general fund revenue projections and addressed questions from Council. B) Presentation, discussion and possible direction to staff regarding alternative funding sources for the 2023 bond program. Jared Werner introduced this item, providing a PowerPoint, and updated Council on alternate funding opportunities discussing Creekside TIRZ and addressed questions from Council. Jordan Matney presented an update, providing a PowerPoint, on projects under consideration - Alligator Creek Trail, and East Alligator Creek design concept and addressed questions from Council. Garry Ford presented an update, providing a PowerPoint, on project Barbarosa - Saur Lane and Barbarosa Rd/Saur Ln Comal River phase 1 and addressed questions from Council. Garry Ford presented an update, providing a PowerPoint, on the Comal River Improvements. Jared Werner discussed a potential Legislative strategy for Comal River improvements and addressed questions from Council. Garry Ford presented an update, providing a PowerPoint, on the Economic Development Corporation alternate funding opportunities outlined in the PowerPoint. Jordan Matney added commentary to the Economic Development Corporation alternate funding opportunities and she and Garry Ford addressed questions from Council. C) Presentation, discussion and update on the 2019 bond projects. Mr. Camareno suggested, for the sake of time, to move on to Workshop D. Mr. Camareno offered to meet with Council to give any information needed on this item. D) Presentation, discussion and possible direction to staff regarding the creation of a crime, control and prevention district. Joe Tovar gave additional information on this item. Mr. Camareno addressed questions from Council. Jared Werner presented, providing a PowerPoint beginning with slide 114, Special Districts Public Safety districts and addressed questions from Council. 4.
