MINUTES - FINAL OF THE NEW BRAUNFELS SPECIAL CITY COUNCIL REGULAR MEETING OF THURSDAY, SEPTEMBER 8, 2022 Budget Work Session AGENDA CALL TO ORDER Mayor Brockman called the meeting to order at 6:00 p.m. CALL OF ROLL: CITY SECRETARY Councilmember Hurta arrived at 6:05 p.m. Present 7 - Councilmember Jason Hurta, Councilmember James E. Blakey, Mayor Rusty Brockman, Councilmember Christopher Willis, Mayor Pro Tem Harry Bowers, Councilmember Lawrence Spradley, and Andres Campos INVOCATION: COUNCILMEMBER SPRADLEY Councilmember Spradley provided Invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Brockman led the Pledge of Allegiance and the Salute to the Texas Flag. 1. WORKSHOP A) Discuss and Consider approval to authorize the City Manager to enter into an agreement with the New Braunfels Community Foundation to provide a financial contribution from American Rescue Plan Act (ARPA) funds to the Comal Emergency Relief Fund for the purpose of providing utility bill assistance to New Braunfels residents. Mayor Brockman read the aforementioned item. Jared Werner made preliminary remarks. Jared Werner presented this item and introduced Alice Jewell, to make additional comments and address any questions from Council. The following individual spoke at this time: Jim Holster. Thursday, September 8, 2022 New Braunfels Special City Council Regular Meeting  B) Public hearing on the proposed tax rate for the City of New Braunfels for tax year 2022 and announce the meeting date and time of adoption. Mayor Brockman read the aforementioned item. Jared Werner presented this item. C) Public hearing on the FY 2023 Operating Budget and Plan of Municipal Services. Mayor Brockman read the aforementioned this item. Jared Werner made no additional comments, Mayor Brockman open the Public Hearing. D) Discuss and consider approval of the first reading of an ordinance adopting the 2022 ad valorem tax rates. Mayor Brockman read the aforementioned item. Jared Werner presented this item. Mayor Pro Tem Bowers moved that the property tax rate for tax year 2022 be decreased by the adoption of a total ad valorem property tax rate of .413935 per $100 of assessed taxable valuation, which is effectively an 5.9 percent increase in the tax rate, with .208935 for debt service and .20500 cents for operations and maintenance. Councilmember Hurta seconded the motion, which passed unanimously. E) Discuss and consider approval of the first reading of an ordinance adopting the FY 2023 Operating Budget and Plan of Municipal Services. Mayor Brockman read the aforementioned item. Jared Werner presented this item and answered questions from Council. Councilmember Hurta moved to adopt the FY 2023 Operating Budget and Plan of Municipal Services, including the Budget Order and attachments included in that order. Councilmember Spradley seconded the motion which passed unanimously. Mayor announced the FY2023 Proposed Budget along with the 2022 Thursday, September 8, 2022 New Braunfels Special City Council Regular Meeting  Tax Rate will be adopted on September 12, 2022 at a meeting beginning at 6:00 p.m. at 550 Landa Street, in the City Council Chambers. 2. EXECUTIVE SESSION In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the City Council may convene in a closed session to discuss any of the items listed below. Any final action or vote on any executive session item will be taken in open session. 3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. 4.
