REGULAR MEETING OF TUESDAY, NOVEMBER 1, 2022
AGENDA
CALL TO ORDER
Mayor Brockman called the meeting to order at 5:30 p.m.
CALL OF ROLL: CITY SECRETARY
Councilmember Blakey arrived at 5:44 p.m.
Present 6 - Mayor Rusty Brockman, Councilmember Christopher Willis,
Mayor Pro Tem Harry Bowers, Councilmember Lawrence
Spradley, Councilmember James Blakey, and Andres Campos
Absent 1 - Councilmember Jason Hurta
INVOCATION: COUNCILMEMBER SPRADLEY
Councilmember Spradley provided the Invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Brockman led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. PROCLAMATIONS
A) Veteran's Day
Mayor Brockman read the Proclamation.
2. INDIVIDUAL ITEMS FOR CONSIDERATION
A) Discuss and consider the approval of a resolution consenting to the
issuance of unlimited tax bonds by Comal County Water Improvement
District No. 1A, a Water Improvement District located within the
extraterritorial jurisdiction of the City of New Braunfels.
Mayor Brockman read the aforementioned item.
Jeff Jewell made preliminary remarks and introduced Spencer Day.
Spencer day presented a PowerPoint with an overview of Water
Improvement District located within the extraterritorial jurisdiction of
the City of New Braunfels.

B) Discuss and consider approval of the authorization for the City
Manager to enter into an interlocal agreement between the City and
Guadalupe County regarding subdivision regulations in the City’s
extraterritorial jurisdiction located in Guadalupe County..
Mayor Brockman read the aforementioned item.
Jordan Matney presented this item.
Councilmember Campos moved to approve this item. Motion died for
a lack of second.
3. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda whenever it is considered necessary and legally justified. Any final
action or vote on any executive session item will be taken in open session.
4. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
5. ADJOURNMENT
Mayor Brockman adjourned at 5:48 p.m.
