OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL
REGULAR MEETING OF MONDAY, JANUARY 30, 2023
CALL TO ORDER
Mayor Brockman called the meeting to order at 5:30 p.m.
CALL OF ROLL: CITY SECRETARY
Councilmember Blakey arrived at 5:58 p.m.
Present 7 - Mayor Rusty Brockman, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Jason Hurta, and Councilmember James Blakey
1. WORKSHOP
A) Presentations and public hearing regarding funding recommendations
for the City’s SLFRF-ARPA non-profit grant program, utilizing a portion
of the allocation of funding received by the City of New Braunfels from
the U.S. Department of the Treasury, Coronavirus State and Local
Fiscal Recovery Funds (SLFRF) program, a part of the American
Rescue Plan Act (ARPA).
Mayor Brockman read the aforementioned item.
Jared Werner presented the item before Council. Jared addressed
preliminary questions from Council before moving forward.
Representatives with the Children's Advocacy Center of Comal
County spoke on behalf of their organization. The CACCC was
addressed by council. Representatives with the San Antonio Food
Bank spoke on behalf of their organization. A representative of Comal
County Habitat for Humanity spoke on behalf of the organization. A
representative with Communities in Schools of South-Central Texas
spoke on behalf of the organization. A representative with
Connections Individual and Family Services spoke on behalf of the
organization. Mayor Brockman commented on Connections Individual
and Family Services. A representative with the Crisis Center of Comal
County spoke on behalf of the organization. A representative with the
Friends of CHRISTUS Santa Rosa Foundation spoke on behalf of the
organization for the New Braunfels Nursing Training and Education
Center and the Outpatient Rehabilitation Center. A representative with
the NB Housing Partners spoke on behalf of the organization.

2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed
below. Any final action or vote on any executive session item will be taken in open
session.
3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
4. ADJOURNMENT
Mayor Brockman adjourned at 6:57 p.m.
