REGULAR MEETING OF MONDAY, JULY 17, 2023

CALL TO ORDER
Mayor Linnartz called the meeting to order at 5:00 p.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Neal Linnartz, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Mary Ann Labowski, and Councilmember April Ryan
INVOCATION: COUNCILMEMBER RYAN
Mayor Linnartz provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. PRESENTATIONS
A) Presentation of Workforce Excellence Award from the Texas Economic
Development Council.
Mayor Linnartz read the aforementioned item.
Jeff Jewell presented this item and introduced Jonathan Packard who
elaborated on the Workforce Excellence Award and presented the
award.
B) Presentation of check by the German-American Society for the
construction of the New Braunfels Cemetery Field of Graves Memorial.

Mayor Linnartz read the aforementioned item.
Chad Donnegan presented this item and introduced members of the
German-American Society who expanded on their endeavors with our
community to include giving monies for the construction of the New
Braunfels Cemetery Field of Graves Memorial.

C) Presentation and possible direction to amend the city ordinance
requiring rabies vaccinations from once every year to once every three
years for domesticated pets.
Mayor Linnartz read the aforementioned item.
Bryan Ruiz presented this item providing a PowerPoint and answered
questions from Council.
D) Presentation, discussion, and possible direction on a Workforce
Housing Trust Fund.
Mayor Linnartz read the aforementioned item.
Jeff Jewell presented this item and introduced representatives from
the National Development Council who provided a PowerPoint
discussing the housing development process/workforce housing trust
fund and answered questions from Council.
E) Presentation and update on City of New Braunfels capital projects and
initiatives.
Mayor Linnartz took a break at 6:15 p.m. returned at 6:24.
Mayor Linnartz read the aforementioned item.
Garry Ford and Scott McClelland presented this item providing a
PowerPoint and answered questions from Council.
F) Notice of July 25th meeting for Public Outreach for development of the
FY 2024 Street Maintenance Plan.
Mayor Linnartz read the aforementioned item.
Greg Malatek presented this item providing a PowerPoint and
answered questions from Council.
G) Presentation and update on adoption of the 2021 International Code
Council Building and Fire Codes.
Mayor Linnartz read the aforementioned item.
Christopher Looney presented this item with a short introduction and
introduced Kevin Collins who presented this item with a PowerPoint
and answered questions from Council.

H) Presentation and update on the Electronic Plan Review (EPR)
software implementation.
Mayor Linnartz read the aforementioned item.
Kevin Collins presented this item providing a PowerPoint and
answered questions from Council.
I) Presentation and possible direction on the recipient of New Braunfels
Small Urban Area Transit Funds and update on the Transit
Development Plan.
Mayor Linnartz read the aforementioned item.
Garry Ford presented this item providing a PowerPoint and answered
questions from Council.
2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda. Any final action or vote on any executive session item will be taken in
open session.
A) Deliberate the purchase, exchange, lease or value of real estate in
accordance with Section 551.072 of the Texas Government Code,
specifically
· S. Krueger Avenue Properties
Mayor Linnartz read the aforementioned executive session item and
recessed into executive session.
3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
Mayor Linnartz reconvened into open session at 8:24 p.m.
No action was taken at this time.
