OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL
REGULAR MEETING OF MONDAY, NOVEMBER 20, 2023
AGENDA
CALL TO ORDER
Mayor Linnartz called the meeting to order at 6:01 p.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Neal Linnartz, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Mary Ann Labowski, and Councilmember April Ryan
INVOCATION: COUNCILMEMBER LABOWSKI
Councilmember Labowski provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. INDIVIDUAL ITEMS FOR CONSIDERATION
A) Interview applicants and appoint four (4) individuals to the New
Braunfels Economic Development Corporation with terms ending
11-30-2026.
B) Interview applicants and appoint one (1) individual to the New
Braunfels Utilities Board of Trustees for a term ending November 30,
2028.
The aforementioned items A and B took place during the 4:00 p.m.
Special Meeting prior to this meeting.
2. WORKSHOP
A) Presentation of the AAPRA National Gold Medal Finalist Award.
Mayor Linnartz read the aforementioned item.
Chad Donegan and Jesus Aguirre with AAPRA presented the AAPRA
National Gold Medal Finalist Award to council.
B) Presentation of Parks & Recreation Summer Wrap Up.

Mayor Linnartz read the aforementioned item.
Chad Donegan presented the item to council using a powerpoint and
answered questions.
C) Presentation of the SAFER Grant Award to the New Braunfels Fire
Department for Additional Firefighters.
Mayor Linnartz read the aforementioned item.
Chief Lozano presented the item to council using a presentation.
D) Presentation and update on proposed fee adjustments for Planning
and Development Services, Neighborhood Services, and Traffic
Impact Analysis (TIA) fees.
Mayor Linnartz read the aforementioned item.
Sandy Paulos presented the item to council using a presentation and
answered questions.
E) Presentation on the Benefits of Walkable Cities.
Mayor Linnartz read the aforementioned item.
Jeff Jewell presented the item to council using a presentation and
answered questions.
The following individuals spoke at this time: David Spear, Bella Spear,
Nicole Lawson, Loree Shrank, Jim Holster
F) Presentation and discussion regarding the potential creation of a
Youth Advisory Council.
Mayor Linnartz read the aforementioned item.
Jared Werner presented the item to council using a presentation and
answered questions.
The following individuals spoke at this time: Jim Holster, Loree
Shrank, Nicole Lawson
Mayor Linnartz called a five minute break.
G) Presentation and update on the Land Development Ordinance project.
Mayor Linnartz read the aforementioned item.

and answered questions.

3. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda. Any final action or vote on any executive session item will be taken in
open session.
4. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
There were no executive session items.
No action was taken at this time.
5. ADJOURNMENT
Mayor Linnartz adjourned at 9:16 p.m.
