REGULAR MEETING OF TUESDAY, FEBRUARY 6, 2024

CALL TO ORDER
Mayor Linnartz called the meeting to order at 8:37 a.m.
CALL OF ROLL: CITY SECRETARY
Councilmember Ryan arrived at 8:39 a.m.
Present 7 - Mayor Neal Linnartz, Councilmember Andres Campos,
Councilmember Christopher Willis, Mayor Pro Tem Harry
Bowers, Councilmember Lawrence Spradley, Councilmember
Mary Ann Labowski, and Councilmember April Ryan
INVOCATION: COUNCILMEMBER LABOWSKI
Councilmember Labowski provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. WORKSHOP
A) Presentation on the Land Use Fiscal Assessment as part of the update
to the City’s Comprehensive Plan.
Mayor Linnartz read the aforementioned item.
Christopher Looney presented the item to council using a powerpoint
and introduced staff and consultants.
Christopher explained future land use for residential, commercial, and
industrial activity in accordance with Envision New Braunfels.
Kevin Shepherd with Verdunity presented a powerpoint to council
regarding fiscal sustainability.

B) Presentation and possible direction to staff regarding the financial

position of the City’s Solid Waste Fund.
Mayor Linnartz read the aforementioned item.
Jared Werner and Jordan Matney presented this item to council using
a powerpoint and answered questions.
Jared and Jordan explained Solid Waste Fund expenses versus
revenues and the change from gaining revenue for selling recyclables
to now having to pay to dispose of recyclables. Amending collection
rates for commercial customers and modifying special events were
also discussed.
Mayor Linnartz called a 10 minute break.
C) Presentation and possible direction to staff regarding opportunities for
West San Antonio Street roadway reallocation.
Mayor Linnartz read the aforementioned item.
Garry Ford presented the item to council using a powerpoint and
answered questions.
Garry presented on different options for a downtown roadway
realignment including angled parking and slower traffic patters.
The following individuals spoke at this time: David Warmke, Clarisa
DeSanto, Justin Meadows, Nathan Manlove, Cheryl Fisher, Jonathan
Packer
City Council provided direction to explore angled parking but to also
explore reverse angled parking. Staff was also directed to continue
getting input from the community.
D) Presentation and possible direction to staff regarding bikeway
selection.
Mayor Linnartz read the aforementioned item.
Garry Ford presented the item to council using a powerpoint and
answered questions.
Garry explained a need to update the bike lanes for Comal Avenue and
E Faust Street. He then provided different options to accomplish that.

DeSanto, Pam Kraft, Nathan Manlove
Mayor Linnartz called a 5 minute break.
E) Presentation and possible direction to staff regarding the Street Safety
Action Plan.
Mayor Linnartz read the aforementioned item.
Garry Ford presented the item to council using a powerpoint and
answered questions.
Garry defined Vision Zero and stressed the importance of zero traffic
deaths in the City of New Braunfels. Strategies including raised
crosswalks, rumble strips, protected bike lanes, and on-street parking
were introduced to provide for safer streets.
F) Presentation and possible direction to staff regarding potential
white-tailed deer management within the city limits of New Braunfels.
Mayor Linnartz read the aforementioned item.
Jordan Matney updated council on this item. Greg Malatek presented
the item to council using a powerpoint and answered questions.
Greg discussed trapping statistics for waterfowl and trapping
techniques for deer. A video was shown depicting the net trapping
process. An urban hunting program was discussed and not
recommended by staff.
The following individuals spoke at this time: David Warmke
City Council provided direction to gather more data regarding deer
population rates in the City and to provide more public outreach.
Mayor Linnartz called a 5 minute break.
G) Presentation and possible direction to staff regarding the
implementation of parking and picnic fees in the River Acres and
Cypress Bend Park areas.
Mayor Linnartz read the aforementioned item.
Jordan Matney presented the item to council using a powerpoint and

answered questions.
Jordan explained the current parking and picnic permit fee processes
and possible future processes for this summer season and upcoming
seasons thereafter.
H) Presentation and update regarding the city’s selection of a
replacement Financial and Human Resources software package.
Mayor Linnartz read the aforementioned item.
Jared Werner, Becca Miears, Sandy Paulos, and Tony Gonzales
presented the item to council using a powerpoint and answered
questions.
Jared, Becca, Sandy, and Tony explained the benefits to moving to
Workday as an HR and Finance system, along with the costs of doing
so.
2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda. Any final action or vote on any executive session item will be taken in
open session.
3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
There were no executive session items.
No action was taken at this time.
4. ADJOURNMENT
