CALL TO ORDER
Mayor Linnartz called the meeting to order at 5:00 p.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Neal Linnartz, Mayor Pro Tem Andres Campos,
Councilmember Christopher Willis, Councilmember D. Lee
Edwards, Councilmember Lawrence Spradley, Councilmember
Mary Ann Labowski, and Councilmember April Ryan
INVOCATION: COUNCILMEMBER EDWARDS
Councilmember Edwards provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
Mayor Linnartz led the Pledge of Allegiance and the Salute to the
Texas Flag.
1. WORKSHOP
A) Presentation, discussion, and possible direction on the use of Public
Facility and Housing Finance Corporations for the development and
preservation of Workforce Housing.
Mayor Linnartz read the aforementioned item.
Jeff Jewell and Cynthia Bast presented the item using a powerpoint
and answered questions.
The following individuals spoke at this time: Jim Holster, David
Warmke
B) Presentation and discussion on a proposed Economic Development
incentive for the Top Golf project.
Mayor Linnartz read the aforementioned item.
Jared Werner and Jeff Jewell presented this item to council using a
powerpoint and answered questions.

Community Survey.
Mayor Linnartz read the aforementioned item.
Jenna Vinson and Joseph Dell'Olio with Polco National Research
Center presented the item to council using a powerpoint and
answered questions.
The following individuals spoke at this time: David Warmke
D) Presentation of Wildlife Management Update
Mayor Linnartz read the aforementioned item.
Amy Niles presented the item to council using a powerpoint and
answered questions.
The following individuals spoke at this time: David Warmke
E) Presentation of 2024 River Season Update
Mayor Linnartz read the aforementioned item.
Amy Niles presented the item to council using a powerpoint and
answered questions.
F) Presentation of the Towing Ordinance.
This item took place after item A.
Mayor Linnartz read the aforementioned item.
Chief Lane and Timothy Brinkkoeter presented the item to council
using a powerpoint and answered questions.
The following individuals spoke at this time: Norma Rangel, Jacob
Giles, Jeramie Hernandez, Javier Hernandez, Armando Hernandez,
Marcus Lagunas
G) Presentation and possible direction on New Braunfels Transit.
Mayor Linnartz read the aforementioned item.

H) Presentation and discussion on proposed modifications to solid waste
services and proposed ordinance amendments.
Mayor Linnartz read the aforementioned item.
Matthew Eckmann presented the item to council using a powerpoint
and answered questions.
2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda. Any final action or vote on any executive session item will be taken in
open session.
A) Deliberate pending or contemplated litigation, settlement offer(s), and
matters concerning privileged and unprivileged client information
deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of
Professional Conduct in accordance with Section 551.071, of the
Texas Government Code, specifically:
· Landa RV Resort
Mayor Linnartz read the aforementioned executive session item.
Mayor Linnartz recessed into executive session at 8:22 p.m.
3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
Mayor Linnartz reconvened into open session at 8:44 p.m.
No action was taken at this time.
