CALL TO ORDER
Mayor Linnartz called the meeting to order at 5:01 p.m.
CALL OF ROLL: CITY SECRETARY
Present 7 - Mayor Neal Linnartz, Mayor Pro Tem Andres Campos,
Councilmember Christopher Willis, Councilmember D. Lee
Edwards, Councilmember Lawrence Spradley, Councilmember
Mary Ann Labowski, and Councilmember April Ryan
INVOCATION: COUNCILMEMBER WILLIS
Councilmember Willis provided the invocation.
PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG
1. WORKSHOP
A) Presentation and discussion on Faust Street Bridge River Access
Mayor Linnartz read the aforementioned item.
Jordan Matney presented this item using a powerpoint and answered
questions.
The following individuals spoke at this time: David Warmke.
B) Presentation, discussion, and possible direction to staff on a Speed
Management Program to replace the current Speed Hump Policy.
Mayor Linnartz read the aforementioned item.
Gary Ford and Carly Farmer presented this item using a powerpoint
presentation and answered questions.
The following individuals spoke at this time: Philip Brown, David
Warmke.
C) Presentation and possible direction to amend the City’s Code of
Ordinances to streamline certain food service establishment
procedures and to ensure consistency with the State of Texas Food

D) Presentation and update on City of New Braunfels Capital Projects
and Initiatives.

Scott McClelland presented this item using a powerpoint and
answered questions.
E) Presentation of a notice for a July 31st meeting for public outreach for
the development of the FY 2025 street maintenance plan.
Mayor Linnartz read the aforementioned item.
Greg Malatek presented this item using a powerpoint and answered
questions.
2. EXECUTIVE SESSION
In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the
City Council may convene in a closed session to discuss any of the items listed on
this agenda. Any final action or vote on any executive session item will be taken in
open session.
3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY
ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED
ABOVE.
There were no executive session items.
