FINAL - MINUTES OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL REGULAR MEETING OF MONDAY, AUGUST 19, 2024 AMENDED 08-16-2024 MISSION STATEMENT The City of New Braunfels will add value to our community by planning for the future, providing quality services, encouraging community involvement and being responsive to those we serve. AGENDA CALL TO ORDER Mayor Linnartz called the meeting to order at 5:00 p.m. CALL OF ROLL: CITY SECRETARY Present 7 - Mayor Neal Linnartz, Mayor Pro Tem Andres Campos, Councilmember Christopher Willis, Councilmember D. Lee Edwards, Councilmember Lawrence Spradley, Councilmember Mary Ann Labowski, and Councilmember April Ryan INVOCATION: COUNCILMEMBER EDWARDS Councilmember Edwards provided the invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Linnartz led the Pledge of Allegiance and the Salute to the Texas Flag. 1. WORKSHOP A) Presentation and recap of the 2024 Saengerfest community event. Mayor Linnartz read the aforementioned item. Jenna Vinson and Calee Jaskula presented this item providing a PowerPoint and addressed questions. B) Presentation on the Land Use Fiscal Assessment as part of the update to the City’s Comprehensive Plan Mayor Linnartz read the aforementioned item. Christopher Looney presented this item and introduced Kevin Shephard, with Verdunity, who continued the presentation providing a PowerPoint and addressed questions from Council. Monday, August 19, 2024 New Braunfels City Council - Special Regular Meeting  The following individual spoke at this time: Wayne Rudolph C) Presentation and update from New Braunfels Utilities on Impact Fees and market conditions. Mayor Linnartz read the aforementioned item. Ryan Kelso presented this item providing a PowerPoint and introduced three speakers - Stephanie Neises, Dawn Schriewer, and Brian Glasshagel who presented and addressed questions from Council. 2. EXECUTIVE SESSION In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the City Council may convene in a closed session to discuss any of the items listed on this agenda. Any final action or vote on any executive session item will be taken in open session. A) Deliberate pending/contemplated litigation, settlement offer(s), and matters concerning privileged and unprivileged client information deemed confidential by Rule 1.05 of the Texas Disciplinary Rules of Professional Conduct in accordance with Section 551.071, of the Texas Government Code, specifically: 1. A-1 SUR-1 AM Esnaurizar, up to 100 acres B) Deliberate and consider the purchase, exchange, lease, contract terms, due diligence, or value of real property, in accordance with Section 551.072 of the Texas Government Code: 1. A-1 SUR-1 AM Esnaurizar, up to 100 acres Mayor Linnartz read the two aforementioned executive session items and convened into executive session at 6:50 p.m. 3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. Mayor Linnartz reconvened into open session at 7:46 p.m. No action was taken.
