FINAL - MINUTES OF THE NEW BRAUNFELS CITY COUNCIL - SPECIAL REGULAR MEETING OF MONDAY, OCTOBER 21, 2024 CALL TO ORDER Mayor Linnartz called the meeting to order at 5:02pm CALL OF ROLL: CITY SECRETARY Councilmember Willis and Councilmember Labowski arrived at 5:07 p.m. Present 7 - Mayor Neal Linnartz, Mayor Pro Tem Andres Campos, Councilmember Christopher Willis, Councilmember D. Lee Edwards, Councilmember Lawrence Spradley, Councilmember Mary Ann Labowski, and Councilmember April Ryan INVOCATION: COUNCILMEMBER LABOWSKI Councilmember Labowski was not present at the time of the invocation. Councilmember Spradley provided the invocation. PLEDGE OF ALLEGIANCE & SALUTE TO THE TEXAS FLAG Mayor Linnartz led the Pledge of Allegiance and the Salute to the Texas Flag PRESENTATION A) Recognition of Luke Leos for receiving the Texas Amateur Athletic Federation (TAAF) Male Athlete of the Year designation and Amelia Hafner for receiving the Texas Armature Athletic Federation (TAAF) Female Athlete of the Year designation. Mayor Linnartz read the aforementioned item. Geronimo Aguirre presented this item and introduced Mark Lord, who continued this presentation and introduced the Texas Amateur Athletic Federation (TAAF) male and female athletes of the year. 1. WORKSHOP A) Presentation and update on the 2024 End of River Season Summary Presentation Mayor Linnartz read the aforementioned item. Amy Niles presented this item to council using a powerpoint. Monday, October 21, 2024 New Braunfels City Council - Special Regular Meeting The following individuals spoke at this time: Jared Schuber B) Presentation of Faust Street Bridge Staff Recommendation Mayor Linnartz read the aforementioned item. Jordan Matney presented this item using a powerpoint and answered questions. Jordan also introduced Captain Penshorn who addressed questions from council. The following individuals spoke at this time: Jared Schuber City Council provided direction to move forward with staff recommendations. C) Presentation of River Paid Parking Expansion Recommendation for Cypress Bend Park and Fair Lane by River Acres Park. Mayor Linnartz read the aforementioned item. Jordan Matney presented this item to council using a powerpoint presentation and answered questions. City Council provided direction to move forward with staff recommendations. D) Presentation, discussion, and direction to staff for allocation of remaining American Rescue Plan Act (ARPA) funds. Mayor Linnartz read the aforementioned item. Jared Werner and Jen Gates presented this item using a powerpoint and answered questions. The following individuals spoke at this time: Kelly Stallings City Council provided direction for staff to allocate the remaining American Rescue Plan Act (ARPA) funding towards option 2 presented to include cold weather shelter improvements and public transportation/mobility. E) Presentation and update on City of New Braunfels Capital Projects and Initiatives. Mayor Linnartz read the aforementioned item. Scott McClelland presented this item using a canva presentation and Monday, October 21, 2024 New Braunfels City Council - Special Regular Meeting answered questions. F) Presentation and update on the Landa Park Aquatics Complex Renovation Project Mayor Linnartz read the aforementioned item. Scott McClelland presented this item to council using a powerpoint and answered questions. G) Presentation and update on the City of New Braunfels Fiscal Year 2025 Capital Improvement Plan Mayor Linnartz read the aforementioned item. Brenadette Faust presented the item to council using a powerpoint and answered questions. 2. EXECUTIVE SESSION In accordance with the Open Meetings Act, Texas Government Code, Ch. 551, the City Council may convene in a closed session to discuss any of the items listed on this agenda. Any final action or vote on any executive session item will be taken in open session. 3. IF NECESSARY, RECONVENE INTO OPEN SESSION AND TAKE ANY ACTION RELATING TO THE EXECUTIVE SESSION AS DESCRIBED ABOVE. There were no executive session items. No action was taken at this time. 4.
